At approximately 0922HRs on Friday, October 29, 2021, I was dispatched to 265 Washington St. for a motor vehicle crash with minor injury. Upon arrival, I observed MA Pass: 1ZCM56 parked almost in the on-ramp to I90, causing a potential safety hazard for drivers attempting to enter/exit the highway. The vehicle's driver's side headlight was broken, its front bumper/driver's side fender was partially dislodged and there were scratches and dents in the general area of impact. Parked in front was MA Pass: 2CHV64, which displayed a large scrape on its passenger's side rear bumper, gouges missing from around the wheel well and scratches through the general area of impact. Both vehicles were owned by the operators. The first of which being operated by Marineyde Oliveira (OLN: no status/NRE) and the second of which being operated by Brittany Rivera (MA OLN: S95463618). With the translation assistance of Officer Calderon, I spoke with Marineyde, who stated she was traveling westbound on Washington St., by the entrance to I90. At this time, she attempted to change one lane to the left, when she struck Brittany's vehicle in the rear. Upon requesting her driver's license, Marineyde stated she did not have one.. Upon speaking to Brittany, she stated she was traveling westbound on Washington St., in the lane closest to the concrete island, just before the entrance of I90. It was at this time that Marineyde entered her lane, striking her vehicle in the rear. Brittany stated she then pulled over and exited her vehicle, past the on-ramp and it appeared Marineyde initially was going to drive away without stopping. Brittany then began to signal her to stop by waving both of her arms and Marineyde parked behind her. Brittany, a Spanish speaker herself, asked Marineyde for her driver's license in Spanish, after she watched Marineyde exit the driver's seat, but Brittany was told she did not have one. Because Brittany was concerned that Marineyde initially appeared as if she was going to hit-and-run and because Marineyde did not have a Driver's License, she elected to call The Newton Police. It should be noted that Brittany was complaining of neck pain and stated she would drive herself to Newton-Wellesley Hospital; she signed a patient refusal. Due to Marineyde admitting to me that she was driving without a license, Brittany witnessing said illegal operation, the vehicle being registered to Marineyde and no other party being in her vehicle, I initially placed her under arrest for violating one count of MGL Ch. 90 S. 10 (Operating With Out A License). She was handcuffed behind her back, double locked and placed in the cruiser for transport. Officer Calderon began to transport her to Newton Police Headquarters. However, after discussing the matter with Sergeant Poutas, we came to the belief that the "in the officer's presence" element of the crime would likely not be satisfied by the above, so Marineyde was released forthwith. She will be receiving MA Criminal Citation: T1445781 in the mail for the above offense, as she was already released from the station prior to my arrival. Officer Calderon explained everything pertaining to the initial arrest and that she will be receiving the criminal citation in the mail. This rotary/intersection is a particularly dangerous area, in which we respond to many crash reports. The area where MA Pass: 1ZCM56 was parked, was creating a potential hazard for motorists entering the highway, as well as the many motorists who often exit the ramp, where she was parked, to avoid accidentally entering the highway. Because of this, Todys Services removed the vehicle. Note: Washington St. is A Public Way in The City of Newton. I completed and filed an NPD Towed Motor Vehicle Form and cleared without further incident.

OPERATOR OF MV 1 STATED SHE HAD MERGED ONTO RIVER ST FROM AUBURNDALE AVE AT THE TIME JUST BEFORE THE ACCIDENT. MV1 STATED THERE WAS A TRASH TRUCK IN FRONT OF HER MV AND AS SHE WAS DRIVING AROUND THE TRUCK, MV 2 WAS ALSO TRYING TO DRIVE AROUND THE TRASH TRUCK AND MV 1'S DRIVERS SIDE FRONT COLLIDED WITH MV 2'S PASSENGER SIDE. OPERATOR OF MV 2 STATED THAT SHE WAS ON RIVER ST WHEN MV 1 WAS COMING OFF OF AUBURNDALE AVE ONTO RIVER ST AND TRIED GOING AROUND THE TRASH TRUCK AROUND THE SAME MOMENT. MV 2 STATED THAT SHE HAD THE RIGHT OF WAY. BOTH MV'S HAD MODERATE DAMAGE AND NEITHER VEHICLE REQUIRED A TOW. THE FRONT PASSENGER OF MV 2 WAS TRANSPORTED TO NWH BY MEDICS FOR FURTHER EVALUATION.

The owner of MV#1 stated they had parked their vehicle on 11/10 at 17:00 on the street in front of their home at 52 Kelveden Rd. This morning at 08:00 they discovered their vehicle had been struck. MV#1 sustained moderate damages to its driver's side front headlight area. MV#1 (MA REG 287ME6) is a blue colored vehicle. There were pieces of silver colored vehicle parts ( Body panels) laying near the point of impact and silver colored paint transfer on the front bumper of MV#1. I inspected the silver colored vehicle parts and could not locate any identifying part numbers. A search of the surrounding area showed negative results for possible involved vehicles. I did not observe any video cameras in the neighboring houses. On 11/13, the owner of MV#1 contacted me stating that one of his neighbors had a camera that captured a possible involved vehicle. The video was emailed to me and I reviewed it. The video showed on 11/10 at 01:52:52 a silver colored sedan drove by the camera. At 01:53:20 the video showed a silver colored sedan drove by in the opposite direction. At 01:53:38 a loud noise was heard. The video footage only shows a silver colored sedan with its driver's side fog light out and no other identifying markings. The owner of MV#1 was not able to provide the address or contact information of where the cameras were from but believes the house is located on Mossfield Rd. I have consulted with the traffic bureau and they will see if a followup is possible. Traffic Bureau update (Officer Gaudet): I reviewed the video submitted to Officer Setiabudi and I am not able to make out a license plate or any other identifying features of the vehicle aside from the fact that it is a gray sedan. The vehicle is not observed making contact with any other vehicles in the area. I canvased the area of 52 Kelveden Road and the surrounding streets for any gray vehicles with driver side damage. This canvass yielded a negative result.

OPERATOR OF MV 2 STATED THAT SHE WAS TRAVELING EAST ON WASHINGTON ST BEHIND MV 1 PRIOR TO THE ACCIDENT. MV 1 STOPPED IN THE RIGHT HAND TRAVEL LANE ON WASHINGTON ST IN FRONT OF THE WARREN HOUSE IN ORDER TO LET ANOTHER VEHICLE TURN LEFT ONTO WASHINGTON ST, AND MV 2 ALSO STOPPED. MV 3 (WHO WAS TRAVELING RIGHT BEHIND MV 2 ) DID NOT STOP AND REAR ENDED MV 2. DUE TO THE IMPACT FROM MV 3 STRIKING MV2, MV2 STRUCK MV1 FROM BEHIND AS WELL. MV 1 WHO INITIALLY STOPPED ON WASHINGTON ST IN ORDER TO LET A MV TURN LEFT OUT OF THE DRIVEWAY OF THE WARREN HOUSE, LEFT THE SCENE PRIOR TO EXCHANGING INFORMATION WITH THE OTHER INDIVIDUALS INVOLVED. A WITNESS IDENTIFIED AS KATE VELASQUEZ HELLER WAS ABLE TO TAKE A PICTURE OF MV1 WHICH INCLUDED THEIR LICENSE PLATE (MA REG 6NH642) AND IT SHOULD BE NOTED THEIR REAR WINDSHIELD WAS BLOWN OUT DUE TO THE IMPACT. THIS PICTURE, WHICH SHE TOOK ON HER CELL PHONE WAS EMAILED TO ME AND ATTACHED BY THE IT BUREAU TO THIS REPORT. THE VEHICLE BELONGS TO A FEMALE PARTY OUT OF BRIGHTON MA AND THE OWNER DOES NOT APPEAR TO HAVE A MA LICENSE. I HAD DISPATCH CALL BPD TO SEE IF THEY COULD GO BY THE ADDRESS TO SEE IF THE INVOLVED VEHICLE WAS THERE AND TO SEE IF THEY COULD RAISE ANYBODY AT THAT ADDRESS AND I NEVER GOT A RESPONSE REGARDING THIS ACCIDENT. IT IS UNCLEAR FROM THE PICTURE AND VIDEOS I VIEWED WHO IS OPERATING MV1. ALL THREE VEHICLES SUSTAINED MODERATE TO HEAVY DAMAGE. MV2 WAS TOWED BY AAA AND MV 3 WAS TOWED BY TODYS TO THEIR LOT. THE OPERATOR OF MV2 WAS TRANSPORTED TO NWH BY MEDICS TO BE FURTHER EVALUATED AND NO OTHER INJURIES WERE REPORTED. THE OPERATOR OF MV2 ALSO HAS A DASH CAM WITH 2 VIDEOS AND STATED THAT SHE WOULD EMAIL ME THE VIDEOS WHEN THEY HAVE A CHANCE. I VIEWED BOTH DASH CAM VIDEOS WHICH WERE EMAILED TO ME, AND IT CONFIRMS THAT MV 3 CAUSED THE ACCIDENT BY NOT STOPPING AND REAR ENDING MV 2. THESE VIDEOS WERE ALSO ATTACHED TO THIS REPORT BY THE IT BUREAU. UPDATE: ON 11/12/21 I RECEIVED A CALL FROM SALINA LOPES AND HER FRIEND WHO HELPED TRANSLATE FOR HER DUE TO A LANGUAGE BARRIER. SALINA CONFIRMED THAT SHE WAS THE PERSON DRIVING HER VEHICLE AT THE TIME OF THE CRASH AND SHE DIDN'T STAY ON SCENE BECAUSE SHE WAS NERVOUS. SHE WAS ADVISED SHE WOULD BE ISSUED A CITATION VIA MAIL FOR CH. 90 S.10 UNLICENSED OPERATION.

MV#1 was parked legally in a spot in the driveway of 76 Needham St. A large tractor trailer truck was parked in the parking lot. The truck driver (Safety Kleen Systems) waved to Operator #2 signaling it was safe for her to back up. Operator #2 then backed up into parked MV#1. MV#1 suffered minor damage to the back left and side. MV#2 suffered minor damage to the back left and side as well. The truck driver left the scene prior to my arrival. No injuries reported. Both vehicles were driven from the scene. I spoke with an employee of Needham St Cleaners. She did not have any further information about the truck other than a corporate phone number for Safety Kleen Systems 800-669-5740 out of Texas. She did not witness the accident.

The operator of MV#1 stated that she was traveling wesr on Washington St in the left hand (passing) lane when MV#2, who was entering Washington St from Woodland Rd crashed into the passengers side of MV#1. The operator of MV#2 stated that she was exiting Woodland Rd (east bound) and attempting to turn left onto Washington St. According to operator #2, the right hand travel lane on Washington St was clear of traffic and as she inched forward, crash occurred with MV#1. No injuries, no tows.

On Friday 11/12/2021 at approx 0719hrs, while assigned to N-496, I responded to an MVA in front of 1301 Centre in Newton. On scene, I observed MV2's front bumper still in contact with MV1's rear bumper. The operator of MV2, Ellen Wheeler, was hunched over inside her vehicle with her head resting on the driver side window. When I opened the door, she slowing raised her head and appeared disoriented. She did not know where she was and was unaware she was just involved in an accident. Medics and fire personnel placed Wheeler on a stretcher and she was transported to NWH. MV2, which sustained minor front end damage, was moved to the First Baptist Church parking lot at 848 Beacon St. The parish was notified that it would be parked there temporarily. Operator of MV1 said that she was stopped in traffic heading NB on Centre St when MV1 hit the back of her vehicle "very hard." MV1 sustained damage to its rear bumper but the accident did not disable the vehicle.
