Motor vehicle 1 (MV1) was parked facing southeast in front of 97 Union Street, when unknown motor vehicle 2 (MV2), sideswiped MV1 and then left the area. As a result of the crash, the passengers side, side view mirror was ripped of MV1. MV2 likely sustained minor drivers side damage. The reporting party, Gianfranco Palestro, heard the collision and believes that MV2 was a dark colored SUV, but was unable to get a license plate number. I was unable to check if any of the local businesses had security cameras that may have captured the crash as they were all closed for the night.

MV1 operator states he was driving around the Newton Corner Rotary and approached the merge at the beginning of the bridge to change lanes to head towards Waltham/Watertown, when MV2 collided with his vehicle. Damage was observed on the front passenger door. No injuries reported. MV2 operator states she was driving on Washington St and approached the merge at the beginning of the bridge to change lanes and head onto the Mass Pike W-Bound, when MV1 collided with her vehicle. Damage was observed on the front drivers side bumper. MV2 operator reported having whiplash but signed a medical refusal and was not transported to the hospital. I then cleared without further incident. The main crash factor was due to the weather being a heavy rain storm at night. It should be noted there is a yield sign facing MV1s incoming direction.

On April 24, 2019, while assigned to N496, I was called by Dispatch to respond to the area Beacon Street and Hammond Street for a motor vehicle crash. This was called in by Boston College Police Department. Upon arrival MV #1 was on Beacon Street just past Hammond Street at the Island with considerable vehicle damage. MV#1 stated while traveling westbound on Beacon St, while approaching the intersection of Hammond he stated he started to feel strange and not like himself. MV#1 stated he then struck the curb with his front right tire, not believing his accident was very serious at this time. He reversed his vehicle off the sidewalk and proceeded to travel westbound on Beacon St. After passing through the intersection he stated his car felt very off at which point he initiated his hazards and pulled over to the right. MV#1 stated he has a history of epilepsy and currently takes Oxcarbazepine twice a day for his condition. He stated he did not believe he had a seizure or lost consciousness but did not recall the incident very well. Boston College Ofc. Cadogan witnessed the incident, and stated the following, while conducting a directed patrol at the intersection of Beacon and Hammond St he saw MV#1 traveling westbound on Beacon St. Ofc. Cadogan stated MV#1 then took a sudden tight turn on to the curb striking the metal fence surrounding the BC facility. MV#1 was then seen / heard revving his engine while still in drive before reversing his vehicle off the curb and attempting to continue on Beacon St westbound. The fence surrounding the BC Facility sustained moderate damage. Tire marks in the grass show the path of MV#1 in direct line to the damaged property. While on scene, I spoke at length with Vanhorne. I did not detect or any alcohol from his breath as he spoke. Vanhorne reported he only consumed one beer tonight at roughly 2030hrs and smoked a little marijuana at 2200hrs. Vanhorne's eyes did not detect any signs of alcohol and he walked with no signs of any impairment. Sgt. Devine administered a horizontal nystagmus test which revealed no signs of impairment. Vanhorne reported he was at a work event and then visited a friend in Brookline. Vanhorne reported his last seizure from epilepsy occurred a little over two years ago. Pictures of the scene were taken and submitted to IT to be attached to this report. MV#1 operator stated he was not injured at this time. MV#1 was towed from the scene by Todys's due to heavy front end damage. Vanhorne was picked up from the scene by Paul Miller his step father. A towed MV form was filled out and placed in the traffic box. Witnesses Cassandra Williams and Bill Peirce observed the crash and stated identical narratives to Ofc. Cadogan's. An Immediate Threat form was filed with the RMV (via Fax and E-mail at approximately 0650hrs 4/24/19)due to his medical history and his explanation with this crash. All streets mentioned are public ways in the City of Newton. It should be noted that the road was wet from rain on this night. Update: on 4/27/19 Sgt.Devine was able to watch the video of the incident from Boston College Police. The video confirmed the statements given by BCPD and witnesses's. Due to the aforementioned statements and the video surveillance of the incident, MV#1 Operator will be cited with Marked Lanes Ch89/4a (MA Uniform Citation #T1441792. Vanhorne will be notified via phone he will be receiving the ticket in the mail.

On 05/04/19 at approximately 09:47 a citizen called in a vehicle that was parked on Elinor Rd near Woodcliff Rd with heavy damage. The anonymous caller stated the car had been parked there for at least 4 hours. Upon arrival Mass Reg #4FJ861 a 2004 Grey Honda Accord was spotted parked crooked in the road with its back bumper missing, bent drivers side rim and flat tire and large dent in the middle of the front bumper. Dispatch was able to get in touch with the vehicle owner Jaleh Jalili who stated her son Pouya Jalili was driving her car last night. While canvassing the neighborhood of Elinor Rd , Sgt. O'Connell was able to find a tire marks on a lawn and a downed "Sharp Bend" sign in front of #273 Dedham St. This crash site is approximately 1/4 mile away from where the parked car was found. I went to #273 Dedham St and witnessed fresh tire marks that went up on the curb onto the lawn of #273 Dedham St, over a vacant sign post hole and then a "Sharp Bend" sign that was half bent and then resting in the South brake down lane of Dedham St.. There was also a plastic black part of a car along with two (2) metal parts to the under side heat shield of an exhaust. The owner of #273 Dedham St was not home so I left a message on his door regarding this incident. Tody's was called and David showed up and towed the car from the scene. Officer Hagopian went to the residence of Pouya Jalili and spoke with him. Pouya told Officer Hagopian that he was involved in a spin out somewhere on Rt 9. in Wellesley and his bumper became detached. He then pulled into the CVS in Newton at #978 Boylston St where he pulled his bumper the rest of the way off. He then told Officer Hagopian that he continued down Rt 9 until he realized his car wouldn't make it any further and that's when he pulled off and parked on Elinor Rd. He then called a friend to pick him up and drive him home. On the way back to the station I stopped by #978 Boylston St with Officer Benes. He found a Grey rear bumper which is believed to belong to Pouya Jalili's car. I called David Donahue (Tow Driver) and asked that he look under the Honda to see if it had its heat shield. Donahue responded back that Mass Reg# 4FJ861 was missing its heat shield. I then drove to #93 Waltham St and spoke with Pouya Jalili with his mother Jaleh present. Pouya restated the same story he told Officer Hagopian and that he never struck anything in Newton nor was he drinking. Pouya said he might have been in a rush because he wanted to get home before his junior operator curfew. After finishing my interview with Pouya, I went to my cruiser and wrote Mass Criminal Citation #T1444231 for Ch 90/ Sec 24-Leaving the Scene of Property Damage (lawn and sign damage), Ch 90 / Sec 24-Operating to Endanger(putting the public at risk by driving up on the sidewalk) and Ch 89/ Sec 4a- Marked Lanes Violation (crossing Dedham St marked double yellow lines) and handed it to Pouya. I took pictures of the scene where the car was found, the crash site at #273 Dedham St and the bumper found at CVS and placed the disk in an envelope. The envelope was t.o.t. our I.T. Bureau for attachment to this report. Jaleh said her son was returning to Alabama tomorrow to finish high school and then he would be attending The University of Alabama in the Fall. I advised Jaleh about the Criminal Application process. As of today 05/04/19, Pouya has an active Massachusetts License and no B.O.P..Wellesley P.D. was notified of this incident in case they came across new damage on Rt 9.

Narrative:
On Sunday, May 5th, 2019 at approximately 1315 hours while working the City of Newton detail for the Walk for Hunger I was standing at my assigned post at the intersection of Centre Street and Willow Street. At the time, the road surface was dry and the weather was cloudy. Traffic was particulary heavy as there were several streets in the area still blocked off for the Walk for Hunger and there were participants still walking the route in the area. My attention was drawn to the intersection of Centre Street and Bowen Street as there was a motor vehicle travelling southbound on Centre Street with their left turn signal on attempting to take a left turn on to Gibbs Street. Gibbs Street was temporarily blocked to non-residential motorists as there were several pedestrians in the road crossing over Gibbs Street. As the motor vehicle attempted to turn, there were several pedestrians in the crosswalk crossing over Gibbs Street. The vehicle had stopped halfway into the northbound lane on Centre Street blocking on coming traffic. The operator appeared to realize Gibbs Street was blocked and attemped to turn the vehicle back into the southbound lane to continue southbound on Centre Street. As the vehicle turned back into the southbound traffic lane, the vehicles rear end collided with Officer Richard Clements, who was operating NPD motorcycle unit 533. Officer Clements was traveling southbound on Centre Street and was passing the vehicles in the southbound traffic lane which were currently all at a standstill. Officer Clements had his emergency lights activated as he was on his way to remove traffic cones from the street to open up all the traffic lanes along the event route. Officer Clements was working the City of Newton detail for the Walk for Hunger assigned to the motorcycle to assist with traffic. Officer Clements front wheel, left side of the motorcycle and left leg collided with the rear end of the motor vehicle. The impact of the crash caused him to fall off the left side of the motorcycle and land on the street face first. At this time I immediately ran from my post to Officer Clements location and radioed dispatch that a motorcycle officer was down and that I needed assistance. As I approached Officer Clements he was face down, unconcious and breathing. I was able to roll Officer Clements into the recovery position and at this time Officer Clements regained conciousness and was able to speak and stated " What happened? What was that lady doing she turned right into me". I advised Officer Clements that he had just been involved in an accident and to stay still and that help was on the way. The operator of the motor vehicle identified as Helen Leibner (S52717988) stopped her vehicle immediatley after the crash and got out of her vehicle to offer her assistance. I advised Helen and several other witnesses and bystanders who were now crowding around Officer Clements and I to back away from the scene and to not move any of the vehicles involved. Officer Selig arrived on scene and was able to help crowd control until further help arrived. Helen and all witnesses were advised to stand by for police to take their statements. While tending to Officer Clements he was disoriented and made several attempts to move his body to which I had to physically hold him still to prevent possible further injuries. While speaking with Officer Clements I noticed blood coming from the inside of his mouth. Officer Clements was in a noticeable amount of pain. He complained of head, back and left leg pain. Officer Clements was wearing a yellow ANSI certified Newton Police reflective jacket and a Newton Police issued motorcycle helmet. Once the paramedics and fire personnel arrived I was able to speak to the operator of the motor vehicle and several other witnesses. Helen stated she was traveling southbound on Centre Street operating her blue 2014 Audi A4 (MA REG 213BC9). Helen states she was attempting to take a left turn onto Gibbs Street and activated her left turn signal. Helen states she had stopped halfway into the northbound lane as several pedestrians were crossing Gibbs Street in the crosswalk at the time. Helen states after the pedestrians cleared she saw the traffic cones blocking the street and realized the street was closed. Helen states she turned her vehicle back into the southbound traffic lane and did not see Officer Clements or the motorcycle until impact. Helen was not injured and her motor vehicle sustained moderate rear end damage. Her motor vehicle was able to drive away from the scene. Witness Adron Gordon (S90357161) stated he was participating in the Walk for Hunger and had just crossed over Gibbs Street when the crash occured. He stated he witnessed the Officer on the motorcycle with the emergency lights on traveling southbound on Centre Street behind the motor vehicle. The motor vehicle stopped in traffic attempting to turn left onto Gibbs Street. He states then the vehicle made a slight turn back into the southbound traffic lane and the motorcycle collided with the rear end of the motor vehicle. He states the Officer then fell off the motorcycle landing in the middle of Centre Street. Witness Elizabeth McCarthy (S00242346) and Katherine Regan (S43486601) stated they both were in the same vehicle together stopped in traffic in the northbound lane of Centre Street just before the set of lights at Centre Street and Bowen Street. Both witnesses stated they do not remember if the driver of the motor vehicle had the turn signal on but they did see her attempt to turn onto Gibbs Street. They stated they also saw the motorcycle with emergency lights activated travel southbound on Centre Street approaching behind the vehicle. Witnesses state the motor vehicle then suddenly turned back into the southbound lane and the motorcycle collided with the passenger side tailight of the motor vehicle. Both witnesses state the motorcycle attemped to turn away from the vehicle to avoid the crash but was unable to do so. Witness Nina Wang (S39460985) stated she was parked on the southbound lane of Centre Street just prior to the crash scene. Nina states she was in her City of Newton DPW marked vehicle with the hazards on as she was working to assist with traffic safety for the Walk for Hunger. Nina states she witnessed the motorcycle travel southbound on Centre Street and pass the vehicles stopped in the traffic lane. Nina states the motorcycle passed the traffic using the left side and had the emergency lights activated. Nina states the motorcycle was just passing through the green light at Centre Street and Bowen Street when the motor vehicle that was stopped at the lights attempting to take a left turn onto Gibbs Street. Nina states the vehicle then abruptly jerked her car to the right and collided with the motorcycles left side. Nina states she heard a loud crash and witnessed the Officer fall off the motorcycle and land face first onto the street. The motorcycle's final resting place was on its left side approximately two feet away from where Officer Clements was located. The motorcycle sustained moderate damage to its left side, including the front wheel well and undercarriage. The motorcycle left scuff marks on the street which were measured and photographed. Several photographs of the scene and damage to both vehicles were taken and submitted to the IT Bureau. The motorcycle was towed by Todys. Centre Street and Bowen Street are both public ways maintained by the City of Newton. The injured motorcyclist, Officer Clements, was transported to Saint Elizabeth Hospital with fire fighters on board. I was able to follow up with Officer Clements on the phone the next day who was admitted over night at the hospital. Officer Clements stated he has no recollection of the accident and can only remember driving down Centre Street to begin to pick up cones to open up all lanes of traffic. Officer Clements stated he suffered a brain bleed, head, back, left foot and right thumb injuries. A Massachusetts Uniform Citation was issued and mailed to Helen for Chapter 89 Section 7A, failure to yield to emergency vehicle, police motorcycle.

SHE STATES SHE NEVER SAW THE MOTORCYCLE UNTIL IT WAS HITTING HER VEHICLE. OPERATOR OF VEHICLE #1 WAS BEING ATTENDED TO BY THE FIRE AND MEDICS. OPERATOR OF VEHICLE #2 WAS GIVEN MOTOR VEHICLE CITATION ( T1445177, 89/9, FAILURE TO YIELD AT INTERSECTION ). OPERATOR SERVED CITATION IN HAND. I SPOKE TO A WITNESS ( TIMOTHY CHANGOGARRETT ). HE STATED HE WAS TRAVELING E-BOUND BEHIND THE MOTORCYCLE. HE SAW VEHICLE #2 ENTER THE TRAFFIC LANE AND VEHICLE #1 HIT HER VEHICLE. HE STATES THE OPERATOR OF VEHICLE #1 WENT OVER HIS HANDLE BARS UPON COLLISION. LANDED ON THE HOOD OF VEHICLE #2 AND THEN FELL TO THE GROUND. AT THIS POINT HE CALLED 911. OPERATOR OF VEHICLE #1 WAS TRANSPORTED TO BRIGHAM AND WOMEN'S HOSPITAL BY MEDIC2 FOR FURTHER TREATMENT. I WENT TO THE HOSPITAL AND SPOKE TO THE OPERATOR IN HIS ROOM. HE STATES HE WAS TRAVELING E-BOUND ON CRAFT INTENDING TO GO TO THE POST 440 ON CALIFORNIA ST. TO ATTEND AN AA ( ALCOHOLICS ANONYMOUS ) MEETING. HE STATES HE TOOK HIS SON'S MOTORCYCLE WITH THE INTENTION OF SEEING IF THERE WERE ANY REPAIRS NECESSARY BECAUSE HIS SON IS TRYING TO SELL IT. WHILE TRAVELING HE APPROACHED THE INTERSECTION. HE SAW VEHICLE #2 ENTER ONTO CRAFT ST. HE STATES HE COULD NOT DIVERT AND HE WAS UNABLE TO AVOID HITTING HER VEHICLE. OPERATOR HAS BROKEN BONES IN HIS LEFT ARM. CUTS ALONG HIS FACE AND NECK AS WELL AS LOWER BODY PAIN. HE STATED THE HOSPITAL INTENDS ON KEEPING HIM OVER NIGHT FOR OBSERVATION. I ASKED THE DRIVER IF HE WAS AWARE THAT HIS LICENSE TO OPERATE A MOTOR VEHICLE WAS REVOKED. HE STATED HE HAD A CHANCE TO BE REINSTATED BUT CHOSE NOT TO. DRIVER WAS ISSUED MOTOR VEHICLE CITATION ( T1445178, 90/23/C, LICENSE REVOKED AS HTO ). I INFORMED THE OPERATOR THAT I WOULD MAIL HIM THE CRIMINAL APPLICATION. ALL OTHER PARTIES REPORTED NO INJURIES. BOTH VEHICLES WERE TOWED BY TODYS. VEHICLE #1 HAD FRONT END DAMAGE AND FRAME DAMAGE. VEHICLE #2 HAD LEFT SIDE DAMAGE AND A BROKEN AXLE. WEST NEWTON SQUARE ( OFF L. MIKOLEIT ) ARRIVED ON SCENE AND TOOK 10 PICTURES. PICTURES PLACED IN I.T. BOX. I CLEARED THE AREA WITHOUT FURTHER INCIDENT.

On October 12, 2019 at approximately 2347 hours, I responded along with multiple NPD units to a report of a MV into a pole at the intersection of Washington St and Commonwealth Ave. Upon arrival, I met with Officer Boyle who directed me to a 2007 Jeep Wrangler(MA Reg:7KK957) that was popped up onto the curb and through a traffic light pole in the intersection on the Westbound side of commonwealth Ave. I was then directed over to the vehicles operator, Sebastian Pike. Sebastian was outside of the vehicle walking around when I had arrived. Sebastian was directed to sit down for now due to airbag deployment from the accident. Sebastian was not complaining of any pain and did not need any medical attention. I then asked Sebastian what happened tonight. Sebastian stated he had just left a friends house and was driving the Jeep Westbound on Commonwealth Ave. He was driving through the intersection with Washington St when he became distracted and looked away from the road. At this point, his Jeep had jumped the curb and crashed into the traffic light pole. The traffic light pole was knocked down and blocked the road Westbound on Commonwealth Ave. Cruisers were used to block the road until Daegle Electric had arrived on scene to clear away the debris. The Jeep was towed by Tody's and a towed motor vehicle form was filed. Due to Sebastian's failure to pay attention, Sebastian Pike was issued Massachusetts Uniform Citation #T2079375 for 90/24 Negligent Operation and 89/4a Marked Lanes Violation. A copy of the report was attached to the citation and submitted to the police prosecutors box as a Criminal Application. Sebastian's Father, Jeffrey Pike, had arrived on scene and drove his son home for the night. All aforementioned streets and Avenue's are public ways in the Commonwealth of Massachusetts.

The owner of MV#1 stated that he parked his MV across from #19 Thurston Rd at approx. 1PM on 12/31/19 and retrieved it at 9PM the same day. Today he discovered damage to the front quarter on the drivers side that he believes occurred while parked on Thurston Rd sometime last night. MV#1 was parked in a driveway overnight and owner states the damage must of occurred prior to that. Owner suspects a small dump truck parked in the driveway at #19 Thurston Rd yesterday at 1PM and gone at 9PM may be responsible for the damage to his MV. I went to the residence at #19 Thurston Rd and there was no dump truck parked on or around the property and no one home at that time. I left my information for the owner of the dump truck to contact me. To be further investigated. Update on 1/6/20: I went to the residence at #19 Thurston Rd on 2 other occasions after not hearing from anyone and found no one there. I will update report if and when I speak with someone from the residence.

At approximately 1645HRs on Tuesday, 01/07/2020, I was dispatched to 325 Boylston St. (Sunoco Gas) for a report of a hit and run motor vehicle crash. Upon arrival, I spoke with the operator of MV1 (MA Veteran:J706), who stated that as he sat stationary in his vehicle just before entering pump: 3, MV2 backed up from pump: 1 and struck MV1 in the front bumper, despite him activating his horn and keeping it active as she continued to back up. The operator of MV1 then approached the driver's side door of MV2 to exchange information, however the operator of MV2 drove off; the operator of MV1 provided MA Pass: 8SV842 being attached to MV2 and I noted damage to the front bumper of MV1. I spoke to witness 1 via phone and he concurred with the operator of MV1's account of the incident. It should be noted that witness 1 could see the crash well from his vantage point by pump: 2. The operator of MV2 could not be reached by this officer for comment. Natick PD responded to the operator of MV2's residence and observed damage to MV2's rear bumper. They requested the operator of MV2 contact me via phone and she stated she would; Natick PD did not get a contact number for her. Natick PD informed us to expect her call and a few minutes later, dispatcher Kelly stated that she received a call from the operator of MV2, who immediately hung up once the call was answered. It should be noted that since she called on the business line and immediately hung up, we were not able to retrieve her phone number as the system does not store it. Due to the operator of MV2 failing to provide her information after the crash/fleeing the scene and her not being cooperative with my investigation, I have issued her by mail MA Criminal Citation:T2013367 for violating one count of MGL. Ch. 90 S. 24 (Leaving The Scene Of An Accident After Property Damage). Note: the clerk at Sunoco stated that the cameras at the pumps do not store footage. **Update** At approximately 1540HRs on Thursday, 01/07/2020, I spoke with the operator of MV2 via telephone. She contacted the Newton Police Traffic Bureau and provided her phone number, who in turn forwarded it to me. She stated to me that on the night in question, she was at the pumps and the pump she initially wished to use (pump: 1) had a sign on it to pay inside. She then elected not to use said pump and backed her car up and heard the operator of MV1 activate his horn. She stopped and was unaware that she struck MV1. When she saw the operator of MV 1 exit his vehicle, she assumed he was going to pump gas. She then stated she left the gas station because she was frustrated and did not intend to leave the scene of an accident. I advised the operator of MV2 that since I was unable to speak with her that night, I had already issued her MA Criminal Citation:T2013367 for violating one count of MGL. Ch. 90 S. 24 (Leaving The Scene Of An Accident After Property Damage) via mail and advised her how to proceed.

On May 15, 2020 at approximately 22:26 hours Officer Stake and I responded to 163 Suffolk Rd for a hit and run that had just occurred. Upon arrival, we observed MV1,a black Cadillac Escalate with heavy rear end damage parked facing westbound in front of 163 Suffolk Rd. MV1 also was had damage to the passenger side due to it being pushed into a utility pole. MV1 was parked and unoccupied at the time of the crash. I spoke with the residents of 170 Suffolk Rd, who said that they heard the crash and went outside and saw a dark colored Jeep Wrangler leaving the scene at a high rate of speed. They described the Jeep Wrangler as a "newer" model, possibly a four door with a hard top. The residents of 163 Suffolk Rd have a camera system and will view the footage at a later time. Units checked the area for the Jeep Wrangler but were unable to locate it. Todys's responded and removed MV1 from the scene. **Update by Ofc. Hamann** At 0600 hours, Dispatch advised me that a male party that was involved in an accident last night (5/15/20). Brett Catlin stated that he was driving home from CVS last night and admitted to looking down at his phone and then had crashed. He stated after he crashed he drove to his home, which is 4 houses down. He stated he had called the owner of the vehicle and apologized and stated he was going to report it in the morning. On Saturday 6/27/20 at approximatly 0700 hours while assigned to marked unit n499 I was dispatched to the parking lot of 188 Florence Street (Heathwood Rehab) for a report of a motor vehicle that backed into a pipe comng from the building. Upon arrival I observed the vehicle had backed from a parking spot at 188 Florence Street into the rear building of 160 Boylston Street striking the gas meter. I could hear and smell gas coming from the meter and immediately cleared the reporting party from the area and requested the assistance of Sgt. McNeil, Fire Dept, National Grid and Maintenence from the Avalon (160 Boylston Street). Fire arrived on scene and was able to slow the leak of the gas and I was able to speak with the reporting party identified as SANFORD Troy. Troy states that he is an employee at 188 Florence Street and got to work a little early this morning. He states that he stayed in his car awaiting the start of his shift and must have fallen asleep with his foot on the brakle and the transmission still in reverse. When he fell asleep he states his foot must have come off the brake causing him to back into the gas meter of 160 Boylston Street. The impact not only damaged the gas meter, but also did damage to the rear center of Troy's vehicle. Through my observations of Troy's demeanor and actions he did not appear to be impaired in any way. Troy stated that he did not get much sleep last night and was tired. He also stated that he did not need any medical attention Fire remained on location awaiting the arrival of National Grid. After interviewing Troy and confirming the area was secured I cleared the location without further incident

On 09/30/2020 at approximately 19:32hrs members of the Newton Police Patrol Bureau responded to a motor vehicle crash near the intersection of Washington St and Eddy St. After an initial investigation of the crash the Patrol Bureau secured the crash scene and called in the Newton Police Traffic Bureau to investigate. At approximately 19:45hrs Sgt. Devine, Ofc Wilson and I (Ofc Schlegel) from the NPD Traffic Bureau responded to the scene to investigate. Upon arrival to the scene I was met by Ofc Kane of the NPD Patrol Bureau. Ofc Kane stated that the crash was located in the driveway of 74 Eddy St and that it involved a Ford F350 pickup striking two parked cars. Ofc Kane stated that the operator identified as Kyle Butler had already been taken to Newton Wellesley Hospital by Cataldo EMS for injuries. . Upon approaching the crash scene I observed the following: The crash occurred at night time hours at approximately 19:32EST near the intersection of Washington St and Eddy St. Both Washington St and Eddy St are public ways in the City of Newton. The weather conditions at the time of the crash were a dark and clear with a temperature of approximately 60 degrees F. Washington St is a four lane undivided roadway (2 westbound travel lanes and 2 eastbound travel lanes). Washington St lighted roadway which has concrete light poles on both the westbound and eastbound sides. Washington St was under construction at the time and had a base coat of asphalt applied. At the time of the crash Washington St did not have any painted lane markings due to ongoing construction. Washington St is separated from the road sides on both the eastbound edge and the westbound edge with fixed granite curbing. The roadway also had several orange traffic barrels and traffic cones located edges of the eastbound and westbound lanes. Affixed to the light poles and the traffic barrels were temporary no parking signs for the ongoing road construction. At the time of the crash no road construction activities were taking place. No major debris or other obstructions were observed in the roadway. Washington St is a major roadway in the City of Newton and travels west to East across the entire City of Newton. This area of Washington St where the crash occurred is in between West Newton Square and Newtonville Square, this area has a posted 35 MPH speed limit. Both West Newton Square and Newtonville Square are densely populated with several businesses and residential areas. The section of Washington St where the crash occurred is also traveled frequently by pedestrian, bicycle and motor vehicle traffic. At the time the crash occurred 19:32hrs This area of Washington St is still a heavily travelled roadway. I observed Vehicle 1 described as a 2003 Ford F350 color white (MA Reg 5DT664) located in the driveway of 74 Eddy St. 74 Eddy St is a multi-family dwelling house located on the corner of Washington St and Eddy St. The driveway of 74 Eddy St is on the Washington St side. Vehicle was faced easterly across the driveway. I observed Vehicle 1to have extensive damage to the entire vehicle including but not limited to the enclosed cab area, cab roof and all windows, front end, rear end, along with both driver and passenger side. I also observed city of Newton owned concrete traffic light resting on top of the cab area of Vehicle 1. Upon further observation of Vehicle 1 it appears that both front tires and rims were flat, heavily damaged and had little to no tread left. Both front tires were worn down to the interior steel belt. I also observed that Vehicle 1 did not have a valid inspection sticker. Located to the immediate front of Vehicle 1 and resting on the front end was a white fence which had damage consistent with the impact of a motor vehicle. Immediately to the driver's side of Vehicle 1 was Vehicle 2 described as a 2007 gray Subaru Forester (MA Reg 45D610. Vehicle 2 was facing westerly across the driveway. Vehicle 2 had extensive damage to the driver's side front end, rear end, in addition to the entire driver and passenger sides. At this time Vehicle 2's drivers door was in contact with Vehicle 1's drivers door. Both drivers doors could not be opened.The damage to Vehicle 2 appeared to be consistent with impact from another motor vehicle. To immediate passenger side of the Vehicle 2 I observed Vehicle 3 described as a 2011 Toyota Rav4 color black (MA Reg 47XB99). Vehicle was facing in an easterly direction across the driveway. I observed the Vehicle 3 to have extensive damage to driver's side rear quarter panel, passenger side front quarter panel and front end. Also observed was damage to south east corner of the dwelling of 74 Eddy St. This area of the dwelling is located adjacent to the drive way. The damage appeared consistent with the impact caused by a motor vehicle. Also observed were large amounts of debris located in the area of the crash which included the sidewalk, yard and the driveway of 74 Eddy St. The debris included pieces of concrete which appeared to have been dislodged from the concrete light pole. A city of Newton no parking sign was lying in the yard of 74 Eddy St. This parking sign would have been attached to the concrete light pole due to ongoing road construction on Washington St. I also observed two tire marks on a curb stone located next the westbound lane of Washington St. These tire marks were in front of the residence of 74 Eddy St and were to the immediate left of a storm drain. The tire marks were consistent with being struck by a motor vehicle. In between the tire marks and just after the curb there was a hole in the ground with wires sticking out of it. This hole appears to be the location the concrete light pole was located prior to impact. Tire marks were located on Washington St traveling from the east bound lane easterly across the westbound lane and ending at the tire marks on the curb. The total length of the tire marks was approximately 190 feet. After conducting an on scene investigation it appears that Vehicle 1 from the start of the tire mark in eastbound travel lane of Washington St traveled 190 feet in the easterly direct across the westbound lane of Washington St and impacted the curb in front of 74 Eddy St. The tire marks had lateral striations almost the entire length indicating that the front tires were rolling and sliding with little to no braking prior to impact with the curb. After impact with the curb Vehicle 1 exited the roadway, struck a concrete light pole. Vehicle 1 then traveled over a sidewalk, across the yard of 74 Eddy St and into the driveway of 74 Eddy St. Located in the driveway of 74 Eddy St were Vehicle 2 and Vehicle 3. Vehicle 2 was parked facing toward the rear of 74 Eddy St. Vehicle 3 located to the passenger side of Vehicle 2 and was parked facing towards Washington St. When Vehicle 1 entered the driveway it struck Vehicle 2. The force of the impact of Vehicle 1 striking Vehicle 2 caused Vehicle 2 to strike Vehicle 3. The force of the impact of Vehicle 2 striking Vehicle 3 caused Vehicle 3 to strike the southeast corner of the dwelling located at 74 Elliot St. Vehicle 1 continued across the drive way and struck a white fence before coming to final rest. Vehicle traveled a approximately 55 feet from when it initially struck to the curb till final rest. No other injuries were reported on scene. All involved vehicles were towed from the scene by Tody's Towing. After the investigation the operator of Vehicle 1 Kyle Butler was issued Citations T2015882 and T2015883 for: Mgl 90/24/O Recklass Operation of a Motor Vehicle Mgl 89/4B/A Failure to Operate in the Right Lane Mgl 90/20 Failure to Submit a Motor Vehicle for Inspection Mgl 90/7 Defective Equipment (worn front tire treads) Mgl 90/13A Failure to wear a seatbelt An immediate threat form was also filed with the MA RMV. The owner of MV#1 stated she came out of work at NWH at 0730hrs and noticed the passenger front of her vehicle was damaged. She stated that she parked her vehicle in the that space at 2330hrs the night before. I observed significant damage to the passenger front of the vehicle. It should be noted that I did not observe and parts on the ground or any debris indicating that the accident occurred in that location. The headlight was totally shattered out and there were missing parts from vehicle. There was also a fluid trail that appeared to be leaking from the front passenger side. This trail indicated that the vehicle was driven and backed in to the parking space after the collision took place. Based on my training and experience I do not believe that vehicle was struck in that location as a hit and run. There were no cameras in the area. The owner requested her own tow for the vehicle. I submitted a photo of the claimed hit and run scene to the IT bureau and it was attached to this accident report.

On 12/17/20 I responded to #964 Boylston St- The B.P. Gas station for an accident that happened this morning at 02:35. The owner of the gas station Elias Ghazale showed me video that showed a white pick-up truck with a plow that pushed snow across Ramsdell St onto a customers car. When the truck pushed the first pass of snow, the security camera shows the entire vehicle move violently into the curb. It is unknown at this time if there is any damage to the customers vehicle. It is also unknown at this time who was operating the plow or the name of the company. Because of all the snow plowed up on the customers vehicle, the license plate and information on the vehicle is also unknown at this time. I traveled to Negoshians Towing and left a message asking the owner to call me at the station to follow up on this matter. On 12/18/20 I spoke with Elias Ghazale who gave me a Mass. Registration of 1WPG55 a 2009 Honda Odyssey grey van that is owned by a Sarkis E. Ghazale as the owner of the parked vehicle that was involved in this accident. I traveled to Ferguson Plumbing and spoke with the manager Eric Mackenzie who stated the landlord, Negoshians Towing deals with the snow removal for his property. I then traveled to Negoshians and spoke with the Owner Ted Negoshian. He stated his company is responsible for plowing the Ferguson lot. I showed him a security clip of the white truck plowing in the parked vehicle and Negoshian stated that he doesn't have any white trucks that plow for him only black ones. I then traveled to the City of Newton Highway Department and spoke with Superintendent Michael Arpino. I showed him the security video and he stated that the white truck in question was not a city owned or sub-contracted vehicle because the trucks would have a green flag on their mirrors or writing on the door. I also spoke with Newton Control Clerk Mark Parsons who viewed the City of newton GPS from the night of the storm and confirmed that no city vehicles or sub-contracted vehicles were on Ramsdell St between 2am and 3am. Unless new information on the identity of the white truck is learned, the vehicle in question (veh#2) will remain unknown. On 12/28/20 I spoke with Elias Ghazale's wife, Maria Vidalis wife who stated she was able to uncover the snowed in vehicle and found the following damage to Massachusetts Reg # 1WPG55: drivers door, front bumper, rear quarter panel scratches, drivers side fender and reports of leaking transmission fluid.. I then traveled to #964 Boylston St and viewed the vehicle myself and all confirmed the above damage except the transmission fluid.

REPORTING PARTY OF MV1 STATED SHE PARKED HER CAR IN FRONT OF HER HOUSE AT 85 CHARLEMONT STREET FRIDAY NIGHT. SOMETIME SUNDAY MORNING WHEN SHE WENT OUT TO HER CAR SHE NOTICED THE REAR DRIVER'S SIDE PANEL HAD SOME DAMAGE. THE TAIL LIGHT WAS ALSO CRACKED AND SOME DENTS RIGHT BELOW THE GAS TANK. MOST OF THE DAMAGE TO THE VEHICLE WAS MINOR AND DOES NOT INTERFERE WITH THE OPERATION OF THE VEHICLE. I INFORMED THE DRIVER TO CONTACT INSURANCE COMPANY AND REPORT THE DAMAGE. I CHECKED THE SURROUNDING AREA IF I COULD FIND ANY VEHICLE THAT MIGHT HAVE HAD FRESH DAMAGE OR PAINT THAT MATCHED THE COLOR OF MV1. I CAME UP WITH NEGATIVE RESULTS.

This accident was reported approx. 8 hours later due to reporting party not familiar with laws in the U.S. Bicyclist #1 doesn't speak English well and needed her husband (Siarhei Byk) to translate. Bicyclist #1 stated on 05/17/2020 at approx. 1600 hrs., she was travelling southbound on Chestnut Street on the sidewalk. While crossing Anita Cir, MV#1 approached the intersection and collided into her. She was thrown onto the hood of MV#1 as a result of the collision. The OP. of MV#1 helped her into his car and drove her home. The OP. of MV#1 only gave her a business card and nothing else. The husband of Bicyclist #1 came home later and drove Bicyclist #1 to the hospital to be checked out. The husband of Bicyclist #1 called the OP. of MV#1 to get some car insurance information and was denied. The OP. of MV#1 stated he felt uncomfortable giving that information and they would talk the next day about it. The husband of Bicyclist #1 felt this was strange and decided to report it to the police after getting out of the hospital. Bicyclist #1 was wearing black pants and a blue shirt. She did not have a helmet on and didn't have any reflective clothing on. She sustained bruising to both legs and didn't get a concussion. Her bicycle gears and her wheel was damaged from the accident and pictures were taken by me. The brand of the bicycle is Infinity Hybrid and it cost approx. $350.00 USD when new. Bicyclist #1 describes the OP. of MV#1 as a white male around 50's - 60's years of age. She describes the vehicle that struck her as a red SUV. The OP. of MV#1 gave a business card with the name Ruth Robart out of 28 Richardson Rd., Newton 617-818-8660. Further investigation revealed a Ralph Robart out of that address with a similar age. Due to the time of night, the investigation would be postponed to daylight hours. At approx. 1550 hrs., I made contact with the OP. of MV#1. He stated he was stopped on Anita Cir., waiting to make a right turn onto Chestnut Street. When there was no more oncoming traffic to his left, he looked to the right and saw it was clear as well and started to accelerate. That's when Bicyclist #1 suddenly rode out from the sidewalk and they collided together. There's a 6 foot wall from a residence that blocked his vision to see further down the sidewalk. The OP. of MV#1 stated there was no damage to his vehicle.

I then viewed the damage and observed fresh damage to the driver side rear quarter panel and side of Mr. DeVito's vehicle. The vehicle was parked in front of the residence at 228 California Street. There are no witnesses to the crash or description of the other vehicle involved at this time.

On Monday, June 28, 2021, while assigned to Traffic unit N525, I was entering my marked cruiser to leave the parking lot at the rear of 1321 Washington Street, Newton. The rear parking lot of the police station features a public right of access, but is restricted for authorized vehicle. There are signs posted at both entrances to the parking lot stating, "RESTRICTED AREA Newton Police Department Authorized Vehicles Only Beyond This Point. As I entered my cruiser, I observed a red 2020 Jeep Wrangler (CT: AX89516) parked directly across from my cruiser facing Eastbound. This vehicle was not parked in a marked parking spot and was the last vehicle in the parking lot from the Cherry Street entrance on the North side of the lot. I observed that the front bumper of this vehicle made contact with the rear bumper area of a parked 2018 Tesla Model 3 (EV3617 ). I exited my vehicle and walked over to the vehicles to investigate if a crash had occurred. I observed a black male party sitting in the front passenger seat of the Jeep. The driver seat was vacant. The Jeep had its driver door and passenger door windows rolled down. The vehicle was not running and there were no keys in the ignition. As I approached the passenger side door, the male passenger appeared to be asleep and I could detect a moderate odor of alcoholic beverage emanating from the passenger seat area. I woke up the passenger and inquired where the driver of the vehicle was. The passenger identified himself by his Connecticut ID as Masengo Kabongo (#178372788). Mr. Kabongo stated his cousin Marcel was the operator of the vehicle and they had pulled into their current parking spot so Marcel could run an errand. Mr. Kabongo stated he did not know where his cousin was, and he could not locate his phone to contact his cousin. I asked Mr. Kabongo if he was aware he was parked in the Newton Police Station parking lot and that the vehicle he was sitting in crashed into an employee's vehicle parked in front of them. Mr. Kabongo stated he was not aware. Mr. Kabongo appeared to be very confused with the situation and continued to state he did not know why they were there and where his cousin was. The registered owner of the Tesla arrived and assessed the damage to his vehicle. I observed minor damage to the rear bumper area to MV2. There was also minor damage to the front bumper of MV1. The owner of MV2 was able to review footage of the crash from his vehicles exterior surveillance system. While viewing this video with him, I observed MV1 enter the Newton Police Department parking lot from Cherry Street and pull right behind MV2. MV1 appeared to be occupied by two black males at this time. One in the passenger seat and one in the driver seat. MV1's front bumper area is then observed crashing into the rear bumper area of MV2. The Newton Police Department IT Bureau was able to observe the crash from a surveillance camera affixed to the Newton Police Department maintenance garage (facing Cherry Street). The video captures MV1 entering the parking lot and crashing into the rear of MV2. A black male with light colored shorts and a dark T-shirt is observed exiting the driver side door and walking away from the area up Cherry Street (S) to Washington Street. I explained to Mr. Kabongo that the crash was captured on our surveillance system and that his cousin appeared to be the operator. Mr. Kabongo stated his cousin was currently in Newton District Court being arranged for a previous incident (Report #21027283). I looked up recent bookings for NPD and I observed a party matching the name Mr. Kabongo provided. On Friday, June 25, 2021. Mr. Marcel Mengue-Ngoumou was arrested and cited by the Newton Police Department for OUI (Subsequent Offense), Negligent Operation, Marked Lanes, Open Container, and Unlicensed Operation. I contacted the Newton Police Department Court Prosecutor, Officer Hagopian, to see of Mr. Mengue-Ngoumou was still present in Newton District Court. Officer Hagopian stated he contacted the court and Mr. Mengue-Ngoumou was waiting to be arraigned. Myself and Officer Hagopian responded to Newton District Court to try and speak with Mr. Mengue-Ngoumou. Upon entering Session 1 in NDC, the lone individual sitting in the gallery was a party matching the description of the party from the surveillance footage. I spoke with Assistant District Attorney Nathan Stetson who was present in the court room. I apprised him of the current incident that Mr. Mengue-Ngoumou was involved in and told him I was going to speak with him. Mr. Mengue-Ngoumou at this time was sitting on the second to last bench on the left side of Session 1 as you walk into the courtroom. The exit to the courtroom was behind him. I approached Mr. Mengue-Ngoumou from the front of the courtroom and explained to him that I had just spoken to his cousin in the parking lot of the Newton Police Department. I explained to him the vehicle his cousin was sitting in had crashed into a parked vehicle belonging to a Newton Police Department employee. I explained to Mr. Mengue-Ngoumou that his cousin had identified him as the operator of the vehicle. I then asked Mr. Mengue-Ngoumou who was operating the vehicle when they were traveling to court today. Mr. Mengue-Ngoumou stated he was the operator. I asked Mr. Mengue-Ngoumou if he knew he had parked in the Newton Police Department parking lot. Mr. Mengue-Ngoumou stated he did not. I asked Mr. Mengue-Ngoumou if he knew he crashed into a parked vehicle in the parking lot. Mr. Mengue-Ngoumou stated he did not. I asked Mr. Mengue-Ngoumou if he knew he was not supposed to be operating a vehicle because of his incident from the other night and his license being suspended. Mr. Mengue-Ngoumou stated he did. I apprised ADA Stetson to my conversation with Mr. Mengue-Ngoumou. Mr. Mengue-Ngoumou was issued Massachusetts Uniform Citation 054528AB in hand for Chapter 90, Section 23(K) (Operating a MV after suspension, subsequent offense), and Chapter 90, Section 24 (Leaving the Scene of Property Damage). Mr. Mengue-Ngoumou knowingly crashed into MV2, parked his vehicle, took the keys from the ignition, and left the area with out making an effort to contact the owner of MV2. The 2020 Jeep Wrangler from the crash was removed from the Newton Police Department parking lot by Tody's towing. A towed MV form was completed and submitted. Washington Street and Cherry Street are both public ways maintained by the City of Newton.

Operator 1 stated she was traveling Southbound on Walnut St and tried to turn left into her driveway located at 926 Walnut St. As she tried to pull into her driveway, her vehicle got stuck in a ditch that was dug up by the city. There was also about an inch of water in the ditch, it is unknown if it was related to the excavation work. It should be noted that there was no cones placed around her driveway. There was minor damage to the front bumper of vehicle 1 and operator 1 had AAA towing removed the vehicle from the ditch and she was able to park it in a neighbors driveway for the night. Photos were taken and will be submitted to the IT Bureau to attach to this report.

On Sunday 1/2/22 at approximately 1054 hours while assigned to marked unit n498 I was dispatched to the area of 1210 Chestnut Street for a report of a past Hit and Run. Upon arrival I spoke with the damaged vehicle's owner, ODVARKA Joseph, who states last night he parked his vehicle around 4:30pm in his parking spot that runs along a fence bordering the parking lot of Brickfire Pizza and Allstar Liquors (1214 - 1220 Chestnut Street). ODVARKA states between the hours of 4:30pm and 8:30pm last night someone struck the fence on the other side causing it to buckle and do damage to the passenger side of ODVARKA's vehicle. After speaking with ODVARKA I canvassed the area and noticed surveillance cameras at Brickfire Pizza and All Star Liquors. The owner of Brickfire states to the camera only captures footage from the front door and inside the establishment. The owner of All Star Liquor states his cameras only capture footage from the front of the store and the inside and the cameras are real time only and do not record. Businesses across the street were not open and I did not observe any external cameras.

Operator of MV1 stated they were coming down their very steep driveway at 40 Baldpate Hill Rd. when their vehicle slid across the street, and into the front exterior of 49 Baldpate Hill Rd. It should be noted it was snowing and there was snow on the driveway and roadway. There was front end damage to MV1 and damage to the exterior and garden of 49 Baldpate Hill Rd. Tody's responded to dislodge the vehicle from the home. MV1 was parked legally out front of 49 Baldpate Hill Rd. for the night. Both the operator and passenger of MV1 signed patient refusals. The homeowner of 49 Baldpate Hill Rd. was inside at the time of the crash but was unharmed. The homeowner took pictures of the damage, was made aware of the situation and advised to contact their insurance company regarding the damage to the home.

At 0630 hrs.on 4/21/22, Newton Police and Fire were dispatched to the area of 1146 Chestnut St. for a motor vehicle collision into a tree. Upon arrival, MV#1 was observed with damage to its front end and cracked/broken front windshields. The operator of MV#1 stated he had worked all night and had fallen asleep causing the garbage truck he was operating to veer off of the roadway and into the city owned tree in front of 1146 Chestnut St. The tree itself had been knocked over and was across the roadway. A second tree on the property of 1146 Chestnut St. suffered damage. Further, several large tree limbs had fallen a top of MV#2 which was parked in the driveway of 1146 Chestnut St, but no visible damage was observed. The operator of MV#1 declined medical attention and contacted a private tow to remove MV#1 from the roadway. The operator of MV#2 as well as the homeowner of 1146 Chestnut St. were apprised of the situation. Pictures of the damage were taken on the N498 camera and attached to this report.

SUSPECT BACKED THE EXCAVATOR INTO A BRICK WALL AT 30 OAK CLIFF DOING DAMAGE TO THE WALL. RESIDENT AT 30 OAK CLIFF WAS NOT HOME. DISPATCH GOT THE RESIDENTS PHONE NUMBER THROUGH THE CENSUS AND LEFT A VOICE MAIL ABOUT THE DAMAGE. I TOOK PICTURES OF ALL THE DAMAGE AND PLACED THEM IN THE I.T. BOX. COMP. STATES SUSPECT WAS SOMEONE WHO NEW HOW TO OPERATE AN EXCAVATOR BECAUSE THERE ARE SEVERAL STEPS INVOLVED TO GET IT OPERATIONAL. CLEARED WITHOUT FURTHER INCIDENT.
