Vehicle # 2 immediately left the area. Bumper was hanging off of vehicle # 1. And Oper # 2 stated he had a witness that I was unable to talk too. MV 2 was described as a gray Nissan Pathfinder with RI reg XS837. Dispatch ran XS837 and it came back registered to a gray 2007 Nissan Pathfinder. Due to amount of damage and description given I mailed the owner of MV 2 a citation for Leaving the Scene of Property Damage. No injuries. I observed significant fresh damage to the rear bumper of Vehicle #1. Vehicle #2 is registered to a Ms. Jessica Gavell. I was later able to learn that the vehicle was being operated by her cousin, a Mr. Michael Gavell. Mr. Gavell was issued a citation for a violation of M.G.L. Ch.90/24-Leaving the Scene of Property Damage, and Ch.90/23-Operating MV after suspension due to OUI. (See Incident#19005785). A snow storm had started 2 hours prior to the accident and road conditions were slippery. MV1 struck MV2 broadside who was traveling north on Chestnut St with the right of way. MV1 struck MV2 hard enough that MV2 was pushed across the lane and into MV3 that was stopped at the stop sign southbound. According to the operator of MV2, MV1 was traveling ""way too fast for conditions"" over 30mph. Operator MV1 was cited for 89/9 failed to stop for stop sign and 90/17 speeding too fast for road conditions. Operator was also cited on Citation T1272992 for 90/23 operating after suspended license.
