She states she did not have time to avoid MV2, and the front of her vehicle collided with the side of MV2. Operator of MV2 states he was parked in the parking stalls, westbound on Lincoln St. He stated he did not see MV1, and pulled out in order to do a U-turn (which is prohibited in this area). When he pulled out, he collided with MV1. Witness stated she did not observe the crash as it happened but it appeared that MV2 was perpendicular to the roadway as if he was attempting a U-turn.
