On January 1, 2019 at approximately 02:18 hours I, Officer Guarino, responded to 78 Vine St. for a hit and run. I spoke to the operator of MV1, who told me that he was driving Eastbound on Vine St, he turned on his left directional and began to pull into his driveway at 78 Vine St. The operator of MV 2 attempted to pass MV 1 on the left hand side crashing into MV1. MV2 put the vehicle in reverse and left the scene. The operator of MV1 said that the front bumper of MV2 had fallen off in the collision with MA License plate 4KZ917 still attached. The owner of that vehicle lives in Boston, so Boston Police were notified. I attempted to make contact with the owner of MV 2 with negative results. Update January 1, 2019 16:15 hours: I was able to contact the owner of MV2, who admitted that she was the operator of the vehicle and that she was in the vehicle alone. The operator of MV2 said that the operator of MV1 was driving very slow and stopped in the right lane so she attempted to pass the vehicle. MV1 began turning and MV2 struck MV1. The operator of MV 1 said that she was nervous and left the scene because her phone died and attempted to contact the Newton Police in the morning. I am mailing citation T1441275 to Cecelia Spangenberg for MGL90/24C, leaving the scene of property damage. Photographs of the bumper have been submitted to IT to be attached to this report. The license plate was logged into evidence and placed into property and evidence locket #8.

Narrative:
On Sunday January 6, 2019 at approximately 1747hrs, I responded to the intersection of Pleasant Street and Centre Street for a report of a city motor vehicle crash. Upon arrival I located all vehicles pulled off on Pleasant Street about 50 feet from the Centre Street intersection. The City vehicle involved was Newton Police Cruiser N 496 ("MV #2") and it was driven by Officer S. Siegal. Siegal reported that he was directly behind MV #1 and observed the vehicle make a left turn onto Pleasant Street which was against the one way sign. Officer Siegal reports upon seeing this illegal turn he immediately turned his emergency lights and was trying to make a motor vehicle stop. The vehicle immediately stopped and while trying to back up and turn around, the vehicle backed into his cruiser. Officer Siegal reported that the vehicle was backing at just a few miles per hour. MV #1 was MA Reg. 3ZN523 a 2004 Nissan Sentra. This vehicle was operated by Huihui Tang. Tang reported that she was trying to go to CVS at that intersection when she turned onto Pleasant Street. Tang reported when the emergency lights were activated she tried to turn around and made minor contact with the police cruiser. During our conversation there was a bit of a language barrier and Tang appeared confused on why we needed to do a report. There was no injuries or any damage to any vehicle. Centre Street and Pleasant Street are Public ways in the City of Newton. Officer Siegal issued Tang MA Uniform Citation T0646880 for violating 19/85 for operating the wrong way. This citation was mailed to Tang. The initial citation issued on scene was later voided due to an address error. Officer Siegal also took pictures of both vehicles. Tang was advised on the process of what to do following a crash and reported she understood.

Mv#1 operator was travelling on Pleasant St E/B (one way). Near the end of Pleasant St, #1 reversed backing down Pleasant St the wrong way in order to reach the Pelham St Municipal Parking Lot driveway ( instead of continuing onto Centre St and turning onto Pelham St directly to reach the parking lot). While backing the wrong way, #1 veered into Mv#2 that was legally parked in a space on Pleasant St. #2 was sitting in her MV, not operating, at the time of the collision. #1 passenger side rear struck #2 driver's side front. Both MVs sustained moderate damage. No injuries. #1 was issued citation #T1443634 for CO Ch19/Sec 85 one way violation and Ch90/Sec 11 no license in possession.

On 05/04/19 at approximately 09:47 a citizen called in a vehicle that was parked on Elinor Rd near Woodcliff Rd with heavy damage. The anonymous caller stated the car had been parked there for at least 4 hours. Upon arrival Mass Reg #4FJ861 a 2004 Grey Honda Accord was spotted parked crooked in the road with its back bumper missing, bent drivers side rim and flat tire and large dent in the middle of the front bumper. Dispatch was able to get in touch with the vehicle owner Jaleh Jalili who stated her son Pouya Jalili was driving her car last night. While canvassing the neighborhood of Elinor Rd , Sgt. O'Connell was able to find a tire marks on a lawn and a downed "Sharp Bend" sign in front of #273 Dedham St. This crash site is approximately 1/4 mile away from where the parked car was found. I went to #273 Dedham St and witnessed fresh tire marks that went up on the curb onto the lawn of #273 Dedham St, over a vacant sign post hole and then a "Sharp Bend" sign that was half bent and then resting in the South brake down lane of Dedham St.. There was also a plastic black part of a car along with two (2) metal parts to the under side heat shield of an exhaust. The owner of #273 Dedham St was not home so I left a message on his door regarding this incident. Tody's was called and David showed up and towed the car from the scene. Officer Hagopian went to the residence of Pouya Jalili and spoke with him. Pouya told Officer Hagopian that he was involved in a spin out somewhere on Rt 9. in Wellesley and his bumper became detached. He then pulled into the CVS in Newton at #978 Boylston St where he pulled his bumper the rest of the way off. He then told Officer Hagopian that he continued down Rt 9 until he realized his car wouldn't make it any further and that's when he pulled off and parked on Elinor Rd. He then called a friend to pick him up and drive him home. On the way back to the station I stopped by #978 Boylston St with Officer Benes. He found a Grey rear bumper which is believed to belong to Pouya Jalili's car. I called David Donahue (Tow Driver) and asked that he look under the Honda to see if it had its heat shield. Donahue responded back that Mass Reg# 4FJ861 was missing its heat shield. I then drove to #93 Waltham St and spoke with Pouya Jalili with his mother Jaleh present. Pouya restated the same story he told Officer Hagopian and that he never struck anything in Newton nor was he drinking. Pouya said he might have been in a rush because he wanted to get home before his junior operator curfew. After finishing my interview with Pouya, I went to my cruiser and wrote Mass Criminal Citation #T1444231 for Ch 90/ Sec 24-Leaving the Scene of Property Damage (lawn and sign damage), Ch 90 / Sec 24-Operating to Endanger(putting the public at risk by driving up on the sidewalk) and Ch 89/ Sec 4a- Marked Lanes Violation (crossing Dedham St marked double yellow lines) and handed it to Pouya. I took pictures of the scene where the car was found, the crash site at #273 Dedham St and the bumper found at CVS and placed the disk in an envelope. The envelope was t.o.t. our I.T. Bureau for attachment to this report. Jaleh said her son was returning to Alabama tomorrow to finish high school and then he would be attending The University of Alabama in the Fall. I advised Jaleh about the Criminal Application process. As of today 05/04/19, Pouya has an active Massachusetts License and no B.O.P..Wellesley P.D. was notified of this incident in case they came across new damage on Rt 9.

On 05/11/19 at approximately 14:56 I responded to a two car m.v. crash at the intersection of Dedham St and Brush Hill Rd. The operator of veh #1 stated he was traveling South bound on Dedham St when veh #2 crossed into his lane and struck the front of his car. The operator of veh #1 had right wrist pain but was checked out by the medics and signed a patient refusal. Heavy damage to veh #1 with the drivers side air bag deployed. The operator of veh #2 stated he was driving due North on Dedham St when the next thing he knew he collided with veh #1. The operator of veh #2 was traveling straight ahead when the crash happened. Heavy damage to veh #2 with front and side air bags deployed. The operator of veh #2 signed a patient refusal from Medics was cited in hand Mass #T1444233 for Ch 89/ SEC 4A- Marked Lanes Violation. Both vehicles were towed by Tody's towing.

On 05/15/2019, while assigned to N494, I, Officer Conary, responded to a MVA at 109 Adam Street, a public way in the City of Newton. Upon arrival, I observed a utility pole broken in half, wires hanging in the street, and also a transformer on the ground. Fire and medics responded. Other police units were able to block the street from traffic. I spoke to witness, HARRIS, who stated that she was traveling Southbound on Adam Street when she saw MV1 in the wrong lane traveling toward her at a high rate of speed. HARRIS stated that MV1 then turned into the utility pole located outside of 109. MV1 took out the pole, side swiped MV2 and then hit MV3 head on. Operator of MV1 stated that he was traveling Northbound on Adam Street when he sneezed. At this point, he said his eyes were off the road and the next thing he could remember was being in the parking lot of 109 Adam Street after the accident. There was significant damage to the front of MV1 with airbag deployment. Operator of MV1 was checked out by the medics for a head injury and signed a refusal. Operator of MV1 was asked if he had consumed any alcohol or taken any medication today and he declined. Officer Spinney (N491) asked if he was willing to do a Field Sobriety Test, and he stated yes. Operator of MV1 did not show any signs of intoxication. Operator of MV2 stated that he had parked his car outside of 109 Adam Street and was sitting in the driver seat when he was hit by MV1 and also the utility pole. Operator of MV2 was able to exit his car. He was evaluated by the medics and signed a refusal. MV2 has significant damage to the right side and windshield. MV3 was parked in the lot of 109 Adam Street facing Southbound. MV1 hit MV3 head on. There was significant damage to MV3 front end. The electric meter attached to 109 Adam Street was ripped off the house. There are no signs of damage to the house to report at this time. MV1 was towed by Tody's. Eversource arrived on scene. Operator of MV1 was issued a citation for marked lanes violation. Pictures were taken of the scene and will be submitted to IT.

The operator of MV1 (ma reg RWH529) was traveling Southbound on Centre St when he observed a disabled truck in the middle of the street. The truck was stopped in the middle of the road at the intersection of Cabot St. Operator of MV1 stated he attempted to go around the truck entering the NB lane but had to quickly cut back into his lane because of oncoming traffic. Operator of MV1 caught the corner of the metal foot bar of the traffic ripping his whole left passenger side open. Operator of MV2 (CT apportioned 49135A) stated while driving his vehicle SB on Centre St on his way to Needham he could feel the truck start to have issues. Operator of MV2 stated while stopped at the light at Centre and Cabot he heard a piece from his truck break off. The break became disabled at this time and could not be moved. Operator of MV2 called the police to report the issue, before we arrived Operator of MV1 had caught the edge of the metal foot hold. Both vehicles were towed by Tody's. Neither driver reported any injuries at this time. There was no visual damage to MV2. MV1 sustained heavy body damage all along the passenger side.

Vehicle #1 sustained major damage and was towed by Tody's Towing. Vehicle #2 sustained minor damage was able to drive away from the scene. Operator of Vehicle #1 was issued MA citation T2079096 for MGL 90-24 OUI liquor, MGL 90-24(2)(a) Operating to endanger / negligent operation, and MGL 89-4A marked lanes violation. Operator 1 stated he was driving northbound in the southbound lane on Waverly Ave due to construction in the northbound lane. Operator 1 stated as he approached the intersection of Franklin St he was confused on which side of the cones he should be on and crossed over the marked lanes and past the cones and subsequently drove into a 2ft X 2Ft X 8 inch deep construction hole. Operator 1 stated he sustained no injuries and was checked out by medic 3 in which he signed a patient refusal. MV1 sustained minor damage, scuffs, to the right side leather saddle bag. The northbound lane was coned off for more than a block due to a Feeney Brothers construction detail with Officer Edrehi manning the post. A backhoe, a bobcat and a generator all occupied the northbound lane that was clearly blocked off. Officer Edrehi stated that due to Feeney Brother construction detail Waverly Ave was diverted to 1 way traffic travelling northbound in the southbound lane. Officer Edrehi stated he observed Operator 1 following multiple vehicle and as he approached the intersection of Franklin St Operator 1 crossed over the marked lanes and past the cones and at a low speed fell into the construction hole. Due to the statements provided I issued Operator 1 MA Uniform Citation T1269531 for C89 S4A Marked Lanes violation (warning). Operator 1 was assisted in lifitng his motorcycle and drove off without further issues.

On July 17, 2020 at approximately 1651 hours, I responded to 36 Devonshire Rd for a report of a past hit and run. MV1 operator stated she was travelling EB on Washington St going to get onto the Mass Pike EB around 0821hours this morning when she was stopped at the red light. MV1 operator states MV2 was in front of her and put the vehicle in reverse and tried to back out around her when MV2s rear right bumber hit into MV1s left rear quarter panel. No injuries were reported or vehicles towed. I was unable to get into contact with MV2 operator at this time. I will follow up on my next tour of duty. *Update: 7/21/20 I contcted Weymouth PD to attempt contack with William O'Reilly at his residence. His vehicle was not in there and no answer at the door. But a note was left on his door to contact Newton PD when he gets home. I will continue to follow up with Mr. O'Reilly on my next tour of duty.

Operator of MV1 (ma reg 3279DC) stated he was traveling NB from Lewis Terr through the intersection of Washington Street when his vehicle was struck on the rear passenger side. Operator of MV1 stated he had a green light and was traveling NB onto Adams street when MV2 hit his vehicle in the middle of the intersection. Operator of MV2 (ma reg 8ZF792) was traveling WB on Washington street and ended up on the EB lane approaching the intersection. Operator of MV2 failed to stop at the red light and was also going the wrong direction. Operator of MV2 hit MV1 in the middle of the intersection causing damage to the front bumper. A pedestrian waiting at the intersection witnessed the accident. MV1 sustained heavy damage and required a tow. MV2 had some minor damage to front end. Both parties stated they were fine and refused any medical treatment at the scene. Based on my observations of the accident scene, the witness statement and where the vehicles final resting spot I cited the operator of MV2. Operator of MV2 was cited (T2080369) for 89/9 Fail to stop at red light, 89/4a Marked Lanes and 90/16 Wrong Way. Tody's arrived on scene and towed MV1. MV2 was able to drive away from the scene safely. I handed the operator of MV2 the citation.

MV1 stated she was turning left onto JFK Cir and "did not see" the 2 pedestrians subsequently striking them. I observed MV1 to be about 2-3 feet from the sidewalk on the left which showed she was driving on the wrong side of the road. When I brought this to the operators attention she stated "no one was coming." Operator reported no injuries or damage to the vehicle. Citation # T2012942 issued for marked lanes. The pedestrians, Luda & Andrei Manea stated they were crossing JFK Cir when they were struck by MV1. Luda sustained a laceration to her face and was transported to Newton Wellesley Hospital for a further evaluation. Andrei complained of pain to his left side, declined to be evaluated on scene, however was transported to NWH with his wife via Cataldo Ambulance. Digital images of the scene, (after MV1 had to move out of the way) were captured and turned over to the IT Bureau. It should be noted that this intersection is rather dark & Luda was wearing a dark blue shirt & Andrei was wearing a white shirt.

Operator of Motor Vehicle # 1 stated he was stopped at the red light in the left turn only lane Southbound on Winchester Street. Party stated a red Mazda 5 was taking a left turn onto Winchester street from Nahanton Street and drove on the wrong side of the road in the right turn only lane next to him and struck the rear panel on the passengers side causing minor damage. Operator of Motor Vehicle #1 stated that he attempted to stop Motor Vehicle #2 however the vehicle did not stop.. Operator of Motor Vehicle #1 stated he made a U-Turn and started following Motor Vehicle # 2 and called the Newton Police. Operator of Motor Vehicle # 2 stated that she did not realize that she hit Vehicle # 1 and was unaware that she drove on the wrong side of the road. Operator of Motor Vehicle # 2 was subsequently arrested for Operating Under the Influence with numerous other motor vehicle infractions. The operator of MV#1 stated they were attempting to turn eastbound onto Otis St. from Lowell Ave. when MV#2 began to pass MV#1 on the left. As MV#2 was passing MV#1, MV#2's passenger side collided with MV#1's front snow plow. Extensive damage was observed to MV#2's passenger side rear and front door, while also puncturing MV#2's passenger side rear tire. No damage was observed to MV#1. The operator of MV#2 stated he attempted to pass MV#1 on the left, as he believed MV#1 was going to turn right onto Otis St. No injuries were reported and MV#2 was towed from the scene by Tody's Towing Service, while MV#1 was driven from the scene.

Operator #1 states that she was traveling northbound by 226 Lexington St when she observed vehicle #2, a white Ford Explorer, approaching at a high rate of speed from Lexington St southbound. Vehicle #2 then crossed the double yellow line into the northbound lane, subsequently sideswiping vehicle #1. Operator #1 states that two parties exited the Explorer and spoke briefly to her. Once she requested to exchange information, the two refused and drove away on Lexington St southbound. Operator #1 described the parties as a hispanic male and hispanic female, around 50 years old. The male party was balding/or bald, and the female was wearing a silver turtleneck. Operator #1 noted that it was the male who was operating the vehicle both during the collision and as the vehicle left the scene. While medics were documenting a patient refusal for operator #1, Ofc Ciccone was en route to NPD headquarters to report for duty in his p/v and heard the broadcast for the suspect vehicle. Ofc Ciccone observed a white Explorer with a flat tire traveling an estimated 50+ mph past him on South Ave by Park Rd in Weston heading towards Natick. This location is approximately 2.2 miles from the crash site and is accessible from 226 Lexington St by heading southbound, taking a right, and continuing straight on Rt 30. Weston Pd was immediately notified and the vehicle was located in a driveway at 7 High Meadow Rd, a residence directly on the corner of Rt 30. Sgt Rooney and Ofc Ciccone (who was able to take a spare cruiser and call into service as this incident unfolded) responded and met Weston PD. While on scene, it was explained to all officers by the resident of 7 High Meadow Rd, Helder Quesada, that he was walking his dog and observed the white Explorer broken down in an unsafe spot. Quesada offered up his driveway to park the vehicle as the male and female occupants waited for assistance. Quesada allegedly does not know Lopez and Albizureis, and all involved persons were outside in the driveway when police located the vehicle. The description of the male asociated with the Explorer matched that which operator #1 gave to me- a hispanic male balding in his 50's. He was in the presence of a hispanic female who was wearing a silver colored turtleck. The male was identified as Armando Lopez-Rubi DOB 1/1/73 and the female Ana Maria Albizureis DOB 11/27/73. The Explorer was MA reg 6GZ591, registered to a different party then all on scene. It had obvious damage to the left side doors consistent with an opposite direction sideswipe. With the translation assistance of Helder Quesada, Lopez-Rubi stated to Sgt Rooney and Officer Ciccone that he was in fact driving somewhere near Starbucks "on the corner" when he got into an accident (there is a large Starbucks located on the corner of Commonwealth Ave and Lexington St in Newton). Lopez originally said that the other involved vehicle left the scene, however it was pointed out by Sgt Rooney that the operator was currently stopped in Newton talking to me and was cooperative. Upon routine query it was discovered that Lopez-Rubi does not have a license to operate a motor vehicle. Pursuant to the investigation, Officer Ciccone issued in hand to Lopez MA citation R8006998 for the following: 89/4a- Marked Lanes Violation 90/24- Leaving Scene of Property Damage 90/10- Unlicensed Operation of a Motor Vehicle. Vehicle #2 was left in the driveway of 7 High Meadow Rd with Helder Quesada's permission. Quesada also volunteered to drive home both Lopez and Albizureis to Framingham, as he was feeling charitable. Vehicle #1 was towed by Tody's due to the amount of damage and airbag deployment. A m/v inventory form was filled out.

On Monday, June 14, 2021 while assigned to Traffic unit N525, I responded to the intersection of Park Street and Alba Circle for a report of a motor vehicle crash involving a pedestrian. The weather at the time of the crash was overcast with light rain. The road surface at the location of the crash was wet. Park Street and Alba Circle are public ways maintained by the City of Newton. Park Street supports two way travel (N, S) with no marked divider to indicate travel lanes. I spoke with the operator of the 2013 Nissan Juke (MA: 137LX7) involved in the crash, Ms. Cynthia Cowan (S59504510). Ms. Cowan stated she was traveling on Park Street (N) towards Alba Circle. Ms. Cowan stated ahead of her there was a large landscaping truck (MA CON: X1515, 2001 Ford DRWSUP) parked on the right side of the roadway and blocking her lane of travel. Ms. Cowan stated she looked ahead of the landscaping truck and did not see any traffic coming towards her in the opposite lane. Ms. Cowan stated she entered the opposite lane of travel (S) to pass the parked landscaping truck and continue down Park Street. Ms. Cowan stated as she was traveling past the front of the landscaping truck, she crashed into a standing mower that had entered the roadway. Ms. Cowan stated the mower entered the roadway from in front of the parked landscaping truck. Ms. Cowan stated because of her obstructed view from the landscaping truck, she did not see the mower until it was too late. Ms. Cowan stated she stopped her vehicle and observed the operator of the mower on the sidewalk in front of 248 Park Street. I observed damage to the front passenger fender/bumper/wheel area with airbag deployment from the driver seat. I also observed yellow paint transfer on the front bumper area consistant with the color of the mower involved. MV1 was removed from the roadway by Tody's Towing. Ms. Cowan signed a patient refusal with Newton Medics and walked home from the crash site. The other party involved in the crash is a landscaper for 4 Seasons Services. I observed a yellow Wright Standing Mower 52" resting on the side of the roadway in the Northbound lane. The mower has significant damage to its front portion. 4 Seasons Services removed the mower from the roadway. A worker on scene estimated the value of the mower to be $11,000.00. Photos were taken of the mower, MV1, and the roadway and submited to the IT Bureau. The injured party, Mr. Louis Padilla-Gonzalez (S32927586), was transported to Newton Wellesley Hospital for a left shoulder injury and an injury to the left side of his face. I spoke with Mr. Padilla-Gonzalez in the emergency room with the assitance of a language translation service set up by the nursing staff there. Mr. Padilla-Gonzalez stated he was operating the standing mower and left the sidewalk into the road. Mr. Padilla-Gonzalez stated he drove by the front of the parked landscaping truck and when he got into the street he saw a car coming towards him fast. Mr. Padilla-Gonzalez stated he tried to reverse the mower and get out of the way, but he could not because of the wet roadway. Mr. Padilla-Gonzalez stated he was hit by MV1 and thrown from the mower to the street. After speaking with Ms. Cowan and Mr. Padilla-Gonzalez, it appears both parties had their view of the roadway obstructed due to where the 4 Seasons Services landscaping truck (MA CON: X1515) was parked. I did not observe any posted parking restrictions where the vehicle was parked, but due to the size of the vehicle it did take up the entire Northbound travel lane in front of 248 Park Street. The location of the parked landscaping truck and the wet road surface contributed to the crash. There were no witnesses to the crash.

On 10/19/21 at 08:30 hours, Sgt. Wade notified me that he received an email regarding a motor vehicle accident involving a pedestrian/student that occurred on 10/15/21 between the hours of 08:20am and 08:35am. The crash was never reported by the operator of the vehicle or the student/pedestrian. Approximately two hours later, the student went to the nurse's office seeking assistance for neck pain which is how the school became aware. This crash occurred in the marked crosswalk on Brandeis Road in front of Newton South High School which is located at 139 Brandeis Road. The weather at the time was 63 degrees with mostly cloudy and sunny conditions (wunderground.com). Brandeis Road is a two way roadway divided by an unprotected median that runs east and westbound. In front of the school there is a marked crosswalk in the roadway. There is also a one way driveway near the main entrance of the school with parking stalls and parents can drop their children off there on the right side of the driveway. The driveway then leads back out to Brandeis Road. Right after you exit the lot there is the above mentioned crosswalk to the left of the driveway which is very visible with nothing obstructing your view. On arrival, I spoke to the Dean of the school named Charlie Myette. Mr. Myette brought me to his office and started looking at the school's video surveillance system. He also requested that the student/pedestrian involved to report to his office. The student was identified as Tsukasa Iinishi. I asked Mr. Iinishi what had occurred and he stated that he was walking to school on the morning of 10/15/21. He says that he was wearing a pink hoody sweatshirt with gray shorts. He was walking through the woods which is across the street from the school which exit out to Brandeis Road. He says that he waited at the crosswalk and let two vehicles go westbound by him. He then thought it was clear to proceed and started walking. At the tail end of the crosswalk he was struck by a red colored Toyota Prius which exited left from the driveway and was on the left side of the roadway. He was struck on the left side of his body and he says that he used his left hand to brace himself against the hood and that's when the Prius stopped. He says that the operator of the Prius asked him if he was okay and he replied that he was. He then kept walking toward the school. The operator then continued on it's way without providing any information or notifying us. He described the operator as an Asian female with black hair approximately 40 to 50 yrs in age. During this time, Mr. Myette was able to find surveillance video of the crash. There are two camera angles. One shows the driveway along with the walkway of the school building. The other one shows the same but it also overlooks out in to Brandeis Road. The view of the road is partially blocked from the parked cars in the lot. The video shows a red colored Toyota Prius pull in to the driveway of the school. An Asian female student wearing a white long sleeve shirt with green lettering and dark colored jeans exits the passenger front of the Prius and eventually enters the school. The Prius then pulls out and goes toward the left side of the driveway around other vehicles waiting to exit. At 08:27 hours, the Prius pulls out angling towards the left side of the driveway going around other vehicles waiting to exit. The Prius then exits the lot on the left side (wrong side) of the roadway and makes contact with the pedestrian. In the video you cannot see the front hood area of the car, but you see Iinishi's torso bend towards the vehicle on impact. It shows the Prius stopped there for approximately ten seconds and then it drives away. In the video you are not able to see the registration plate number. Mr. Myette is going to send the photo of the student dropped off in the Prius to his staff to have her identified so I can follow up with the operator. On 10/21/21, I received an email from Mr. Myette stating that some of his staff has not come forward on the identification of the student. He stated that he would now send a message out to a larger group of staff to see if he gets a response. He also attempted to enhance the registration plate using the surveillance software but the plate is still too blurry to make out. On 10/25/21 at approximately 08:40 hours, I went over to Newton South High School to see if I could locate the red Toyota Prius involved in the crash. As I was driving on Olde Field Road approaching Brandeis Road near the school, I observed a red Prius approximately four cars ahead of me in heavy school traffic. Eventually, I observed the Prius pull in to the drop off driveway of the school and drop an Asian female student off. I identified her as the same student that got out of Prius prior to the past accident on 10/15/21. The operator was an Asian female which appeared to be in her late forties. After, the Prius exits the lot on to Brandeis Road and I flagged her down. I had her pull in to the parking lot across the street from the school. I asked her if she was involved in a accident with a student on the morning of 10/15/21 to which she replied that she was. She was identified as Xiaojin Liu through her MA Driver's License # S49033927. She was operating a 2010 Toyota Prius bearing MA reg.# 8JY630. I asked her what occurred and she stated that she was exiting the driveway of the school to turn left on to Brandeis Road. She says that she has a habit to think that no one is ever walking through the crosswalk and thought it was clear to proceed. She turned and then saw the student crossing and attempted to stop but was not able to in time. She then bumped the student with the front of her vehicle. She says that she stopped and asked the student if he was ok several times and he stated that he was. The student then walked away and she says that she did not know what else to do. I advised her that she should of gave her information to the student, notify the school, or call us to which she understood. I issued MA Uniform Citation # 172129AB to Ms. Liu for Ch. 90/24/A Leaving the scene of personal injury. After, I went inside the school and notified Mr. Myette of my findings. I asked him for the surveillance footage as I previously did in person and through email. He stated that he would put the video on a zip drive and notify me.

On Monday, May 9, 2022, while assigned to Traffic unit N525, I responded to the area of 25 Berkshire Road, Newton, for a report of an MVA involving a City of Newton owned street sweeper and a City of Newton contracted school bus. The weather at the time of the crash was clear and sunny. The road surface was dry. Berkshire Road is a public way maintained by the City of Newton. The operator of MV1, Mr. Norman Fryar (S20854611), stated he was operating a City of Newton owned 2017 Elgn Pelican street sweeper (MA: MVN M96170) on Berkshire Road. Mr. Fryar stated as he was sweeping the street he was in the Eastbound lane traveling North. Mr. Fryar stated there was a vehicle parked ahead of him and to avoid it he began to change lanes to his left to go around it. Mr. Fryar stated as he was chaning lanes his phone was ringing and as he reached for the phone the driver side of his sweeper crashed into the front passenger side of a passing school bus. Mr. Fryar reported no injuries. I observed damage to the driver side of the sweeper. I spoke with the operator of MV2, Ms. Ana Mendes (S72311538). Ms. Mendes stated she was operating a City of Newton contracted school bus (MA: BU44536) on Berkshire Road with 25 students on board with a final destination of Bigelow Middle School. Ms. Mendes stated she was traveling North on Berkshire Road when she observed a street sweeper in front of her. Ms. Mendes stated she entered the Westbound land of Berkshire Road to go around the street sweeper. Ms. Mendes stated as she was passing the street sweeper, it made an abrupt left turn and it's driver side crashed into the front passenger side door/mirror of the school bus. Ms. Mendes reported no injuries. I observed moderate damage to the passegner side of MV2. After the initial crash, it was reported by both parties that MV1 attempted to back up to allow students to exit the bus through the passenger side door. As MV1 was backing up, it crashed into the middle passenger side of the school bus. There were 25 Bigelow Middle School students on the bus at the time of the crash. Ms. Mendes state she contacted her dispatch for further instructions on what to do with the students. Ms. Mendes stated to Sgt. Wade that the Eastern Bus Company dispatch instructed her to keep the students on the bus and wait for Police and EMS to arrive. Ms. Mendes stated after speaking with her dispatch, another school bus arrived at the scene. The decision was made by Ms. Mendes to have the students exit her school bus and be transported to Bigelow Middle School prior to my arrival. Ms. Mendes was advised in the future to follow the policy set forth by her Eastern Bus Company, the City of Newton, and the Newton Police Department. After clearing Berkshire Road, myself and Sgt. M. Wade responded to the Bigelow Middle School to check on the welfare of the students that were on the bus at the time of the crash. We were greeted by the school's Asssitant Principle Mr. Lucas Mogensen. Mr. Mogensen stated all of the students that were on the bus at the time of the crash were staged on the bus when it arrived at the school. Mr. Mogensen stated the school nurse Ms. Shannon Loughnane evaluated each student as they exited the bus and there were no injuries reported at this time.
