Operator of MV1 attempted to go around MV2 and while checking if he was clear to change lanes, MV2 hit the breaks again and MV1 rear ended MV2. The operator of MV2 stated while traveling eastbound on Washington Street, she stated she hit the breaks because she drives slow. When MV2 hit the breaks, MV1 rear ended her vehicle. MV1 did have air bag deployment and both operators were evaluated by the medics and signed a refusal.
