The collision caused the tail light to crack on the parked motor vehicle and there were only minor scratches to N-498. Officer Soloman left the location to assist with the event at the church, Sgt. Ms. Ennis stated that due to the road construction and it being blocked at Walter Street and Jackson Street everyone was being funneled down (EB ) on Marshfield Rd by the detail officers. Ennis further stated that there was construction vehicle apparatus parked along Marshfield Road in the westbound direction which made the road narrow. She then attempted to pass a parked City of Newton Toyota Rav4 (M/V # 2) on the right of her when another pick up truck suddenly started traveling westbound. She says that she tried correcting her steering but made contact with the driver's side front quarter panel area of M/V # 2. I observed a minor black scuff mark to the front passenger side quarter panel area. M/V # 2 is a 2019 Toyota Rav4 color white bearing MA Official reg. # M5181A. It is owned by Enterprise FM Trust and being leased by the City of Newton Public Works. The Rav4 was parked legally on the right side near 12 Marshfield Road with a City of Newton employee sitting in the front driver's seat. The employee was Kimberly Ritcey who works for the engineering department for the Newton Dept. of Public Works. Ritcey reported no injuries. The traffic signal had significant damage and the top portion was found resting on the sidewalk area of Woodward Street. When she went to pull out in to the travel lane going southbound, she never saw another vehicle going by her and struck M/V # 2 on it's passenger side. She further stated that she believed it was a blind spot in her side view mirror. I observed damage to her driver's side door handle and driver's side bumper. As a result of the crash, the entire bumper was dislodged from the vehicle. Langston called for a private tow (Pro-Tech Waltham) to have her vehicle removed. Next, I spoke to the operator of M/V # 2 Richard Leone (MA D/L # S61672498) who works for the City of Newton Department of Public Works. He stated that he was traveling straight ahead (SB) on Eldredge Street when M/V # 1 pulled out and struck him on the passenger side. I queried the reported plate number of #2 which came back registered to Beverly Newman 16 Pickwick Rd W. Newton on a black Lexus SUV. Ofc Chieu responded to this address and located #2 there. The male operator was raised who identified himself as Peter Feig of the same address. The owner Ms Newman was the front seat passenger. I was able to observe a photo of the left front end of #2 and observed a light scuff mark where the grill meets the fender. I spoke to Mr Feig who stated he was unaware there was a collision at all. It appears the silver colored front grill of #2 made contact with #1. He stated he did remember #1 drive by at a high rate of speed. The weather at the time of this crash was clear and sunny. The road surface in the area of the crash was dry. Langley Road and Hamlet Street are both public ways maintained by the City of Newton. I approached the area of the crash coming from Boylston Street and when I arrived my attention was drawn to two locations on Langley Road. I observed a female party laying prone on the sidewalk area of Langley Road (E) at the Hamlet Street intersection. This female party, later identified as Ms. Melinda Conroy, was being attended to by passerby's in the area. My attention was then drawn to an overturned vehicle resting half in the roadway/half on the sidewalk (W) in front of 323 Langley Road. As I began to run over to the vehicle, I observed a woman standing next to the vehicle screaming frantically. This party identified herself as the driver of the lone vehicle involved, Ms. Natalya Kabanovsky (S65512051). There were parties at the back of the vehicle yelling to me that there was a woman trapped under the vehicle and that they were holding the vehicle up to get her out. I ran over to the rear of the vehicle and observed a female party, later identified as Ms. Annette Sooper, lying underneath the vehicle in the roadway. There was a large pool of blood on the roadway as the result of a laceration to what appeared to be her head/face area. Due to the unknown stability of the vehicle resting on its roof, and due to the passerby's stating they were holding the vehicle up so it did not roll over onto Ms. Sooper, I reached under the vehicle from the rear, grabbed Ms. Sooper's person, and dragged her away from the vehicle to a safe location on the sidewalk. At this time, I observed a large laceration to Ms. Sooper's head and she stated she had suffered a leg injury. Newton Fire and Medics along with additional Police units arrived on scene and took over rendering aid to the victims. I then started to conduct my investigation into the crash. I spoke with the operator of the vehicle, Ms. Kabanovsky. Ms. Kabanovsky stated she was operating her 2005 Lexus ES330 (MA: 293TAB) on Hamlet Street (W) towards Langley Road. Ms. Kabanovsky stated as she approached the intersection, a female party (Ms. Conroy) ahead of her was running across Langley Road (S) at Hamlet Street. Ms. Kabanovsky stated she attempted to hit her brakes, but instead hit her gas pedal. Ms. Kabanovsky's vehicle crashed into Ms. Conroy and then she panicked. Ms. Kabanovsky stated her car then accelerated across the street and crashed. Ms. Kabanovsky stated she was not wearing a seatbelt at the time of the crash and extricated herself from her vehicle after it rolled over onto its roof. I requested Ms. Kabonovsky's license while speaking to her, but she was too upset to located it. I queried Ms. Kabanovsky's license and registration status through Newton Dispatch. Ms. Kabanovsky's license stated is expired as of 12/18/2016. Ms. Kabanovsky registration is active. I observed substantial damage to the entire front end, driver, and passenger side of Ms. Kabanovsky vehicle. Ms. Kabanovsky was evaluated by Newton Medics and complained of right arm pain. Ms. Kabanovsky was also visibly distraught and expressed concern over the two pedestrians involved in the crash. Ms. Kabanovsky was transported to Brigham and Women's Hospital for treatment. I briefly spoke with Ms. Melinda Conroy as she was being attended to by Newton Medics and Fire. Ms. Conroy stated she was running on Langley Road (S) and observed MV1 traveling on Hamlet Street (W) towards Langley Road. Ms. Conroy stated she believed MV1 was slowing down and coming to a stop. Ms. Conroy stated she waved at the vehicle and as she crossed the intersection, MV1 accelerated and crashed into her left side. Ms. Conroy stated she flipped over the vehicle and landed on the roadway. Ms. Conroy was conscious and alert when speaking to Newton Medics and was transported to Beth Israel Deaconess Hospital in Boston. I later spoke with Ms. Conroy after her release from the hospital. Ms. Conroy stated she suffered some bumps and bruises had no major injuries. Officer Pohlman spoke with Ms. Sooper prior to her transport to Beth Israel Deaconess Hospital in Boston by Newton Medics. Ms. Sooper stated she was walking on the sidewalk in front of 323 Langley Road after returning from Newton Centre. Ms. Sooper stated as she was walking, she observed MV1 hit Ms. Conroy and then travel across the street in front of her into a tree. Ms. Sooper stated she does not remember what happened after that. I spoke with Ms. Sooper's son at NPD HQ and was advised Ms. Sooper was admitted to the hospital and suffered a fracture of her left hip and required 6 staples to close a laceration on her head. Tody's Towing responded to the scene and removed MV1 from the roadway. Traffic Officer Wilson took pictures of the scene and submitted them to the IT Bureau. After speaking with all parties involved, Ms. Kabanovsky will be cited with Massachusetts Uniform Citation 494688AB in hand at her residence for Chapter 90, Section 10 (Unlicensed Operation), Chapter 90, Section 24 (Operate To Endanger), and Newton City Ordinance Chapter 19, Section 75 (Fail To Use Care). Ms Kabanovsky was also cited with Massachusetts Uniform Citation 494800AB in hand at her residence for Chapter 90, Section 13A (Fail To Wear A Seat Belt). The plate given is registered to Piece by Piece Movers in Woburn. I spoke to manager Jacob Hart ( 978-855-3976) who informed me that the truck is sub contracted to a company called Speedy King Laborers, and that Hart is unaware of who the driver may be. Hart stated that the truck does have a GPS on it which was showing the vehicle stationary on Turner Terrace at the time of our conversation. I responded to Turner Ter and located the truck in question. The driver, Jean Rodriguez DOB 11/8/99, told me that he was aware that he hit the light but had notified his boss already. He stated the crash occurred as he was turning right onto Harvard St from Newtonville Ave on the way to a residential moving job. Rodriguez was informed that merely notifying his boss when a traffic light is struck down is not appropriate and that he could be charged with hit & run property damage. Rodriguez was apologetic and stated that he understood. Pictures were taken of the traffic light and Daigle was notified. The remaining lights at Harvard/Newtonville were on flash upon my clearing. I did not observe any damage to the moving truck however Jacob Hart was advised to inspect the property himself to be sure. He was provided this report number for reference. Vehicle two was a City of Newton DPW truck that was parked in front of 367 Albemarle Rd waiting to block off the street for the Fourth of July fireworks at Albemarle field. Vehicle one's operator stated that he could not pull to the side of the road after the crash because of heavy traffic due to the Fourth of July activities in the area. He did stop at his residence approximately two blocks from the crash area. Vehicle one had damage to the passenger side front and rear as well as the rear bumper. None of the occupants of vehicle one stated that they were injured. The owner of vehicle one had concerns about the amount of room that the DPW tuck took up on the roadway. It should be noted that a City of Newton DPW worker measured out the length of the roadway from the truck's front bumper to the grass line and it was 11 1/2 feet. According to the General Motors web site the width of vehicle one is 6 feet 7 inches. Operator of vehicle two stated that he was sitting in the driver side of the truck when vehicle one passenger side scraped up against it, and that he was not injured. Vehicle two front bumper had damage to it. It took photos of both vehicles and forward the disk to the NPD's IT Bureau for downloading. I issued operator of vehicle one MA Uniform Citation T 3045462 and cited him for a violation of City of Newton Ordnance 19/75 failure to use care while passing. In an attempt to avoid driving through the detour signs, MV1 made an abrupt turn off of Rt. 9 onto Walnut Street. As MV1 abruptly turned onto Walnut Street (Northbound), OP1 had no control over MV1. MV1 continued onto the curb, through the grass, and through the drive away. MV1 then crashed into the front porch of 1243 Walnut Street. MV1 sustained heavy front end damage. MV1 was towed by Todys. The weather at the time of the crash was clear and sunny. The road surface was dry. Commonwealth Avenue and Temple Street are both public ways maintained by the City of Newton. I spoke with the operator of MV1, Ms. Rui Zhang (SA4940828). Ms. Zhang stated she was operating her 2016 Subaru Outback (1WRP35) on Commonwealth Avenue (W) towards Temple Street. Ms. Zhang stated she activated her right turn directional and was slowing down to take a right turn onto Temple Street. Ms. Zhang stated she began to take her right turn, a vehicle appeared on her right side and crashed into the front passenger side of her vehicle. Ms. Zhang her and her son Kenneth reported no injuries as a result of the crash. I observed damage to the front passenger side bumper/tire/fender area of MV1. Tody's responded and removed the vehicle from the roadway. I spoke with the operator of MV2, Mr. Thomas Conneely (S30459555) as he was being treated by Newton Medics. Mr. Conneely stated he was operating his 2019 Honda CRV (MA: 58252) on Commonwealth Avenue (W) towards Temple Street. Mr. Conneely stated he was traveling behind MV1 for some time and the vehicle was slowing down and speeding up down the length of Commonwealth Avenue. Mr. Conneely stated as they approached the Temple Street intersection, MV1 had stopped in the middle of the road and he believed it was taking a left turn on to Temple Street. Mr. Conneely stated he went to around the right side of the vehicle when it suddenly took a right turn into his vehicle as it was passing. Mr. Conneely said his vehicle then went airborne twice and he ended up in the yard of 1633 Commonwealth Avenue. Mr. Conneely and his passenger, Ms. Susan Conneely were transported to Newton Wellesley Hospital by Newton Medics for evaluation. Tody's towing reponded and removed MV2 from the property of 1633 Commonwealth Avenue. Ms. Nancy Ghabi stated she was operating her vehicle on Commonwealth Avenue (W) behind MV1 and MV2 at the time of the crash. Ms. Ghabi stated she observed MV2 to be traveling at a high rate of speed and observed it travel to the right of MV1 and try to go around it. Ms. Ghabi stated she two vehicles then crashed and MV2 ended up in the lawn of 1633 Commonwealth Avenue. Ms. Ghabi described the actions of MV2 to be ""erratic"". Mr. John Carey stated he witness the crashed as he was standing on the sidewalk in the area of 1633 Commonwealth Avenue. Mr. Carey stated MV1 was slowed down in the intersection and MV2 tried to go around MV1's passenger side. The vehicles then crashed and Mr. Carey believes MV2 did not attempt to brake post collision and MV2 ended up on the lawn of 1633 Commonwealth Avenue. Mr. Conneely will be cited with Massachusetts Uniform Citation 510670AB for Chapter 89, Section 4A (Unsafe Lane Change) and Newton City Ordinance Chapter 19, Section 75 (Fail To Use Care).
