The operator of MV#1 stated that he was traveling north on Washington St in front of the NWH west entrance/exit when MV#2, who was exiting NWH struck his MV. The operator of MV#2 stated that she was stopped at the NWH west exit/entrance and attempting to enter Washington St. Operator of MV#2 stated she thought it was safe to enter Washington St when crash occurred with MV#1. No injuries, no tows.

OPERATOR STATED SHE WAS GOING S/B ON WEST ST WHEN HER VEHICLE CAUGHT EITHER A VERIZON OR CABLE WIRE THAT WAS HANGING IN THE STREET BY #114 WEST ST. SHE FURTHER REPORTS NEVER SEEING THE WIRE. ACCORDING TO THE OPERATOR AS SHE WAS DRIVING S/B DOWN WEST ST HER FRONT LICENSE PLATE COVER CAUGHT A LOW HANGING WIRE CAUSING HER PLASTIC COVER TO FLY OFF HITTING HER HOOD CAUSING DAMAGE. THE FORCE OF THE IMPACT ALSO CAUSED DAMAGE TO OTHER AREAS OF HER VEHICLE, CRACKED, BUMPER ALONG WITH HER DRIVERS SIDE MIRROR. IT WAS LATER DETERMINED THAT JUST PRIOR TO VEHICLE #1 PASSING THE SCENE A POSTAL EMPLOYEE HAD JUST STARTED TO ATTEMPT TO TIE OFF THE WIRE TO A FENCE AT THE SAME TIME CAUSING THE ACCIDENT . VERIZON WAS CONTACTED EARLIER DUE TO A COMPLAINT OF A WIRE DOWN. PRIOR TO THE POSTAL WORKER ATTEMPTING TO PUT THE WIRE UP THERE WAS NO IMMEDIATE HAZARD IN THE ROAD. HOWEVER THE WIRE WAS BLOCKING THE SIDEWALK AND APPARENTLY THE POSTAL EMPLOYEE WAS CONCERNED THAT A PEDESTRIAN MIGHT TRIP ON IT.

Operator of MV1 stated he was traveling northbound on Waverly Ave and slowed down to turn when he was struck from behind by MV2. Operator of MV2 stated she was traveling northbound on Waverly Ave when she was struck from behind by MV3 pushing her into MV1. Operator of MV3 stated she was traveling northbound on Waverly Ave when she was struck from behind by MV4 pushing her into MV2. Operator of MV4 stated he was traveling to close to MV3 and had no time to stop and struck the vehicle causing the accident. Operator of MV4 was determined to be operating under the influence of alcohol and was placed under arrest for 90/24 OUI (See incident #19021959). No operators reported any injuries. MV3 and MV4 were towed by Todys due to damage.

The OP. of MV#1 states she was stopped at the red light on the westbound left-turn lane of Washington St. She then suddenly felt an impact at the rear of her vehicle. The OP. of MV#2 states he was stopped behind MV#1 on the westbound left-turn lane of Washington St. The light turned green and MV#1 moved forward and suddenly stopped. The OP. of MV#2 had started accelerating and couldn't stop in time, colliding into the rear of MV#1.
