ON JUNE 6TH, 2019 AT APPROXIMATELY 14:11 HOURS WHILE ASSIGNED TO N491 I WAS DISPATCHED TO #349 WATERTOWN ST FOR A REPORTED HIT & RUN CRASH THAT HAD JUST OCCURRED. DISPATCH FURTHER REPORTED SUSPECT VEHICLE HAD FLED THE SCENE WEST ON WATERTOWN ST IN A BROWN COLORED TOYOTA BEARING MA REG. 31Y660. ON MY ARRIVAL TO THE SCENE I SPOKE WITH THE OWNER OF VEHICLE #1 IDENTIFIED AS ROBERT RANKINGS. HE REPORTS THAT WHILE EATING LUNCH IN TOMMY DOYLES A WOMEN(WITNESS), LATER IDENTIFIED AS PATTY TUCKER ENTERED THE RESTAURANT ASKING IF ANYONE OWNED A RED TOYOTA PARKED OUT FRONT? HE REPLIED, "HE DID". WITNESS THEN TOLD HIM SHE WITNESSED ANOTHER VEHICLE HIT HIS CAR THEN DRIVE AWAY. MS TUCKER(WI) TOLD MR RANKINGS THAT WHILE TRAVELLING W/B ON WATERTOWN ST SHE WITNESSED SUSPECT VEHICLE WHO WAS GOING IN THE OPOSITE DIRECTION(E/B) ATTEMPT TO MAKE A U TURN IN FRONT OF HER. SUSPECT MADE TWO ATTEMPTS MAKING HIS U/TURN THE SECOND ATTEMPT HE CRASHED INTO HIS VEHICLE. WITNESS TOOK A PICTURE OF TH SUSPECTS LICENSE PLATE, MA REG 31Y660 AND GAVE IT TO MR RANKINGS. A REGISTRATION INQUERY BY POLICE SHOWED THE VEHICLES REGISTERED OWNER AS OUCIBLE OUSSAMA, DOB 12/16/1984, ADDRESS OF 62 DEHON ST, REVERE MA, 02151.A BOLO WAS PUT OUT ON THIS VEHICLE WITH NO SUCCESS. REVERE PD WAS NOTIFIED TO CHECK SUSPECT VEHICLES ADDRESS WITH NEGATIVE RESULTS. THERE WAS NO TELEPHONE LISTING FOR THE REVERE ADDRESS. THE FOLLOWING DAY,JUNE 7TH, 2019, AT 09:30HOURS I SPOKE WITH THE WITNESS, PATTY TUCKER. MS TUCKER GAVE THE FOLLOWING STATEMENT TO ME REGARDING THIS INCIDENT: I WAS GOING W/B ON WATERTOWN ST HEADING TOWARDS WEST ST WHEN SUSPECT VEHICLE WHO WAS COMING E/B ON WATERTOWN ST(OPOSITE DIRECTION) SUDDENLY MAKE A U TURN IN FRONT OF HER. SUSPECT VEHICLE HAD TO MAKE TWO TURNS TO COMPLETE HIS U/TURN HOWEVER ON THE SECOND ATTEMPT HE STRUCK THE VICTIMS PARKED VEHICLE. SUSPECT THEN DROVE A SHORT DISTANCE AWAY STOPPING IN FRONT OF MAGNI FUNERAL PARLOR. SUSPECT, WHO WAS DESCRIBED AS A W/M, IN HIS THIRTIES WITH A SHAVED HEAD AND WEARING SUNGLASSES GOT HALFWAY OUT OF HIS VEHICLE, LOOKED BACK THEN GOT BACK INTO HIS VEHICLE AND DROVE AWAY. MS TUCKER WAS ABLE TO TAKE A PICTURE OF THE SUSPECTS LICENSE PLATE WITH HER CELL PHONE PRIOR TO HIM FLEEING. SHE LATER PROVIDED IT TO THE VICTIM, ROBERT RANKINGS. I WILL BE MAILING A CITATION#T1444062 TO THE REGISTERED OWNER FOR LEAVING THE SCENE OF ACCIDENT, 90/24C AND MAKING AN ILLEGAL U/TURN, CITY ORDINANCE VIOLATION 19/86

Operator of MV1 states she was backing out of the parking lot behind the Village Bank when MV2 struck MV1's left rear fender due MV2 performing a U-Turn from the southbound side of Elm St to the northbound side of Elm St. MV1 sustained minor damage to the left rear fender. Operator of MV2 states she was traveling southbound on Elm St when she performed a U-Turn in front of 117 Elm St and struck MV1. MV2 sustained minor damage to the front right fender. Witness, Christopher Bryan, states he was in the parking lot behind the Village Bank when he observed MV2 perform a U-Turn, which struck MV1 in the left rear fender. I issued the operator of MV2 in hand Massachusetts Uniform Citation #T1442617 for the following: Ch. 89 Sec. 8 Fail to Yield/Making U-Turn while interrupting traffic

On Friday December 27th, 2019, at approximately 1348hrs, while assigned to N508 to assist with a funeral escort, I was notified by Dispatch that "MC1" was involved in a crash at the Whole Foods parking lot on Washington Street. Upon arrival I found that Newton Police Motorcycle #1 was involved in a crash while helping to assist a funeral that had just left the Our Lady Church property. Police MC #1 is MA MMC7219, a 2016 Harley Davidson motorcycle. The motorcycle was operated by Officer Rocco Marini. MV #2 was also located on scene and parked in the Whole Food parking lot. This vehicle is MA Reg. 7VN155 a 2017 Lexus ES350. This vehicle was operated by Diana Simkin. Officer Marini reported that he was traveling westbound on Washington Street when he was hit by MV #2 that was making a left (opposite direction) into the Whole Foods parking lot. Officer Marini was in the right hand lane escorting the long line of cars that was part of a funeral procession. These vehicles were in left westbound lane. Officer Marini reported he was in the right hand lane and had his emergency lights on when the collision occurred. Officer Marini did not see MV #2 prior to collision. Officer Marini reported that the front of his motorcycle hit the rear passenger side tire of MV #2. Officer Marini was taken from the scene by Ambulance to Newton Wellesley Hospital. I spoke to the operator of MV #2 Diana Simkin. Simkin reported she was traveling east on Washington Street and wanted to make a left into Whole Foods parking lot when the crash occurred. Simkin reported she was waved into the lot by an unknown motor vehicle headed in the opposite direction. Simkin was not sure which lane this person waved from. Simkin made the left into the lot and was not aware of the crash or did she see MC 1 until she was stuck in traffic in the parking lot and some woman knocked on her window. Simkin reported that she never saw an police emergency flashing lights either. There was minimal damage to Simkin's vehicle. There was scuff marks on the passenger rear tire. Simkin also did not report any injuries. MC #1 sustained some front damage to the wheel fender fairing. The motorcycle was taken from the scene by Tody's. Pictures were taken on scene by Officer McSweeney and given to IT for downloading purposes. While on scene Officer McSweeney and myself went to New England Diamond and Jewelry at 660 Washington Street. We met the owners Dave and Robert Alpert (617-243-0099) who reported that they have video of the collision. In the video I observed at 1346hrs the funeral begin to pass the Whole Foods entrance. At 1348hrs the video shows MV #2 come up in the easttbound lane and stop. The vehicle stops and waits until an unknown white SUV stops to allow MV #2 to make a left turn into the lot. Once this unknown SUV stops, the video shows that MV #2 makes the left and hits MC #1 as he is traveling straight ahead with his emergency lights on. It appears from the video that MC #1 had no warning and could not brake his motorcycle. The video shows a long line of cars in this funeral procession with their emergency flashing lights on. Due to the angle of the video and vehicles I am unable to tell if this SUV had their flashing lights on. The video was sent to Director Smith in IT for downloading purposes. I went to Newton Wellesley Hospital and spoke with Officer Marini. He was reporting soreness to his left elbow. Officer Marini was released from the Hospital and taken back to the station at about 1500hrs. Based on the facts of the investigation, I have issued MA Uniform Citation T0340444 to Diana Simkin for violating 89/8: failure to yield the right of way and for violating 89/7A: interference with an emergency vehicle. Simkin was notified of this citation via telephone at 1730hrs on this day and this citation was mailed to her address. Washington Street is a public way in the City of Newton.

The operator of veh #1 stated she was in the parking lot of #300 Needham St. and driving South bound when veh #2 drove around the corner due North at an excessive rate of speed and drove into her. Heavy damage to veh #1. The operator of veh #2 stated she was driving in the parking lot of #300 Needham St. when she struck veh #1 because she didn't see it. Heavy damage to veh #2 with its front airbag deployed. Both operator's were checked out by the Medics and signed patient refusals. Both vehicles were towed by Tody's towing. The operator of veh #2 was issued Mass. Citation #T2080848 in hand for Ch 89/ Sec 1-Failure to keep right.

On Wednesday October 28, 2020 at approx. 0900 I responded to 24 Maguire Court for a report of a crash with property damage involving a tractor trailer. Upon arrival I met with the operator of the tractor trailer Mr. Williams, he stated he was traveling on Maguire Court delivering equipment to a local business, and while turning into the business parking lot he misjudged the turn and the trailer struck a fence,posts,wall belonging to 24 Maguire Court. I advised the owners son who was on the property of the crash and advised I would have a report. There were no reported injuries and all parties advised of the process. I also conducted a Level one inspection on the truck/trailer. The following below is a list of violations and citations VIOLATIONS C.O. 19-75 FAILURE TO USE CARE IN TURNING 393.47D INSUFFICIENT BRAKE LINING- AXLE 5 RIGHT SIDE BRAKE LINING HAS APPROX. 3 INCH CRACK IN LENGTH. CITATIONS T2016068 C.O. 19-75 FAILURE TO USE CARE IN TURNING $ 20.00 T201069 CHAPTER 90 SECTION 7 BRAKE VIOLATION $ 40.00 All paperwork/inspections/citations were issued to the operator and advised of the process.

Operator of MV1 stated he was proceeding Westbound on Washington street in the center lane when he turned left into the Four Points By Sheraton hotel entrance. Operator of MV1 stated he did not see MV2 and crossed into the left lane to complete the turn. Operator of MV2 stated he was proceeding Westbound on Washington Street when MV1 cut in front of him to make the turn into the hotel. MV1 sustained heavy drivers side damage. MV2 sustained moderate right front end and passenger side damage. No injuries. Operator of MV1 was cited in hand for Ch. 89 Sec.4A (marked lane violation) on Massachusetts Uniform Citation #T1445462. Tody's towing responded on scene and towed MV1. A towed motor vehicle form was completed, scanned into this report and filed.

Operator of MV1 states she was traveling straight ahead, eastbound on Watertown Street when MV2 attempted to make an illegal U-turn. Operator of MV1 states she then struck the front left of MV2. Operator of MV2 states he made an illegal U-turn on Watertown Street when MV1 struck the front left of his vehicle. MV1 sustained damage to the front right of the vehicle and MV2 sustained damage to the front left of the vehicle. MV1 and MV2 were both towed by Tody's Service Inc. Operator of MV1 had no injuries. Operator of MV2 was checked by medics on scene but denied medical attention. Operator of MV2 was mailed a citation for his illegal U-turn.
