Veh #1, operated by Mr. Jimmy Wen was traveling west on Washington Street around the Crown Plaza Hotel. Veh #2, operated by Ms. Patricia Witt was traveling in the same direction in front of Veh #1. As Veh #2 turned southerly on Washington Street into the rotary, Veh #1 struck the rear of Veh #2. Mr. Wen was asked why he drove into the rear of Veh #2 and he replied, "I do not know".
