On 01/31/19 at 10:39 hours, I responded to the parking lot of the Jewish Community Center located at 333 Nahanton Street for a motor vehicle hit and run accident. The parking lot is accessible to the public and designed for vehicles to travel to and from the JCC. Owner of M/V 1 states she was parked on the side of the handicapped parking stall thinking it was ok to park there. She then ran in to the JCC for approximately one minute and when she returned she observed her driver's side front door was struck. I observed significant damage to the door frame and the door would not close. The owner called for a private tow to remove the vehicle. The staff at the JCC stated that a Martha Bixby gave her number and stated that she observed a black colored car with MA reg. # 934HH4 strike M/V 1. I attempted to call the number and left a message. The listing for that plate comes back to a 2010 Lexus ES350 color gray. I was then showed the video surveillance from the JCC's cameras and it shows an older white female exiting the lobby wearing a winter hat and carrying a bag with purple flower designs on it. She then walks through the lot and enters a gray Lexus ES350. The Lexus then starts backing out of the spot. The Lexus then continues backwards in to the other side of the parking stalls and strikes M/V 1 on the driver's side front door. The Lexus then pulls forward and leaves the scene without stopping or providing her information. As the Lexus is leaving, you can see there is a dent to the driver's side rear bumper. The video is not clear enough to see the plate on the Lexus or clearly see the operator's face. After, I located a number for the owner of the Lexus M/V 2 (Tania Lefman). I spoke to Lefman on the phone and she stated that she was backing out of the JCC parking lot at that time and felt a tiny bump to her rear end. She says that she could not stop in time due to the icy parking lot and then left the area thinking that nothing was wrong, it was only minor. I advised her there was significant damage to the other car. She was issued and mailed MA Uniform Citation T1441054 for Ch. 90/24/C Leaving the scene of property damage.

OWNER STATES HE WAS INFORMED BY A COWORKER ( NO LONGER ON SCENE ) THAT A VAN ( MA REG: T65665 ) SIDESWIPED HIS PARKED MOTOR VEHICLE CAUSING THE LEFT REAR VIEW MIRROR TO BE DAMAGED. OWNER STATES HIS VEHICLE WAS PARKED ALL DAY BECAUSE HE IS DOING WORK AT THAT LOCATION. COWORKER GOT THE PLATE OF THE VEHICLE THAT HIT HIS VEHICLE. OWNER REPORTS NO INJURY AND WAS ADVISED O CONTACT HIS INSURANCE COMPANY. ATTEMPTS TO MAKE CONTACT WITH THE OWNER OF VEHICLE #2 WAS UNSUCCESSFUL AT THIS TIME. FOUND A SECOND NUMBER ( 860-301-1336 ) FOR THE METROWEST PACKAGING COMPANY AND LEFT ANOTHER VOICE MAIL.WILL TRY TO MAKE CONTACT AGAIN BEFORE PURSUING OTHER OPTIONS. Traffic Bureau Update (Officer Gaudet): On Monday, February 4, 2019 I made contact with the President of Metrowest Packaging, Brian Hersh. Hersh stated his company does fulfillment deliveries for Amazon. Hersh was advised that a vehicle registered to his company was allegedly involved in a hit and run accident. Hersh was provided information on the vehicle involved. Hersh stated an employee named Alexis was operating MA CON:T65665 on the date of the accident and provided a phone number for this party. On Tuesday, February 5, 2019 I spoke with Alexis Laporte-Soto (S84358654). Laporte-Soto stated he was operating a 2017 Mercedes Sprint van (MA CON:T65665) in Newton for Metrowest Packaging on the date of the accident. I explained to Laporte-Soto the vehicle he was operating was alleged to have been involved in a hit and run accident on Highland Street in Newton. Highland Street is a public way maintained by the City of Newton. Laporte-Soto stated the vehicle he was operating hit the driver door mirror of a parked card on Highland Street. Laporte-Soto reported the accident as mirror (MV2 passenger side) to mirror (MV1 driver side). Laporte-Soto stated after his passenger side door mirror made contact with MV1's driver side door mirror, he stopped his vehicle 15 feet down the road. Laporte-Soto stated he walked up to the car he hit and saw the mirror was bent back but there was no damage. Laporte-Soto stated he waited near the car for 10 minutes and the owner never showed up. Laporte-Soto also stated a "random guy" took a picture of his license plate. Laporte-Soto stated he said "hi" to this party but the party ignored him and left the area. I asked Laporte-Soto why he did not call Newton Police to assist him in finding the owner of the vehicle he hit. Laporte-Soto stated he didn't know. I also advised Laporte-Soto that the name of the owner of the vehicle he hit was printed on the driver side door next. The owner's phone number and email address were also printed on the driver door. Laporte-Soto stated he didn't see that. I spoke with the owner of MV1, Jason Correria. Correria stated a co-worker observed the entire accident and observed MV2's passenger side mirror hit MV1's driver side mirror. Correria stated his co-worker then observed MV2 travel down Highland Street with out stopping and pull into the Santander parking lot located at 1314 Washington Street. Correria stated his co-worker saw the operator of MV2 exit his vehicle, check his passenger side door mirror for damage, and leave the area. Laporte-Soto will be mailled Massachusetts Uniform Citation T1443121 for Chapter 90, Section 24 (Leaving the scene of property damage).

On 03/19/19 at 14:57 hours, I responded to 220 Dedham Street for a past motor vehicle hit and run accident involving a parked car that occurred at 12:26 hours on this date. Dedham Street is a public way maintained by the City of Newton. The owner of M/V # 1 states her vehicle was legally parked in front of 220 Dedham Street facing northbound when she came out and found a note from a witness saying it was struck by a gray Honda Accord bearing MA Reg. # 8512HV. It appears that the operator of M/V # 2 side swiped M/V # 1 as it was passing by on Dedham Street. I observed marks to the driver's side rear door area and the side view mirror was broken. On 03/20/19 at 08:47 hours, I spoke to the witness, Kawtar Bhih, on the phone and she stated that she was parked on the opposite side of where the accident took place. Bhih observed a gray Honda Accord with an elderly female operating M/V # 2 on Dedham Street almost side swiped another parked car before side swiping M/V # 1. She says that the vehicle slowed down after and then continued to leave the scene of the accident. She then took a photo of the above listed registration plate. I attempted to contact the owner of M/V # 2 (Jali Medical Inc Waltham, MA) and the receptionist was not able to provide any information at the time. I was told to call back the next day. I gave the vehicle and registration info to the person inquiring if they could find a possible driver and call back. While working on this report, I observed that the owner of M/V # 2 was involved in a past accident in our system and the operator at the time had an address of 66 Country Club Rd. Newton. On 03/20/19 at approx. 09:30 hours, I went over to this address and observed M/V # 2 in the driveway with an operator inside. After inquiring about the accident, she stated she was driving down Dedham Street when she heard a noise coming from her passenger side view mirror as she had struck something. She then left the scene not thinking it was serious. I observed fresh damage to her passenger side mirror along with other marks along the doors which appeared to be older. Operator was issued in hand MA Uniform Citation # T1441710 for Ch. 90/S24 Leaving the scene of property damage.

On 03/20/19 at 09:43 hours, I responded to the Avalon Apartments at Newton Highlands located at 99 Needham Street for a past hit and run that occurred at the east end garage exit on 03/19/19 at 14:10 hours. I spoke to Senior Community Manager Karen Schueler who showed me video surveillance footage from yesterday's accident. In the video, you can see a blue Subaru Forester attempting to exit the east end of the garage to the property. The operator of the Subaru is identified by Ms. Schueler as a resident of the building as Gertrude Weinstein. After Weinstein scans her garage pass to exit, she then over steers towards the right and strikes the overhead garage door opening device. She then continues to exit the garage scraping the entire passenger side of her car along the device that is attached to the wall. I viewed the garage door and there was significant damage as it became detached from the wall. The door had to be placed out of service. After I spoke to Ms. Weinstein who admitted to striking the side of the garage door but only thought there was damage to her vehicle. No citation issued as the underground garage to the building is private property and not a public way.

MV1 was backing out of her parking spot in the parking lot at 916 Walnut St when she stopped to allow a pedestrian to cross in front of her vehicle. While she was waiting for the pedestrian to cross safely a vehicle backing out of the parking space across from hers backed into her vehicle and left the scene. Operator 1 was able to obtain a photo of the license plate. I then was able to contact operator 2 on the phone who stated she was at 916 Walnut St and "tapped" a vehicle when leaving and then left the scene. No injuries and both vehicle driven from the scene. MV1 sustained minor damage to the passenger side. Operator 2 states there is no damage to MV2. Operator 2 issued and mailed MA Uniform Citation T1442192 for leaving the scene property damage.

The owner of MV1 stated that he was working inside Mr. K's Discount Wine and Spirits when a witness came into the store and asked if he owned a white Toyota Camry parked outside and then explained that another car had backed into it and then left the scene. When he came out he observed a large dent in the passengers side rear bumper that was not there before. Officer Selig tracked down the owner of MA Registration 3EF576 at 20 Hale Street and the operator of MV2 admitted to being in the parking lot but denied striking MV1. It should be noted that while at Mr. Wendt's residence both Officer Selig and I observed MA reg 3EF576 parked in driveway of 20 Hale Street with damage to the left rear bumper consistent with how the witnesses stated MV2 struck MV1. Based on the 2 witness statements that express that the operator of the Nissan Pickup knew he struck another vehicle and still left the scene I issued the operator of MV2, Mr. Spencer Wendt, Massachusetts Uniform Citation T1443928, a criminal application to appear in Newton District Court for 90-24 Leaving the Scene of Property Damage. A copy of this report as a well as the criminal application were placed in the court prosecutors mailbox.

On Tuesday May 7th, 2019 at approximately 13:15 hours I responded to the area of 30 Langley Road for an auto vs. pedestrian accident. At the time of the accident the weather was sunny and the road conditions were dry. Langley Road is a public way maintained by the City of Newton. Upon arrival I first spoke to the pedestrian who was inside the ambulance getting medical attention. The pedestrian identified as Donna Kalikow (S24151638) stated she was standing in an open parking space for a few seconds, attempting to walk across the street to enter J.P. Licks. Donna stated she was standing in the marked parking space waiting for traffic to stop to safely cross the street. Donna states the cars stopped to let her cross and she proceeded into the roadway. She states MV1 was attempting to back into the parking space that she was standing in and struck her right side and knocked her to the ground. Donna states the operator of MV1 stopped the vehicle when he realized he had struck her and got out to contact 911. Donna appeared to have minor injuries and complained of head pain. Medics transported Donna to NWH to be further evaluated. The operator of MV1 identified as Christopher Moos (S24090966) stated he was attempting to parallel park into an empty parking space and never saw the pedestrian standing in the space. Christopher stated as he was backing up into the space he was notified by a bystander that he just struck a pedestrian. Christopher stated he immediately stopped the vehicle and got out to assist the pedestrian and contact 911. Christopher stated he was not travelling no more than 5mph at the time of the accident. MV1 did not have any damage to the vehicle and was able to leave the scene. Christopher reported no injuries. Several photographs were taken of the scene and submitted to the IT Bureau. I mailed the operator a Massachussetts Uniform Citation for a City of Newton Ordinance violation for Section 19-75 Failure to use care when backing.

Operator of vehicle one, Benjamin Beaver stated that while driving south bound near 321 Walnut St his vehicle ( MA reg 551DK8 2014 Lexus ) made contact with a pedestrian in a marked crosswalk. Walnut St is a public way in the city of Newton. Beaver stated that he did not see the pedestrian prior to the crash and that his vehicle was travailing approximately 5 to 10 MPH. Beaver stated that the pedestrian was knocked to the ground but got up and walked around. The pedestrian, NNHS student Benjamin Donovan stated that he was crossing east to west in the marked crosswalk in front of 321 Walnut St. Donovan stated that he saw Beaver's vehicle approaching him at approximately 5 to 10 MPH. Believing that Beaver was stopping to let him cross , Donovan stated that he held up his left hand to signal to Beaver that he was going to cross. Donovan stated that Beaver's vehicle struck him on his left side and knocked him to the ground. Donovan stated that he had minor scrapes on his right side as a result of falling to the ground. Donovan stated that he did not lose consciousness and was transported via EMS to Newton Wellesley Hospital for treatment. I took photos of Beaver's vehicle and forward the disk to NPD IT Bureau. I issued Beaver MA Citation T 1269995 and cited him for a violation of MGL Ch 89 C 11, failure to yield to a pedestrian in a crosswalk. On 06/12/2019 I was forwarded an E-mail from Capt Anastasia of a video of the crash that was taken from a camera that was mounted on the roof of 321 Walnut St. The video shows Donovan walking into the marked crosswalk from the east side of Walnut St and hold up his left had to Beaver's on oncoming vehicle. Beaver vehicle appears to be travailing faster than the 5 to 10 MPH that Beaver believed that he was travailing. The video shows that Beaver did not brake until Donovan was struck and landed on his vehicles hood. Donovan was thrown approximately 10 feet from Beaver's vehicle and landed on his right side on the roadway. The video shows Beaver stopping and pulling to the side of the roadway after the crash.

RP David Alessi who is an employee for the chestnut hill mall stated he was alerted to a light post down outside of the mall in the parking lot. David stated he met with operator of MV#1 that stated he was backing up did not see the light poll behind him. He struck the light poll causing it to uprooted and fall over. MV#1 was not on scene I gathered the information from RP David. MV#1 was operating a garbage truck for company JRM whom is subcontracted out with the mall. I was not able to reach the drive, he will not be issued a citation. I then cleared with no further incident.

Operator of vehicle 1 states she was traveling westbound on Washington St when the vehicle to her right began to enter her lane and then struck her passenger side pushing her onto the raised island. As a result vehicle 1 suffered a flat front driver side tire. Vehicle 2 did not stop and continued westbound on Washington St towards Wellesley. Operator of vehicle 1 was able to follow the other vehicle and got a license plate of MA reg#149DE7 and described the vehicle as a black sedan. AAA responded and fixed vehicle 1s flat tire and she was able to go on her way. I ran the license plate that was given for the other vehicle and it came back to a 2013 black Kia Rio sedan owned by a Dan Kuksin of 24 Bryon Rd apt 2 in Boston. I was unable to get a phone number for Kuksin. Dispatch requested Boston send a unit by to try and make contact and as of finishing this report I have not heard back. Traffic Bureau Update (Officer Gaudet): On Tuesday, July 6, 2019, I attempted to make contact with the registered owner of MV2, Daniel Kuksin (S61105670), with a negative result. A Hit and Run inquiry was mailed to the Kuksin. On 08/07/2019 the owner of MA reg#149DE7 came into headquarters to discuss what happened. With him was his father, Arkady Kuksin who was operating the vehicle at the time of the incident. Kuksin admitted to operating the vehicle in the area at the time of the incident but stated that someone had thrown a rock at his vehicle causing damage. He then stated that it was not thrown but kicked up from his tire. Myself and Officer Gaudet went outside with Kuskin and examined his vehicle and saw obvious damage that corresponded with the damage to vehicle 1. There were obvious signs of fresh paint transfer. I informed Kuksin that I would be updating my report and he would be receiving a summons in the mail for 90/24 leaving the scene property damage. i mailed Kuksin MA uniform citation T1444589.

On 08/06/19 at 12:34 hours, I responded to Industrial Place by The Lakeshore Learning Store at the request of Newton Police Officer Justin March who witnessed an accident in the parking lot of 300 Needham Street. Officer March was working a road construction detail at the time in the City of Newton. He states that at approximately 12:20 hours he observed MV1 exiting the parking lot of 300 Needham Street( a drive way to a building that the public has access to). There is an island in the middle that separates the entrance and exit of the lot as it goes out to Needham Street. As MV1 was exiting, he drove up on the island and pushed two large stone builders out of place. There was also damage to numerous different flowers planted in the ground. MV1 then exited the lot and went eastbound on Needham Street. Officer March then followed in his vehicle and kept beeping his horn to alert the driver to stop. The operator turned on to Industrial Place and pulled over. Ofc. March attempted to speak to the operator, Gelvin Perez-Ramirez but there was a language barrier. Next, Ofc. Calderon responded and assisted with Spanish translation. He asked the operator what occurred and he stated that he never saw the island. Due to the fact that the operator left the scene of the accident and never reported it, he was issued MA Uniform Citation # T1445351 for Ch. 90/24/C. MV1 sustained damage to the two exhaust pipes on the passenger side of the truck. There is also possible undercarriage damage. Ofc. M. Wade took photos of the scene.

Owner of Motor Vehicle #1 stated that he was exiting the gym at Planet Fitness and he noticed that someone was leaving a piece of paper on his front windshield. He was approached by the man who told him that he witnessed a Gray Dodge Ram bearing MA Reg 9JGD90 strike his Jeep Grand Cherokee that was parked and unoccupied causing moderate rear drivers side damage. MA Reg 9JGD90 came back to a 2018 Dodge Ram 1500 Gray in Color and registered to a Kenneth Doucette out of 41 Thaxter Street, Newton MA. I was able to locate several telephone numbers from our in house system however those numbers were no longer in service. I made several attempts to make contact with Mr. Doucette at his residents and had negative results. N491 Officer D. Healy also made an attempt to make contact with Kenneth Doucette later on in the evening and had negative results. I left a voicemail message to the witness and have yet to receive a return call for questioning. This will be further investigated on my next tour of Duty. **UPDATE Wednesday 09/04/19** At approximately 10:00 a.m. I went to 41 Thaxter Street to once again attempt to make contact with Kenneth Doucette and had negative results. I left another voicemail for the witness Claudio Silva and had negative results. I then spoke to Traffic Officer M. Gaudet to inform him about this incident and he stated that he will follow up with this investigation. Traffic Bureau update (Officer Gaudet): On September 4, 2019, I attempted to make contact with the witness to the crash, Claudio Silva, with a negative result. I made contact with the registered owner of MV2, Kenneth Doucette (S80920300). Doucette stated he was operating MA: 9JGD90 at the time of the accident. Doucette stated he pulled into a parking spot next to MV1 and stated he didn't think he "hit it hard". Doucette stated a short time later he left the area and when he got back to work he observed damage to his own vehicle. Doucette stated he had damage to the front passenger bumper area. Doucette stated he returned to the crash scene to see if the other vehicle had damage but it was gone. Doucette was advised and provided Massachusetts Uniform Citation T2016422 in hand for Chapter 90, Section 24 (Leaving the Scene of Property Damage, MV).

The operator of MV1 states that she was traveling northbound on Needham Street with flow of traffic when she struck a pedestrian with the right front corner of her vehicle. The operator of MV1 stated that she did not see the pedestrian in the cross walk until after she hit her and that there was poor lighting in the area. Through the help of coworker from Anthony's Coal Fired Pizza, the victim stated that she was crossing Needham Street in the crosswalk and was almost on the side walk when she was struck by MV1 from behind. MV1 sustained minor front end damage while the victim sustained noticeable injuries and was transported to Newton Wellesley Hospital by Cataldo. Photographs of the scene were taken and submitted to IT to be attached to the report. The operator of MV1 was issued a Massachusetts Uniform Citation (T2079284) for 89-11, failure to yield to a pedestrian in a crosswalk.

On 11/12/2019 at 12:26 hours, I responded to the Star Market parking lot located at 2040 Commonwealth Avenue for a motor vehicle pedestrian accident. The parking lot is a public/thru way that motorists use to access the Star Market along with other businesses. The weather at the time was cloudy and rainy and the parking lot was saturated. Prior to my arrival, the pedestrian involved left the scene and did not want to speak to the officer nor wanted medical attention. Ofc. Claflin then cancelled Cataldo Ambulance. The pedestrian, Mary Alexander, left her information with a store employee prior to leaving. I spoke to the operator of MV # 1 (Joshua Randel MD Lic.# R534440603244) who stated that he was travelling through the third row of the Star Market parking lot at an appropriate speed. He was then attempting to make a left turn near the entrance/exit of the store. He says that there was a large white van parked in the end handicapped spot towards the left of him. He says the van was sticking out in the spot limiting his visibility. As he was half way through his left turn and coming around the corner, he was not able to see a pedestrian pushing a shopping carriage. He then struck the carriage that was being pushed by Mary Alexander. He further says that the cart jolted Ms. Alexander and she fell down to the ground. At the time, Alexander was walking through the lot near the store entrance heading back towards the parked cars. She was not in the crosswalk at the time which was approximately ten feet down from her location. After, I attempted to go to Ms. Alexander's residence to follow up. I spoke to her friend who was bringing up Alexander's groceries and she stated that she decided to go to Newton Wellesley Hospital for treatment. I then spoke to Ms. Alexander in the lobby of the hospital. She stated that she was exiting the store through the lot with her shopping carriage. She believes she was approximately eight feet away from the door when all of a sudden she only saw red coming at her. She believes MV # 1 was speeding at the time. I asked her if she was struck by the vehicle or was the shopping carriage only struck. She replied that she did not know and only remembers falling to the ground after. She sustained a large bruise to the inside palm area of her right hand and her left knee was swollen. Digital photos of the scene were taken and pictures of Ms. Alexander's injuries were taken at the hospital. As far as possible video surveillance, I was told that the Loss Prevention Department has to access the video. On 11/13/19 at approximately 14:20 hours, I went in to the Star Market and spoke to the manager, Nidal Rajeh, inquiring about possible video surveillance. He said there is coverage in the parking lot and he was able to show me the video. A copy of the video would have to be done by Loss Prevention which I requested. I observed at the 12:12pm mark in the video, MV # 1 was parked five spots up from the third row of the lot that he was exiting. I also observed a white transport van parked in the end handicapped spot mentioned by the operator but it was parked correctly and not limiting visibility. Next, MV # 1 backs out of the spot and drives forward going at a reasonable speed. The pedestrian (Alexander) has already exited the store with her carriage and is walking at an angle toward the same third row of parked cars. As the pedestrian is walking towards the direction of MV # 1, it appears that the pedestrian should be visible to him. MV # 1 then starts to take the left turn around the corner without slowing or stopping and strikes the carriage head on. Due to the impact, Alexander then loses grasp of the carriage and it goes past her twisting her body around. She then hits and rolls up on the hood of the vehicle on her left side. MV # 1 then suddenly stops and immediately gets out and provides assistance to the pedestrian. Due to the video surveillance, Mr. Randel will be issued/mailed MA Uniform Citation # T2012347 for Ch. 90/14/A Failure to slow for a pedestrian.

On Thursday, November 14, 2019, while assigned to Traffic unit N525, I responded to the rear parking lot of the Angier Elementary School located at 1697 Beacon Street for a motor vehicle crash involved a City of Newton owner vehicle. The weather at the time of the crash was clear and sunny. The road surface was dry. Beacon Street is a public way maintained by the City of Newton. The operator of MV1, Jessica Moore, stated she was backing out of a parking spot in the rear of the Angier Elementary School while operating a 2007 Chrysler Town and Country (MA:395KR9). Moore stated she did not see MV2 passing by as she was backing out and the rear driver side bumper area of her vehicle crashed into the rear driver side of MV2. Moore reported no injuries. I observed moderate damage to the rear driver side bumper area of MV1. The operator of MV2, Patrice Lys, stated he was traveling Westbound in the parking lot of the Angier Elementary school in a 2018 Ford EcoVan (MA MVN: M2546A). Lys stated a vehicle on his driver side backed out of a parking spot and the rear end of MV1 crashed into the rear driver side of MV2. Lys reported no injuries. I observed minor damage to the rear driver side area of MV2. The operator of MV1 was cited with Massachusetts Uniform Citation T2016428 for Newton City Ordinance Chapter 19, Section 75 (Fail to Use Care, Backing). Photos were submitted to the IT Bureau.

On 11/30/2019, while assigned to N494, I, Officer Conary, and other units, responded to Charlesbank Road at Nonantum Road for a single motor vehicle crash into a tree. Upon arrival, I observed a white mini van MA registration 5DV184 with heavy front end damage into a tree on Charlesbank Road, a public way in Newton. The operator of the motor vehicle, CORDERO, Ericka, was sitting in the back seat of the vehicle and was talking on the phone. CORDERO's primary language was Spanish. I asked CORDERO if she was okay and she said yes and I asked CORDERO if she was driving the car and she said yes. CORDERO also told me that she did not have a license. MA State Police were on scene and were able to asist with translating. Medics arrived and CORDERO was transported to Saint Elizabeth's Hospital. CORDERO's son and husband arrived on scene and I was able to confirm her information. Both stated that CORDERO did not have an active license. Newton Dispatch ran all information for CORDERO and confirmed she was unlicensed. CORDERO will be charged with MGL Ch.90/10 Unlicensed Operation of a Motor Vehicle and 89/4A Marked Lanes Violation, Uniform MA Citation T2079476. Due to CORDERO being transported to the hospital, the citation will be mailed to her active address. Pictures of the incident were taken and uploaded to IT accordingly. No further incident to report.

On Tuesday, December 10, 2019, while assigned to Traffic unit N525 I responded to the area of Walnut Street and Lake Street, Newton for a report of a motor vehicle crash involving a City of Newton vehicle. The weather at the time of the crash was overcast. The road surface was wet. Walnut Street and Lake Street are both public ways maintained by the City of Newton. I spoke with the operator of MV1, Joseph Ratta (S82871504). Ratta was operating a City of Newton owned 2017 Ford F350 (MA MVN: M99236) Southbound in the area of 1141 Walnut Street. Ratta stated while in Traffic, MV2 crashed into the rear of his vehicle. I observed minor damage to the rear bumper area of MV1. No injures were reported. Ratta is employed by the Utilities Division. I spoke with the operator of MV2, Bryan Izaguirre (S64158637). Izaguirre stated he was operating a 2016 Honda Civic (MA: 8ZP172) Southbound in the area of 1141 Walnut Street, Newton. Izaguirre stated the front bumper of his vehicle crashed into the rear of MV2 at a low speed while they were in traffic. No injuries were reported. Pictures were taken and submitted to the IT Bureau. Izaguirre was issued Massachusetts Uniform Citation T2012561 for Newton City Ordinance Violation Chapter 19, Section 75 (Failure to Use Care).

Operator of vehicle one , Allan Wint stated on 01/27/2019 at 09:40 hours he was driving his employer's pick up truck south bound on Lexington St near number 227. Lexington St is a public way in the city of Newton. Wint is a driver for Auto Zone auto parts located at 140 Lexington St , Waltham, MA ( 781 894-0656 ) . Wint was driving a 2018 Chevrolet Colorado pick up tuck ( MA reg 8CA823 ) that Auto Zone leases from Lease Plan USA Ltd. Wint stated that he was headed to Webster St in Newton to pick up a delivery. Wint stated that as he approached the area of 277 Lexington St he believed that the traffic light that is at the marked crosswalk was green for south and north bound traffic. Wint stated that he did not see any pedestrians in the crosswalk, until he heard the sound of an object impacting into the front driver's side of his vehicle. Wint stated that he stopped his vehicle approximately ten yards past the crosswalk and got out. Wint stated it was then he realized that his vehicle had stuck a female and a dog. Wint stated that he was not operating any electronic devices at the time of the crash, and I observed none in his vehicle. Wint stated he was not injured in crash. Wint's vehicle had damage to the driver's side mirror and lower molding of the driver's side front door. Wint's vehicle did not require a tow. Witness Bessy Shanks stated that she was driving in her vehicle behind Wint's vehicle south bound on Lexington St. Shanks stated that Wint's vehicle was driving slow and swerving approximately two blocks prior to the crash. Shanks stated that she believed that Wint may of been distracted. Shanks stated that south and north bound traffic was stopped because that cross walk light was red and that a female and a dog were crossing from the east to west in the marked crosswalk in font 227 of Lexington St. Shanks stated that the front driver's side of Wint's vehicle srtuck the female and the dog as they were approximately halfway into the crosswalk. Shanks stated that the female and dog both fell to the ground after the crash. Witness Elizabeth Keegan stated that she was driving in her vehicle south bound on Lexington St two vehicle behind Wint's vehicle. Keegan stated that she was not sure what color the traffic light was at the time of the crash, but traffic was stopped both not and south bound traffic was stopped. Keegan also stated that Wint's vehicle " didn't even slow down ". Keegan stated that Wint's vehicle struck the female pedestrian and the dog as they were in the marked crosswalk in front of 277 Lexington St. Witness Henry Taylor stated that his vehicle was the first one stopped at the red crosswalk light at 227 Lexington St in the north bound lane. Taylor stated that north and south bound traffic was stopped and that Wint's vehicle did not stop and stuck a female pedestrian and a dog in the crosswalk. Witness Jacqueline Deos stated that her vehicle was stopped behind Taylor's north bound on Lexington St. Deos stated that north and south bound traffic was stopped for the red light . Deos stated that Wint's vehicle did not stop and that it struck a female pedestrian and a dog in the marked crosswalk. The pedestrian in the crosswalk was identified as Xiaoping Sun. Sun stated that she and her dog stopped on the south bound side of the marked crosswalk across from 227 Lexington St. Sun stated that she activated the crosswalk light and waited until the light was red for north and south bound traffic, and that the walk single was activated. Sun stated that she looked to her left and saw traffic north bound traffic was stopping. Sun stated that she turned to her right and entered the marked crosswalk. Sun stated that she and her dog had crossed over the north bound side of Lexington St and she then looked to her right and saw Wint's vehicle not stopping and " going very fast ". Sun stated that the front driver's side mirror of Wint's vehicle stuck her in the face . Sun stated that as she fell to the ground she was struck on the left leg by Wint's driver's side. Sun stated that she did not lose consciousness after she had fallen to the ground. Sun was transported via EMS to The Brigham and Women's Hospital for treatment for head and neck injuries and abrasions to her legs. Sun's dog died as a result of being struck by Wint's vehicle. Photo's of the crash site and of Wint's vehicle were taken and the disc was downloaded by the NPD's IT Bureau. Before leaving the crash site, I tested the crosswalk lights and they were in working order. Based upon my observations of the crash site, Wint's vehicle, and the statements made to me, I concluded that Wint was at fault for this crash. I issued Wint MA Citation T 2013958 and cited him for a violation of MGL 89/11 , failure to yield to a pedestrian in a crosswalk.

On 2/3/2020 at approx 1114hrs while assigned to 497 I responded to 2370 Commonwealth Av, The Speedway Gas Station for a report of a two car crash in the parking lot w/o injuries. Upon arrival I met with the owner of Ma Reg 25WR69, Anthony LUONI who stated he was stopped at the gas pump when the operator of Ma Reg 3672310 , Joshua RICHARDSON who was trailering u-haul trailerTX Reg AO37011 backed into him . RICHARDSON admitted he was attempting to back up and align with the gas pump when he accidently struck LUONIS car. RICHARDSON additionally admitted to having an expired license and registration out of NH and no insurance, RICHARDSON also had a valid rental agreement for the UHAUL trailer TX reg AO37011 with insurance . RICHARDSON was able to re register his van on scene and provided me with an emailed copy of confirmation of registration renewal and his passenger Brendan SEIGAL who had a valid NH license was able to drive . RICHARDSON issued a criminal application on Mass Uniform Citation T2015308 for violation of MGL 90/10 Unlicensed Operation and 90/9 Operating Unregistered MV .

On 02/14/20 at approximately 14:45 I responded to a crash in the parking lot outside of #50 Winchester St- The Tile In Style store. Upon my arrival the Fire Department was already there and I was met by the owner of the building Bruno DiFazio. The vehicle that had struck the building had left the scene but he showed me security footage of the crash. The video showed a white S.U.V. (later determined to be Mass. Reg# 6GEL40 White 2017 Acura RDX owned and operated by Eleonora Revzin) pull slowly into a parking spot and then accelerate up and over the curb and into the building. The crash caused moderate damage to the brick facade and inside wall of the tile store. A short time later, Revzin drove back into the parking lot where I spoke with her. Revzin stated she didn't know why her car had accelerated into the building but she was having some personal issues and may have been distracted. She explained that she left the area because she was shaken up but then as she had time to clear her head, thought she should return to the store. There was minor damage to her vehicle and she stated she was not hurt and didn't want me to call the Medics for an evaluation. I issued Revzin Mass. Citation #T2013436 in hand for N.C.O. 19/75- Failure to use care in stopping and a verbal warning for leaving the scene. City of Newton Inspector Paul Nelson showed up and deemed the building to be structurally safe. N523 Officer Wilson arrived and took pictures of the scene.

Operator of vehicle one, Waste Management employee Kevin Mellett, stated that on 06/25/2020 at 09:06 hours while driving south bound (MA Con reg V42947 a 2020 Mack Trash truck) his vehicle struck an unoccupied vehicle that was parked facing south in front of 21 Lewis St. Lewis St is a public way in the City of Newton. The parked vehicle was MA Con reg T37787 a 2014 Toyota pick up truck registered to AAA Sparkling Window Cleaning. Mellett stated that the mechanical arm that is used to pick up trash barrels was not in the fully closed position. Mellett stated that the his truck's mechanical arm was still partially extended and that the clamps on the arm were in the open position when he attempted to pass the parked vehicle. I told Mellett it was my understanding that the trash truck could not be put into drive as long as the arm was still extended. Mellett stated that the truck can be driven with the arm still partially extended. Vehicle one had no damage and vehicle two had damage to it's rear driver's side bumper and lower quarter panel. Neither vehicle required a tow, and I took photos of both vehicles. Based upon Mellett's statements I issued him MA citation T2015996 and cited him for a violation of City of Newton Ordinance 19/75, failure to use care while starting.

On Wednesday, 7/1/2020, at 2230hrs, I was dispatched to the area of 856 Watertown St for a report of a possible car crash. Watertown St is a public way as it is owned and maintained by the City of Newton. Upon arrival, I met with operator, Henok Kiflit, who was out of the vehicle and very disorientated. I observed a gash on his head right above his eye and noticed all airbags had been deployed in his vehicle. I asked him to sit down and I radioed for an ambulance. Kiflit stated that he was driving EAST on Watertown St when he collided with a unoccupied parked car (a red 2015 Jeep Wrangler, MA Con R22519) which was parked on the street outside of 856 Watetown St. Kiflit was driving his girlfriend's car (a gray 2020 Nissan Sentra, MA Reg 1ANN57) and was on his way home in Watertown. When I asked for Kiflit's license, he told me that he only has a permit and has yet to take the test. He apologized repeatedly. Kiflit did not have any passengers in his vehicle. Kiflit said the roadway was so dark and he didn't see the parked Jeep. He claimed he was not speeding. There was minimal damage done to the drivers side rear bumper of the Jeep. The Nissan had extensive front end damage and was subsequently towed by Tody's Towing. Towed motor vehicle form filled out and filed, copy made for police prosecutor. Owner of the Jeep came out and took possession of the vehicle. Kiflit was taken to NWH for evaluation of his injuries. Kiflit's driver history shows that he had an surchargable accident recently 05/30/2020. Massachusetts Uniform Citation T2080927 was filled out and prepared to be mailed to Kiflit at his Watertown address. Henok Kiflit is being cited for: 90/10 - Operating without a License (Learner's Permit violation; Kiflit, operator, was not accompanied by any motorist)

On 07/19/20, while assigned to N497, I, Officer Conary, responded to Starbucks on Woodward Street for a report motor vehicle accident, car hit a parked car. Upon arrival, I met with Operator of MV2 who explained to me that he wasn't paying attention and was taking the turn at Woodward Street when he hit MV1, which was parked. Operator of MV1 arrived on scene shortly after. MV1 was towed with damage to both rear tires and left rear door. MV2 had damage to the left front. MV2 drove a couple of yards and parked the car at friend's house to have it towed later (45 Wyman Street). MV1 was towed by Tody's. All parties involved declined medical attention. Operator of MV2 was given MA Uniform Citation T2080218 for Marked Lanes Violation. No further incident to report.

Witness states that he observed MV#2 backing up in the parking area at #277 Auburn St when its rear bumper struck the passengers side rear quarter on MV#1. MV#2 then left the area without providing any information. MV#1 was parked and unoccupied at the time of the crash, though we did locate the owner in the area. MV#2 is described by the witness as Ma. Reg. 7JR813, a gold colored sedan. plate given and MV description don't match. No injuries, no tows. Traffic Bureau update (Officer Gaudet): I attempted to make contact with the registered owner of MV2, Peter Roche (S71322534), with a negative result. A Hit and Run inquiry was mailed to Mr. Roche. On Monday, August 17, 2020, I spoke with Mr. Roche. Roche stated his daughter, Kristin Roach (S17075126), was operating his vehicle and she mentioned to him that she bumped into a car. Mr. Roche's information has been added to this report to reflect him as the registered owner of MV2. I spoke with Kristin via telephone. Kristin stated she was parked in awkward spot in the parking lot of 277 Auburn Street. Kristin stated she reversed out of her parking spot and felt a little bump. Kristin stated she got out of her car and didn't see any damage to either vehicle. I asked Kristin if she made an attempt to locate the owner of the vehicle her vehicle crashed in to. Kristin's information has been added to this report to reflect her as the operator of MV2. I spoke with Officer G. Claflin who stated there was obvious damage to MV1 at the time that he documented this crash. After completing my investigation, Ms. Roche will be cited for Chapter 90, Section 24 (Leaving the Scene of Property Damage). Massachusetts Uniform Citation T0115913 will be mailed to Ms. Roche.

Operator of vehicle one, Agustine Velasco stated that on 08/10/2020 at 13:36 hours he was driving a city of Newton contacted Waste Management trash truck ( 2009 Atuo Xpedit ) northbound on Woodbine St. Woodbine St is a pubic way in the city of Newton. Velasco stated that as his vehicle passed a parked unoccupied northbound facing vehicle ( 2017 Rage Rover MA reg 5GD698 ) in front of 19 Woodbine St the mechanical arm that picks ups trash barrels was not stored in the fully closed position. Velasco stated that the mechanical arm's clamp struck the driver's side rear door and lower quarter panel of the Range Rover causing extensive damage. The truck's arm clamp was broken off in the crash. Owner of vehicle two Maura Brown stated her vehicle was parked unoccupied facing north in front of 19 Wood brine St prior to the crash. Neither vehicle was towed . Velasco stated that hen was not injured in the crash. I took photos of both vehicles and forward the disk to the NPD's IT Bureau for downloading. Based upon Velasco's statements to me about his truck's mechanical arm not being in the fully closed position, and my observations of the crash scene, I issued Velasco MA Citation T2015997 and cited him for a violation of city of Newton Ordnance 19/75, failure to use care while starting.

Albemarle Rd is a pubic way in the City of Newton that is one way. Morse stated that as he turned onto Abermarle Rd he observed vehicle one parked facing east bound in front of 478 Abermarle Rd. Morse also stated that vehicle two was slowing down in front of 478 Abermarle Rd facing east bound. Morse stated that he had intended to ride his bike in between the vehicles. Morse stated that as he rode his bike pass vehicle one , it's front driver's side door opened. Morse stated that he crashed into the open front driver's side door of vehicle one and the impact caused him to lose control of his bike. Morse stated that after he had lost control of his bike he crashed into the rear quarter panel of vehicle two. Michael Thomas operator of vehicle two stated that he was slowing down in front of 478 Albermarle Rd to look at his childhood home when Morse crashed into the rear quarter panel of his vehicle, causing damage. Operator of vehicle one Larissa Pazmino stated that she opened the front driver side door of her vehicle and did not see Morse prior to opening the door. Morse transported himself to NWH where he was treated for a broken collar bone. Pazmino was cited ( MA T2016094 ) for MGL 90/14 , opening a door near bicyclist.

I called and spoke to him. Martin admitted to operating V2. Opr of V2 stated he was traveling straight and V1 merged and struck the vehicle. On 09/21/20 at 14:46 hours, I (Traffic Unit # 523) responded to the parking lot of 88 Chestnut Street for a motor vehicle accident involving a pedestrian. The weather at the time was 60 degrees ( localconditions.com) and the sky was clear and sunny. The road surface was dry. The parking lot is a thru way that the public use to enter/exit the lot or park there. On arrival at the same time with the Fire and Medics, I observed a female laying in the middle of the lot facing down on her back. A small red and gray CVS like type shopping carriage was knocked over and resting on it's side in front of the victim's head. The carriage was moved to the side in order to tend to the victim I also observed a black Honda Civic bearing MA reg.# 3741TW that was involved in the accident. The Honda was out of the parking spot resting approximately two feet away from the pedestrian's legs. I then spoke to the pedestrian identified as Darla Gipson in the rear of the ambulance. She sustained an abrasion to her front left shoulder and arm area which I observed. She also complained of left knee and elbow pain. She stated that she walking through the middle of the parking lot pushing the carriage by the door entrance in a westerly direction towards Chestnut Street. She states that she never saw a vehicle backing up and then she was suddenly struck and believes she was pushed underneath the vehicle. She was then transported to Newton Wellesley Hospital by Cataldo Ambulance. I then spoke to the operator of the Honda Civic identified as Linda Burke (MA S70320414). Ms. Burke was parked in the first spot to the right of the walkway that leads to the entrance/exit doorway. I asked her what occurred and she stated that she was backing her vehicle up to exit the parking lot when she looked behind her not seeing anything in sight. She then started backing up and struck the pedestrian without realizing it. She says the driver of a green cab and his female customer who were no longer on scene were yelling at her to stop her vehicle because the pedestrian was underneath it. She then stopped her vehicle. I observed minor scrapes to the entire rear bumper of the vehicle so it is unknown where it actually struck the pedestrian/carriage. I observed no obvious signs of damage to the carriage. It should be noted that Ms. Burke's Honda does not have a back up camera or back up sensors. There are no surveillance cameras to the apartment complex and no witnesses came forward for the accident. As a result of the investigation, Ms. Burke will be issued Uniform Citation # T1271069 for Newton City Ordinance 19-75 Failure To Use Care in Backing. Digital photos were taken by me of the scene.

On Tuesday, March 2, 2021 while assigned to Traffic unit N525, I responded to the area of Colonial Avenue with Newton unit N491 for a report of a hit and run that just occurred on Linwood Avenue. The reporting party stated a U-Haul (AZ reg: AE56270) was observed hitting the driver side door mirror of a pick up truck parked in front of 232 Linwood Avenue, Newton and leaving the area. Linwood Avenue and Colonial Avenue are both public ways maintained by the City of Newton. Officer Lazarakis located this vehicle in front of 14 Colonial Avenue. The operator of the U-haul was identified as Mr. Marco Mata (S16461888). Mr. Mata stated he was unaware the vehicle he was operating made contact with the other vehicle. Mr. Mata stated the vehicle is large and he believed the noise he heard was ice falling off the vehicle. I observed minor damage to the passenger side door mirror of MV1. Mr. Mata was advised and cited with Massachusetts Uniform Citation 920282AA for Newton City Ordinance Chapter 19, Section 75 (Fail To Use Care). No injuries reported by Mr. Mata or his passenger Mr. Donovan Michel (SA3950535) The registered owner of MV2, Mr. Jeffrey Boudreau, was advised. I observed moderate damage to the driver side door mirror of MV2.

Motor vehicle 1 (MV1) was parked facing northbound in the parking lot of 98 Winchester Street ( Tedeschis), when an unknown motor vehicle 2 (MV2) crashed into the rear passengers side of MV1, and then left the area. It is unknown if MV2 backed into MV1 or hit MV1 head on. As a result of the crash, MV 1 sustained moderate passengers side rear end damage. An unknown witness told the owner of MV1 that the vehicle involved was a dark colored VW sedan with a MA registration of 826PHL, however, this registration number does not come back to a VW. The Tedeschis does have cameras facing the parking lot, however, the employee working at the time of the crash did not have access to them and advised that the manager would be able access the footage tomorrow. On Monday, May 3, 2021, I investigated a Hit and Run crash that occurred at 98 Winchester Street, Newton on May 2, 2021 (Crash#2100000303). I responded to Tedeschi's located at 98 Winchester Street, Newton in an attempt to recover surveillance footage of the crash. I spoke with the owner who allowed me access to review footage from the date and time of the crash. At approximately 1223 hours a black/dark blue Volkswagon sedan is observed entering the Tedeschi's parking lot from Dedham Street (N). The vehicle is observed taking a wide left turn around another vehicle that enters the parking lot from the Winchester Street entrance (E). The front passenger side bumper/fender area of the Volkswagon crashes into the rear passengers side of MV1 (NY: HXZ4415). The Volkswagon is then observed leaving the parking lot (W) out of the Winchester Street side of the lot. The Volkswagon then leaves view of the camera. The Volkswagon's back rear window has white lettering on the bottom. I searched CopLink for registration matches from the Newton area that contain characteristic from the reported registration provided by a witness. MA: 826PH4 comes back to a blue Volkswagon Passat registered to Ms. Joanne Medoff (S95046822) with an address out of 115 Upland Avenue, Newton. This address is 0.1 miles away from where the crash took place. I arrived at 115 Upland Avenue and observed a dark colored Volkswagon Passat (MA: 826PH4) parked in the driveway. This vehicle had moderate recent damage to it's front passenger side bumper/fender area that would be consistent with the crash from Tedeschi's. This vehicle also had the same white lettering present on the bottom of the rear window as the vehicle in the surveillance footage. I rang the doorbell to this address and spoke with Mr. Colby Medoff (S13831145). Mr. Medoff stated the vehicle in the driveway is his but it is registered to his mother. Ms. Medoff came to the door and I explained the circumstances for me speaking with them. After speaking to Mr. Medoff, he admitted to being the operator of the Volkswagon when it crashed into the rear passenger side of MV1. I asked Mr. Medoff why he did not stop and provide his information to the owner of the other vehicle. Mr. Medoff stated he was scared. Mr. Medoff was provided with Massachusetts Uniform Citation 990226AA in hand for Chapter 90, Section 24 (Leaving the Scene of Property Damage). Mr. Medoff was advised. Photos of the Volkswagon and media from the Tedeschi's surveillance footage were submitted to the IT Bureau. Mr. Medoff's information was added to this report to reflect him being the operator of MV2. I contacted the party in possession of MV1, Mr. Jason Medley, and advised him. The parking lot of Tedeschi's is private property but the public does have a right of access to the property.

On Monday, June 28, 2021, while assigned to Traffic unit N525, I was entering my marked cruiser to leave the parking lot at the rear of 1321 Washington Street, Newton. The rear parking lot of the police station features a public right of access, but is restricted for authorized vehicle. There are signs posted at both entrances to the parking lot stating, "RESTRICTED AREA Newton Police Department Authorized Vehicles Only Beyond This Point. As I entered my cruiser, I observed a red 2020 Jeep Wrangler (CT: AX89516) parked directly across from my cruiser facing Eastbound. This vehicle was not parked in a marked parking spot and was the last vehicle in the parking lot from the Cherry Street entrance on the North side of the lot. I observed that the front bumper of this vehicle made contact with the rear bumper area of a parked 2018 Tesla Model 3 (EV3617 ). I exited my vehicle and walked over to the vehicles to investigate if a crash had occurred. I observed a black male party sitting in the front passenger seat of the Jeep. The driver seat was vacant. The Jeep had its driver door and passenger door windows rolled down. The vehicle was not running and there were no keys in the ignition. As I approached the passenger side door, the male passenger appeared to be asleep and I could detect a moderate odor of alcoholic beverage emanating from the passenger seat area. I woke up the passenger and inquired where the driver of the vehicle was. The passenger identified himself by his Connecticut ID as Masengo Kabongo (#178372788). Mr. Kabongo stated his cousin Marcel was the operator of the vehicle and they had pulled into their current parking spot so Marcel could run an errand. Mr. Kabongo stated he did not know where his cousin was, and he could not locate his phone to contact his cousin. I asked Mr. Kabongo if he was aware he was parked in the Newton Police Station parking lot and that the vehicle he was sitting in crashed into an employee's vehicle parked in front of them. Mr. Kabongo stated he was not aware. Mr. Kabongo appeared to be very confused with the situation and continued to state he did not know why they were there and where his cousin was. The registered owner of the Tesla arrived and assessed the damage to his vehicle. I observed minor damage to the rear bumper area to MV2. There was also minor damage to the front bumper of MV1. The owner of MV2 was able to review footage of the crash from his vehicles exterior surveillance system. While viewing this video with him, I observed MV1 enter the Newton Police Department parking lot from Cherry Street and pull right behind MV2. MV1 appeared to be occupied by two black males at this time. One in the passenger seat and one in the driver seat. MV1's front bumper area is then observed crashing into the rear bumper area of MV2. The Newton Police Department IT Bureau was able to observe the crash from a surveillance camera affixed to the Newton Police Department maintenance garage (facing Cherry Street). The video captures MV1 entering the parking lot and crashing into the rear of MV2. A black male with light colored shorts and a dark T-shirt is observed exiting the driver side door and walking away from the area up Cherry Street (S) to Washington Street. I explained to Mr. Kabongo that the crash was captured on our surveillance system and that his cousin appeared to be the operator. Mr. Kabongo stated his cousin was currently in Newton District Court being arranged for a previous incident (Report #21027283). I looked up recent bookings for NPD and I observed a party matching the name Mr. Kabongo provided. On Friday, June 25, 2021. Mr. Marcel Mengue-Ngoumou was arrested and cited by the Newton Police Department for OUI (Subsequent Offense), Negligent Operation, Marked Lanes, Open Container, and Unlicensed Operation. I contacted the Newton Police Department Court Prosecutor, Officer Hagopian, to see of Mr. Mengue-Ngoumou was still present in Newton District Court. Officer Hagopian stated he contacted the court and Mr. Mengue-Ngoumou was waiting to be arraigned. Myself and Officer Hagopian responded to Newton District Court to try and speak with Mr. Mengue-Ngoumou. Upon entering Session 1 in NDC, the lone individual sitting in the gallery was a party matching the description of the party from the surveillance footage. I spoke with Assistant District Attorney Nathan Stetson who was present in the court room. I apprised him of the current incident that Mr. Mengue-Ngoumou was involved in and told him I was going to speak with him. Mr. Mengue-Ngoumou at this time was sitting on the second to last bench on the left side of Session 1 as you walk into the courtroom. The exit to the courtroom was behind him. I approached Mr. Mengue-Ngoumou from the front of the courtroom and explained to him that I had just spoken to his cousin in the parking lot of the Newton Police Department. I explained to him the vehicle his cousin was sitting in had crashed into a parked vehicle belonging to a Newton Police Department employee. I explained to Mr. Mengue-Ngoumou that his cousin had identified him as the operator of the vehicle. I then asked Mr. Mengue-Ngoumou who was operating the vehicle when they were traveling to court today. Mr. Mengue-Ngoumou stated he was the operator. I asked Mr. Mengue-Ngoumou if he knew he had parked in the Newton Police Department parking lot. Mr. Mengue-Ngoumou stated he did not. I asked Mr. Mengue-Ngoumou if he knew he crashed into a parked vehicle in the parking lot. Mr. Mengue-Ngoumou stated he did not. I asked Mr. Mengue-Ngoumou if he knew he was not supposed to be operating a vehicle because of his incident from the other night and his license being suspended. Mr. Mengue-Ngoumou stated he did. I apprised ADA Stetson to my conversation with Mr. Mengue-Ngoumou. Mr. Mengue-Ngoumou was issued Massachusetts Uniform Citation 054528AB in hand for Chapter 90, Section 23(K) (Operating a MV after suspension, subsequent offense), and Chapter 90, Section 24 (Leaving the Scene of Property Damage). Mr. Mengue-Ngoumou knowingly crashed into MV2, parked his vehicle, took the keys from the ignition, and left the area with out making an effort to contact the owner of MV2. The 2020 Jeep Wrangler from the crash was removed from the Newton Police Department parking lot by Tody's towing. A towed MV form was completed and submitted. Washington Street and Cherry Street are both public ways maintained by the City of Newton.

On Tuesday, August 3, 2021, Mr. Robert Drukman (S19413060) contacted the Newton Police Traffic Bureau to report a past hit and run crash. Mr. Drukman stated the crash occurred on Monday, August, 2, 2021, at the Jewish Community Center located at 333 Winchester Street, Newton sometime around 1600 hours. Mr. Drukman stated his vehicle was parked unoccupied in the parking lot and was struck by another vehicle. Mr. Drukman stated his 2017 Subaru Forester (MA: WA1/UIY) had damage to the driver side rear fender. Mr. Drukman stated a passersby forwarded pictures of the other vehicle involved in the crash. The other vehicle is a 2016 BMW 5 series (MA: 1691DR) registered to Mr. Richard Parker (S75189008). Mr. Drukman forwarded me the pictures he received and there is damage to the front passenger side bumper/fender area of this vehicle. These photos were submitted to the IT Bureau to be added to this report. I spoke with Mr. Parker via telephone. Mr. Parker stated he was operating his vehicle in the parking lot of the JCC at the time and date of the crash. Mr. Parker acknowledged his vehicle made contact with another vehicle while he was attempting to park. Mr Parker stated after making contact with the other vehicle, he exited that parking spot because it was too tight and parked in another parking spot. Mr. Parker stated there is no new damage to his vehicle and the damage I described in the pictures Mr. Drukman forwarded to me was old. I advised Mr. Parker that I was citing him for leaving the scene of property damage. Mr. Parker admitted to crashing into MV1 as he was attempting to park in the JCC parking lot. Mr. Parker knowingly made contact with another vehicle and made no effort to exchange information with the owner of the vehicle he crashed into. The pictures submitted by Mr. Drukman of his vehicle show obvious fresh damage as a result of a crash. After completing my investigation, Mr. Parker will be mailed Massachusetts Uniform Citation 089044AB for Chapter 90, Section 24 (Leaving the Scene of Property Damage). The public does have a right of access to the parking lot for the Jewish Community Center located at 333 Winchester Street, Newton.

On Wednesday, September 1, 2021, while assigned to Traffic unit N525, I responded to the Newton Centre Municipal Parking Lot (797 Beacon Street, Newton) for a report of a motor vehicle crash involving a pedestrian with a potential head injury. The weather at the time of the crash was cloudy and overcast. The road surface at the time of the crash was dry. The Newton Centre Municipal Parking Lot is open for public travel and use and is maintained by the City of Newton I spoke with the operator of the 2016 Audi 32 (MA: 4PL345) involved in the crash, Mr. Peter Schiller (S26414610). Mr. Schiller stated he entered the Newton Centre lot from Langley Road and made a right turn to enter the back row of parking stalls. Mr. Schiller stated he then took a left turn into the parking area to look for a spot. Mr. Schiller stated he did not see the pedestrian in the roadway in time and his vehicle's front end crashed into the pedestrian. Mr. Schiller estimated the crash happened right near the first car parked in the row closest to where he entered. I showed Mr. Schiller the believed area of impact was actually 3 car stalls in, and the crash occurred in the middle of the travel way. I asked Mr. Schiller if he has any medical conditions or takes any medication that would effect his ability to operator a motor vehicle. Mr. Schiller stated he does not. Mr. Schiller reported no injuries as a result of the crash. I observed very minor damage to the front hood/bumper/fender area of his vehicle from where the crash took place. I did observe soil covering the hood area. The injured pedestrian was carrying a plant with soil in the pot. I asked Mr. Schiller if he could recall where he made contact with the pedestrian or how the pedestrian ended up in front of his vehicle. Mr. Schiller stated he thought the injured pedestrian was running towards his car when the made his turn. I spoke with a witness that remained on scene, Mr. Nicholas Ryland. Mr. Ryland stated he was walking in the Newton Centre lot while pushing his daughter in her stroller. Mr. Ryland stated he observed MV1 enter the lot from Langley Road and took the right turn into the lot at a high rate of speed. Mr. Ryland stated he stopped with the stroller next to the first vehicle parked in the roadway where the last parking stalls begin. The MV1's driver side operated past Mr. Ryland's left side, took a left turn, and then Mr. Ryland stated he heard the crash. The crash took place in the middle of the roadway in between the parking stalls to the East and West of MV1. I responded to Brigham and Women's Hospital in Boston to follow up with the pedestrian injured in the crash, Ms. Sophia Alexandridies (S49399467). Ms. Alexandridies was transported to the emergency department by Fallon Medics with multiple injuries including a head injury. Due to Ms. Alexandridies's injuries, I was unable to obtain a statement from her about the events of the crash. I spoke with Ms. Alexandridies's daughter, Christina, in the emergency department. Christina stated Ms. Alexandridies suffered a head injury, along with possible broken ribs and an injury to her left shoulder. Most of the injuries reported are on Ms. Alexandridies's left side, the presumed area of impact with the vehicle. Due to the circumstances of this crash, and Mr. Schiller being involved in another surchargeable crash on April 28, 2021, a Request for Immediate Threat License Suspension was submitted to the Registry of Motor Vehicles at DCUImmediateThreat@massmail.state.ma.us. Mr. Schiller is also being cited with Massachusetts Uniform Citation 119853AB for Newton City Ordinance Chapter 19, Section 75 (Fail To Use Care). On September 2, 2021, I contacted Mr. Schiller to provide him with additional information about the crash. Mr. Schiller stated he did not realize Ms. Alexandridies was injuried in the crash. Mr. Schiller also stated he has no recollection of being involved in a crash in April. Mr. Schiller was advised to contact his insurance company to inquire about his last crash. Photos were taken of the area and MV1 and submitted to the IT Bureau. I canvassed the area for survellance footage of the crash with a negative result.

On 09/01/2021 from 07:00 hours to 14:00 hours I worked a paid detail for AR Belli Inc, a general contractor at 870 Walnut St. Walnut St is a public way in the City of Newton. At 11:33 hours I observed MA passenger registration 1NDV86 a 2015 Chevrolet Silverado pick up truck driving south bound on Walnut St across from number 870. I observed that the Chevrolet was operated by Edmilson Ramos. I observed Ramos's truck's passenger side mirror strike the driver's side mirror of a vehicle owned by AR Belli that was parked unoccupied in a coned off work zone facing south bound on Walnut St across from number 870. The AR Belli owned vehicle that was struck was MA commercial registration N82544 a 2010 Ford F250 pick up truck. After the crash Ramos pulled his vehicle to the side of the road and exited it. I spoke with Ramos who stated to me that Spanish was his primary language. An employee of AR Belli that was fluent in Spanish translated for me. Ramos stated that he has resided in Ashland for the past 7 years and that he does not have a MA driver's license. Ramos stated that the truck he was driving was his and was registered to his company , Ramos Carpentry Services. Ramos produced for me a Driver Authorization Card issued by the Nevada Department of Motor vehicles that was issued on 02/06/2020 and listed a Las Vegas address ( 5419 W Tropicana Ave apt 820 ). Promptly stated across the front of the card is " not valid for identification " . Ramos could not answer how and when he obtained the card and if he ever resided in Nevada. I consulted the Nevada DMV web site while on scene and discovered that the state of Nevada issues Driver Authorization cards to " Nevada residents who cannot meet the proof of identify requirements for a driver's licenses " and that the cards " authorize the holder to drive a motor vehicle on Nevada public streets and highways." In the FAQ section it states that the cards are not valid out side of Nevada. It should be noted that Ramos has been cited in MA twice for unlicensed operation of a motor vehicle in 2015 and in 2008 with an MA OLN of A15072684. Ramos also has an X number MA OLN of X 12918045 with no driver's history attached to it. I informed Ramos that I would be issuing to him via US mail MA Criminal Application T2016947 and citing him for a violation of MGL 90/10 operation of a motor vehicle with out a license. I explained to Ramos what action he needed to take at Newton District Court once he received the Criminal Application. Ramos stated that he understood. Ramos was advised to fill out a crash report and to contact his insurance company. Ramos called a licensed driver to take possession of his truck. A CJIS query of Ramos's Nevada Driver Authorization Card number ( 2106608101 ) revealed that it was active until 07/15/2024 and it also listed a PO Box ( 30833 Las Vegas NV 89173-3033 ) as the primary contact address.

On Thursday, September 23, 2021, while assigned to Traffic unit N525, I responded to the area of 358 Beacon Street, Newton for a report of a motor vehicle/bicycle crash with injury. The weather at the time of the crash was clear and sunny. The road surface was dry. Beacon Street is a public way maintained by the City of Newton. I spoke with the operator of the vehicle involved, Mr. Thomas Mogan (S29907615). Mr. Mogan stated he was operating his 2015 Jeep Wrangler (MA: 6EBH20) on Beacon Street (W) towards his residence of 358 Beacon Street. Mr. Mogan stated he observed a break in the traffic traveling on Beacon Street (E) towards Hammond Street in front of his driveway. Mr. Mogan took a left turn from the Westbound lane of Beacon Street to enter his driveway. While making his turn, his vehicle crashed into a bicyclist traveling on Beacon Street (E) in the marked bicycle lane in front of 358 Beacon Street. Mr. Mogan stated he did not see the bicyclist until the front passenger side fender/door area of his vehicle made contact with her. I observed minor damage to this area on his vehicle. Mr. Mogan reported no injuries. The injured bicyclist was identified as Ms. Louisa Palmer (S67185637). Ms. Palmer was treated on scene by Fallon Medics for injuries to her left wrist and ankle and transported to Brigham and Women's Hospital for further evaluation. Ms. Palmer was wearing a helmet at the time of the crash and I observed her blue Bianchi Pista bicycle resting on the sidewalk in front of 358 Beacon Street. The bicycle had minor damage in to it's front wheel area and fresh scrapes near the handlebars. I transported the bicycle to Ms. Palmer's residence. I responded to Brigham and Women's Hospital in Boston and spoke with Ms. Palmer in the Emergency Department. Ms. Palmer stated she was riding her bicycle on Beacon Street (E) towards Boston College. Ms. Palmer stated she was riding in the marked bicycle lane with the motor vehicle traffic to her left. Ms. Palmer stated she observed a break in the traffic on Beacon Street ahead of her, and then a Jeep entered her travel lane after it took a left turn from the Westbound travel lane on Beacon Street right in front of her. Ms. Palmer stated her left side crashed into the front passenger side wheel/hood area. Ms. Palmer stated she then fell to the roadway. Ms. Palmer stated she has injuries to her left wrist/arm area, her left ankle, and her hips. I spoke with a witness to the crash, Ms. Kelli McCusker. Ms. McCusker stated she was traveling on Beacon Street (E) towards Boston College at the time of the crash. Ms. McCusker stated there was heavy traffic in the area as she observed a bicyclist travel by the passenger side of her car. Ms. McCusker stated there was a break in the traffic ahead of her in the Eastbound lane and she observed a Jeep in the Westbound lane of Beacon Street make a left turn in front of the car in front of her. Ms. McCusker stated the Jeep and the bicyclist crashed into each other at this time. After speaking with all parties involved, Mr. Mogan did not yield to the right of way while Ms. Palmer was traveling on Beacon Street (E) on her bicycle. Mr. Mogan will be issued Massachusetts Uniform Citation for Chapter 90, Section 14B (Fail To Yield To Bicyclist on Turn). Photos were taken of the scene and submitted to the IT Bureau.

MV#1 was parked and unoccupied at the rear of the Franklin School, #125 Derby St on 10/18/21. According to school staff, sometime around 12:30PM another MV that was parked in the rear lot attempted to back out of their parking spot and struck MV#1. School staff states the crash is on video and they are trying to determine the identity of the operator. The operator of MV#2 is believed to be a visiting nurse. Request this hit & run to be followed up by the Traffic Bureau. Traffic Bureau update (Officer Gaudet): On Tuesday, October 26, 2021 I made contact with the Franklin School to follow up with this crash. The staff there stated they have surmised the operator that left the scene with out exchanging information was a Covid tester that has been assisting with elementary schools in the city. The only information they had was that his name was Alan. The staff stated they were in the process of figuring out what school Alan was going to be at today and they would provide him with my contact information. A short time later, I received a phone call from a party named Alan Chua. Mr. Chua stated he was the operator involved in the crash on 10/22/21 at the Franklin Elementary School. Mr. Chua stated he was backing out of a spot in the parking lot behind the school when the rear of his vehicle crashed into MV1, which was parked and unoccupied in the lot. Mr. Chua stated he had an engagement he had to go to so he left the area and did not stop to exchange information or attempt to find the owner of MV1. Mr. Chua stated he is not sure if there is any damage to his vehicle as a result of the crash. Mr. Chua reported no injuries as a result of the crash. Mr. Chua was advised and will be mailed Massachusetts Uniform Citation 173173AB for Chapter 90, Section 24 (Leaving the Scene of Property Damage) and Newton City Ordinance Chapter 19, Section 75 (Failure to Use Care).

A LICENSED OPERATOR SHOWED UP ON SCENE AND TOOK POSSESSION OF MV2. HE ALSO HELPED TRANSLATE FOR THE OPERATOR OF MV 2 WHO DID NOT SPEAK ENGLISH. On Wednesday, November 24, 2021, while assigned to Traffic unit N525, I responded to the area of 1121 Washington Street, Newton for motor vehicle crash. Washington Street is a public way maintained by the City of Newton. The weather at the time of the crash was clear and sunny. The road surface was dry. The operator of MV1, Mr. Michael Leone (SA4940776), stated he was operating his 2013 Dodge Challenger (MA: 2HZW73) on Washington Street (E) towards Armory Street. Mr. Leone stated a vehicle parked on the right side of the street pulled out from it's parking spot to merge into traffic and crashed into the front passenger side of this vehicle. Mr. Leone and his passenger reported no injuries. I observed damage to the front passenger bumper/fender/wheel/door area of MV1. The operator of MV2, Mr. Chad Natichioni (AZ: D08314037), stated he was operating a 2020 Nissan Rogue (MA:7BH214) at the time of the crash. Mr. Natichioni stated he was parked across from 1149 Washington Street in the Eastbound parking area. Mr. Natichioni stated when he attempted to merge into the Eastbound travel lane of Washington Street, the front driver side area of his vehicle crashed into MV1 as it passed. MV1 had the right of way in the travel lane at the time of the crash. Mr. Natichioni apologized and stated he was at fault for the crash. I observed damage to the entire front end of MV2. Tody's towing responded and removed the vehicle from the roadway. No injuries were reported by Mr. Natichioni and his passengers. As a result of the collision, Mr. Natichioni was cited with Massachusetts Uniform Citation 203616AB for Newton City Ordinance Chapter 19, Section 75 (Fail to Use Care).

On Thursday, January 20, 2022, while assigned to Traffic unit N525, I responded to the area of 1446 Beacon Street, Newton for a report of an MVA involving a City of Newton contracted school bus. The weather at the time of the crash was light rain. The road surface was wet. Beacon Street is a public way maintained by the City of Newton. I spoke with the operator of MV1, Mr. Ralph Ghera (S43446773). Mr. Ghera stated he is a driver for JSC Transportation (contracted by the City of Newton) and was picking up a student to transport them to Newton South High School. Mr. Ghera stated his vehicle, a 2019 Ford Transit Van (MA SPN: 109403 ), was parked in front of Beacon Street (E) with it's red flashing lights activated while Ms. Ella Glennon was entering the vehicle for transport. At this time, MV2 (2020 Lincoln Aviator (MA: 3AB494) travelled past MV1 Eastbound on Beacon Street and disregarded the flashing lights that were activated on the van. MV2's front passenger side door mirror made contact with MV1's front driver side door mirror. I observed very minor damage to the mirrors on both vehicles. No injuries were reported. I spoke with Ella's father, Ian Glennon, on scene and made him aware of his daughters involvement in the crash. Mr. Glennon stated his daughter was not injured. Ella was then transported to Newton South by Mr. Ghera. The operator of MV2, Mr. Yipei Zhang (S13848781), was issued Massachusetts Uniform Citation 265793AB in hand for Chapter 90, Section 14 (Fail to stop for a school bus). Photos were taken and submitted to the IT Bureau.

On Thursday, February 3, 2022, while assigned to Traffic unit N525, I responded to the area of 281 Beacon Street, Newton for a report of an MVA/Pedestrian crash. The weather at the time of the crash was light rain. The road surface was dry. Beacon Street is a public way maintained by the City of Newton. I spoke with the pedestrian involved in the crash, Ms. Sharon Sabin. Ms. Sabin stated she entered the roadway to cross near 281 Beacon Street (S to N). Ms. Sabin stated she believes she was in the marked crosswalk at this time. Ms. Sabin stated she observed a vehicle to her left stop to let her cross. Ms Sabin stated a the second vehicle (MV1) did not stop and made contact with the tips of her boots. Ms. Sabin was evaluated by Fallon Medics and signed a patient refusal. Ms. Sabin report no injuries. I observed no damage to the boots Ms. Sabin was wearing at the time of the crash. I spoke with the operator of MV1, Ms. Hallie Geller. Ms. Geller stated she was operating her 2014 Toyota Prius (MA: 2AS375) in the area of 281 Beacon Street when a police vehicle with it's emergency lights and siren approached her from behind. Ms. Geller stated as she attempted to pull over to the right side of the road so the cruiser could pass, Ms. Sabin stepped into the crosswalk. Based on my observations, it is unclear if MV1 made contact with Ms. Sabin's toes. Due to the external circumstances of Ms. Geller attempting to pull over so an emergency vehicle could pass, I will not be issuing her a citation for the incident.

Operator 1 states he was walking to his vehicle in the parking lot at 999 Watertown St (CVS Pharmacy) when he saw that a vehicle in the parking space to the left of him was too close to his vehicle, preventing him from being able to enter. Operator 1 asked operator 2 if he could back up to create space and when operator 2 reversed, the back passenger side of his vehicle scraped against the left side of vehicle 1's bumper. Operator 1 then asked operator 2 for his registration, operator 2 offered money and then left the parking lot without exchanging information. Upon making contact with operator 2, he stated he was the operator of vehicle 2 and admitted backing up into vehicle 1. Operator 2 stated he was scared to give his information because he does not have a driver's license and he left the area. I observed minor damage to on the left side of the rear bumper on vehicle 1 and minor damage to the right side of the rear bumper of vehicle 2. I issued operator 2 Massachusetts Uniform citation: T1445618 for the following: MGL Ch. 90 Sec. 24 Leaving the scene after a collission with property damage MGL Ch. 90 Sec. 10 Unlicensed Operation of a motor vehicle

Mv#1, observed by a witness, had just backed up and knocked over a City flashing beacon crosswalk sign pole in front of 15 Cypress St. The witness observed #1, a Ryder truck, drive forward, bearing NH reg 497 0874 and turn around. The witness stated she saw the operator stop across the street and stare at the downed pole for a few moments. The operator was then observed drive away onto Centre St. #1 operator was soon after identified as a delivery driver who had just made a delivery at 15 Cypress at a neighboring office. I made contact with the driver from on scene and he returned to the scene. VEHICLE #2 STATES HE WAS TRAVELING N-BOUND ON WALNUT ST. BEHIND VEHICLE #1. HE STATES VEHICLE #1 STOPPED ABRUPTLY AND HE WAS UNABLE TO AVOID HITTING HER VEHICLE. NEITHER VEHICLE HAD VISIBLE SIGNS OF DAMAGE. DRIVER OF VEHICLE #1 STATED HER LEFT ARM HURT BUT REFUSED TO HAVE THE MEDICS EXAMINE IT OR GO TO THE HOSPITAL TO HAVE IT EVALUATED. VEHICLE #2 REPORTED NO INJURIES. ALL PARTIES ADVISED TO CONTACT THEIR INSURANCE COMPANIES. WHILE INVESTIGATING THE DRIVER OF VEHICLE #2 I DETERMINED THAT HIS GUATEMALAN LICENSE HAD EXPIRED AND HE WAS NOT LICENSED IN MASS. AS A RESULT HE WAS GIVEN CITATION NUMBER ( T2080811 ) AND ISSUED A CRIMINAL APPLICATION FOR ( 90/11, UNLICENSED OPERATOR ). CLEARED WITHOUT FURTHER INCIDENT.

On Saturday 06/25/22 at approximately 1508 hours while assigned to patrol sector n498 operating marked unit n503 I was dispatched to the area of Rt 9 Eastbound and Walnut Street (Both public ways in the City of Newton) for a report of a 2 car motor vehicle crash. Upon arrival I spoke with the operator,(BROWNE Sarah Ann) of MV#1(MA REG 514HH4) who states that she was stopped at the stop sign at the intersection of Rt 9 Eastbound. She was attempting to enter Rt 9 Eastbound waiting for traffic to clear when she was struck in the rear by motor vehicle#2. After speaking with BROWNE I spoke with the operator, (REED Ethyn) of MV#2, (NY REG JNZ6912) who states he was behind MV#1 also attempting to get on to Rt 9 Eastbound. He states he saw MV#1 pull forward and at that point he looked over his left shoulder to see if traffic was clear. He saw a clearing and began to accelerate forward not realizing that MV#1 had not yet entered traffic, striking MV#1 in the rear. While on scene REED gave me registration papers that were not matching his vehicle, therefore, I queried the license plate, REED's drivers license and VIN number. REED's license plate, (NY REG JNZ6912) came back to a 1999 Brown Toyota Camry, however this license plate was attached to a 2011 White Honda Civic belonging to Luis Rios. Subsequently I queried the Vin number on the vehicle (2HGFA1F88BH525771) Which came back to the vehicle on scene, a 2011 White Honda Civic owned by REED with a suspended registration due to invalid proof of insurance. Finally I queried REED's California Drivers License (Y2616596) which came back as EXPIRED with a status of "Withdrawn Pending PDPS Clearance". While I was conducting the investigation Tody's was en route to tow the vehicle. Due to the damage from the crash the vehicle was inoperable. I informed REED the vehicle was being towed due to the damage and for not having insurance. I explained to REED I would further investigate the status of his license and the vehicle and Mail him the citation once my investigation was complete. At this time I am issuing Massachusetts Uniform Citations T3044941 and T3044942 for the following offenses: C90 S23 Attaching Registration Plates C90 S34J Operating a MV without Insurance C90 S9 Operating Unregistered MV C90 S10 Operating without a License I also confiscated the New York Registration plate, JNZ6912, and placed it into property and evidence locker #1. Operator of vehicle one stated that while passing parked vehicle two the right side of the his vehicle scraped up against vehicle two's front driver's side bumper. Vehicle two was a City of Newton DPW truck that was parked in front of 367 Albemarle Rd waiting to block off the street for the Fourth of July fireworks at Albemarle field. Vehicle one's operator stated that he could not pull to the side of the road after the crash because of heavy traffic due to the Fourth of July activities in the area. He did stop at his residence approximately two blocks from the crash area. Vehicle one had damage to the passenger side front and rear as well as the rear bumper. None of the occupants of vehicle one stated that they were injured. The owner of vehicle one had concerns about the amount of room that the DPW tuck took up on the roadway. It should be noted that a City of Newton DPW worker measured out the length of the roadway from the truck's front bumper to the grass line and it was 11 1/2 feet. According to the General Motors web site the width of vehicle one is 6 feet 7 inches. Operator of vehicle two stated that he was sitting in the driver side of the truck when vehicle one passenger side scraped up against it, and that he was not injured. Vehicle two front bumper had damage to it. It took photos of both vehicles and forward the disk to the NPD's IT Bureau for downloading. I issued operator of vehicle one MA Uniform Citation T 3045462 and cited him for a violation of City of Newton Ordnance 19/75 failure to use care while passing. Albemarle Rd is a public way in the City of Newton.

On 07/07/22 at 11:44 hours, I (Traffic Unit # 523) responded to 68 Wyman Street Apt. # 5 for a past motor vehicle crash involving a pedestrian that occurred on 06/09/22 at 808 Beacon Street. This area of Beacon Street is a public way maintained and owned by the City of Newton. The weather at the time was 81 degrees and partly cloudy (wunderground.com). The road conditions at the time were dry. On arrival, I spoke to the pedestrian involved in the crash identified as Thomas Jones. He stated the crash took place on 06/09/22 approximately between the hours of 14:05 and 14:10. He further stated that this occurred at 808 Beacon Street while he was crossing Beacon Street near the Bank of America. He says that he pushed the button to activate the crosswalk yellow flashing signal lights. It should be noted that I am familiar with this location and it does have a marked crosswalk on both sides of 808 Beacon Street with yellow flashing signals that can be activated. Once activated, he says a vehicle traveling eastbound on Beacon Street stopped for him. He then entered the crosswalk from the eastbound side of Beacon Street going across the street with his walking cane. He kept walking in to the westbound travel lane of Beacon Street when he was suddenly struck by a motor vehicle. Thomas could not provide what type or color of the vehicle. As a result, Thomas fell forward and was knocked down to the ground on both hands and knees. He also says that his right cheek and eyeglasses struck the pavement which damaged the lens to his glasses. He sustained a bruised (black and blue) right eye. He says approximately seven days later he started having neck pain to which he has been receiving medical attention for. He also states an upper right side tooth implant fell out of his mouth. After the crash, he states he was helped up by two unknown bystanders. An elderly white female who was operating the vehicle that struck him approached him. Thomas says that the female told him that she did not see him crossing the street as she was looking down and not up at the time. She provided him with her name of Jill Levin and her telephone number before leaving. Thomas states he was wearing gray colored khaki pants, sneakers, and a light blue t-shirt at the time of the crash. Next, I attempted to call the number for Jill Levin and left her a message to call me back. At approximately 14:45 hours on this date, Ms. Levin came in to NPD Headquarters and spoke to me. I asked her if she was involved in a accident during the month of June. She stated that there was an incident on a Thursday approximately three weeks ago in June of 2022 at approximately 14:30 hours. She says she was driving her 2013 Lexus 450RX color gray bearing MA reg. # 6RK464 westbound on Beacon Street near address number 808. She saw an older male crossing in the crosswalk and she says that she stopped for him. The male then suddenly fell down in front of her car. She states that she never struck him with her vehicle. She then got of her vehicle and asked him if he needed any assistance to which he replied that he was fine and did not need anything. He provided his name to her. She then provided her name and phone number on a piece of paper. I asked Ms. Levin why she would provide her information to Mr. Jones if no accident occurred. She replied that it was the right thing to do as far as checking on him and seeing if he needed any assistance. I then inquired why Mr. Jones would alledge that she stated to him on scene that you did not see him crossing the street. Also, that you were looking down and not up. Ms. Levin denied ever stating this to Jones. I then went outside and looked at her Lexus 450RX to check for any damage to the front end of the vehicle. I observed two small scratches to the passenger side front bumper which appear unrelated. The marks were indicative of white paint transfer from having contact with another vehicle. Ms. Levin did not know where the marks came from. I advised her that I would investigate this further and check to see if there is surveillance footage from the Bank of America or other source. After, I attempted to call Bank of America and could not reach anyone there. I will check the area and go to the bank on 07/08/22 during my next shift. On 07/08/22 at approximately 09:10 hours, I went up to 808 Beacon Street and observed no other surveillance cameras in the area. I went in to the Bank of America and spoke to the branch manager. He showed me the multiple camera angles they have, but none show out in to Beacon Street. As a result of this investigation and the statements made by both parties, I believe that Mr. Jones was struck by Ms. Levin's vehicle. The fact that Ms. Levin got out of her vehicle to check on Jones and provide her information to him even though she claims no accident took place is highly unlikely. Therefore, I am issuing Ms. Levin MA Uniform Citation # 507419AB for Chapter 89/11 Crosswalk Violation. The citation was mailed out on 07/08/22. I spoke to Ms. Levin on the phone explaining a citation was issued and mailed to her.

On Tuesday, July 19, 2022, while assigned to unit N496, I responded to the area of Beacon Street and Dalton Road, Newton for a report of a crash involving a pedestrian. The weather at the time of the crash was clear and sunny. The road surface was dry. Beacon Street and Dalton Road are both public ways maintained by the City of Newton. I spoke with the operator of the vehicle involved, Ms. Svetlana Shur (S58558433). Ms. Shur stated she was operating her 2007 Toyota Camry (MA: 852KY1) out of the parking lot next to 714 Beacon Street, Newton. Ms. Shur stated she approached the intersection and her attention was focused to her left as she was attempting to merge onto Beacon Street. Ms. Shur stated when she started to make her turn, she crashed into a crossing female pedestrian. Ms. Shur and her passenger, Mr. Leonid Shur reported no injuries. I observed minor damage to the front passenger side of MV1. I spoke with the pedestrian involved in the crash, Ms. Sonig Varadian. Ms. Varadian stated she was crossing Beacon Street in the marked crosswalk (S to N) towards Dalton Road. Ms. Varadian stated as she was in the crosswalk, MV1 took a right turn out of the parking lot of 714 Beacon Street and crashed into her left side. Ms. Varadian stated she then rolled and fell onto the roadway. Ms. Varadian had numerous scrapes and cuts on her person as a result of the crash and signed a patient refusal with Newton Medics. A witness to the crash, Ms. Rebecca Fishman, stated she observed the crash as she was traveling on Beacon Street (W) towards Dalton Road. Ms. Fishman stated she observed the female pedestrian in the roadway crossing and observed MV1 take a right turn out of the parking lot to 714 Beacon Street and crash into the pedestrian. Ms. Shur was cited in hand with Massachusetts Uniform Citation 520381AB for Chapter 89, Section 11 (Crosswalk Violation).

The owner of MV#1 stated she parked her vehicle in the municipal parking lot located at 16 Hartford St. When she returned to her vehicle she observed MV#2 (Parked behind her vehicle) touching her rear bumper. The owner of MV#1 stated she had parked her vehicle approximately 1.5 hours ago and MV#2 was not parked behind her previously. The owner of MV#1 showed me her parking receipt (Parking space #5548) and it displayed a time stamp of 11:19 AM. The owner of MV#2 arrived shortly after and stated to me, "don't give me a ticket. I'm leaving". I stated to the owner of MV#2 that I responded for a vehicle accident and not for a parking violation. I showed the owner of MV#2 that the front of her vehicle was touching the rear of MV#1 and she stated that MV#1 hit her vehicle instead of the other way around. The owner of MV#2 stated she had parked her vehicle (Parking space #5549 ) approximately 40 minutes prior to my arrival but did not have a parking receipt because she never paid for parking. The owner of MV#2 stated she may not have been aware she made contact with MV#1 when she parked her vehicle. Both involved vehicles were unoccupied during this accident. both vehicle owners exchanged information and were advised to notify their insurance providers. There were minor/ non visible damages to the rear end area of MV#1 and minor/ non visible damages to the front end of MV#2.
