Based on observations and statements made, the following occurred. M/V#1 was traveling south on Elliot St. The operator stated that as he neared Cottage St. he observed some kids on the corner, and M/V#2 come down Cottage Rd. and slow to a stop. He continued straight ahead, when he realized that M/V began to pull out on to Elliot in front of him. He attempted to brake hard, but M/V#2 collided with the Right corner of his M/V. The operator of M/V#2 stated that she was traveling east on Cottage, and may have been distracted by a group of kids on the corner. She stated that she may have not looked both ways as she thought she did, before pulling onto Elliot. She did not see M/V#1, and collided with it.
