VEHICLE #1 STATES SHE HAD NO INJURIES. ADVISED TO CONTACT HER INSURANCE COMPANY. ON 1-24-19 AT APPROX. 0930HRS. WHILE WORKING N492 I WAS INFORMED BY CIVILIAN EMPLOYEE ( STACY ANNESE ) THAT THE OWNER OF VEHICLE #1 ( AYENG FONG ) HAD COME TO THE STATION TO INFORM ME THAT THE ORIGINAL LATE NUMBER SHE HAD GIVEN ME WAS WRONG. SHE STATE THE PLATE NUMBER OF THE VEHICLE THAT ALLEGEDLY HIT HER CAR WAS ( MA REG: 9TK518 ). A REGISTRY CHECK CAME BACK TO A 2019 BLACK JEEP CHEROKEE OWNED BY CHRISTINE MITCHELL OF 169 ADAMS ST. I WAS UNABLE TO MAKE CONTACT WITH MS MITCHELL AND WILL ATTEMPT O DO SO ON NEXT SHIFT. OWNER STATES HE WAS INFORMED BY A COWORKER ( NO LONGER ON SCENE ) THAT A VAN ( MA REG: T65665 ) SIDESWIPED HIS PARKED MOTOR VEHICLE CAUSING THE LEFT REAR VIEW MIRROR TO BE DAMAGED. OWNER STATES HIS VEHICLE WAS PARKED ALL DAY BECAUSE HE IS DOING WORK AT THAT LOCATION. COWORKER GOT THE PLATE OF THE VEHICLE THAT HIT HIS VEHICLE. OWNER REPORTS NO INJURY AND WAS ADVISED O CONTACT HIS INSURANCE COMPANY. ATTEMPTS TO MAKE CONTACT WITH THE OWNER OF VEHICLE #2 WAS UNSUCCESSFUL AT THIS TIME. FOUND A SECOND NUMBER ( 860-301-1336 ) FOR THE METROWEST PACKAGING COMPANY AND LEFT ANOTHER VOICE MAIL.WILL TRY TO MAKE CONTACT AGAIN BEFORE PURSUING OTHER OPTIONS. Traffic Bureau Update (Officer Gaudet): On Monday, February 4, 2019 I made contact with the President of Metrowest Packaging, Brian Hersh. Hersh stated his company does fulfillment deliveries for Amazon. Hersh was advised that a vehicle registered to his company was allegedly involved in a hit and run accident. Hersh was provided information on the vehicle involved. Hersh stated an employee named Alexis was operating MA CON:T65665 on the date of the accident and provided a phone number for this party. On Tuesday, February 5, 2019 I spoke with Alexis Laporte-Soto (S84358654). Laporte-Soto stated he was operating a 2017 Mercedes Sprint van (MA CON:T65665) in Newton for Metrowest Packaging on the date of the accident. I explained to Laporte-Soto the vehicle he was operating was alleged to have been involved in a hit and run accident on Highland Street in Newton. Highland Street is a public way maintained by the City of Newton. Laporte-Soto stated the vehicle he was operating hit the driver door mirror of a parked card on Highland Street. Laporte-Soto reported the accident as mirror (MV2 passenger side) to mirror (MV1 driver side). Laporte-Soto stated after his passenger side door mirror made contact with MV1's driver side door mirror, he stopped his vehicle 15 feet down the road. Laporte-Soto stated he walked up to the car he hit and saw the mirror was bent back but there was no damage. Laporte-Soto stated he waited near the car for 10 minutes and the owner never showed up. Laporte-Soto also stated a "random guy" took a picture of his license plate. Laporte-Soto stated he said "hi" to this party but the party ignored him and left the area. I asked Laporte-Soto why he did not call Newton Police to assist him in finding the owner of the vehicle he hit. Laporte-Soto stated he didn't know. I also advised Laporte-Soto that the name of the owner of the vehicle he hit was printed on the driver side door next. The owner's phone number and email address were also printed on the driver door. Laporte-Soto stated he didn't see that. I spoke with the owner of MV1, Jason Correria. Correria stated a co-worker observed the entire accident and observed MV2's passenger side mirror hit MV1's driver side mirror. Correria stated his co-worker then observed MV2 travel down Highland Street with out stopping and pull into the Santander parking lot located at 1314 Washington Street. Correria stated his co-worker saw the operator of MV2 exit his vehicle, check his passenger side door mirror for damage, and leave the area. Laporte-Soto will be mailled Massachusetts Uniform Citation T1443121 for Chapter 90, Section 24 (Leaving the scene of property damage).

OPERATOR AND PASSENGER OF MV 1 STATED THAT MV 2 NEVER STOPPED TO SEE IF THEY WERE INJURED OR EXCHANGE INFORMATION AND CONTINUED ON CRAFTS ST EVENTUALLY TURNING RIGHT ONTO CALIFORNIA ST. MV 2 COULD ONLY BE DESCRIBED AS A WHITE COMCAST VAN WITH A LADDER ON THE ROOF. THERE WAS ALSO A WITNESS TO THE HIT AND RUN ACCIDENT IDENTIFIED AS RYAN WALSH WHO STATED HE WAS TRAVELING SOUTHBOUND ON CRAFTS ST WHEN MV 2 FAILED TO STOP AT THE STOP SIGN, CAUSING HIM TO SWERVE OUT OF THE WAY TO AVOID A COLLISION. WALSH ALSO STATED THAT THE VEHICLE WHO BLEW THE STOP SIGN AND CAUSED THE ACCIDENT WAS A COMCAST VEHICLE. I CONTACTED COMCAST SUPERVISOR BRIAN DELANO (617 756 6293) WHO WORKS OUT OF THE NATICK OFFICE AND IS IN CHARGE OF EMPLOYEES IN NEWTON. HE STATED HE LOOKED AT GPS RECORDS AND STATED ONLY ONE OF HIS EMPLOYEES WAS IN THE AREA AT THE TIME OF THE CRASH AND HE WAS STATIONARY AT ADDRESS ON MELVILLE AVE. I ALSO CALLED JOHN MCGUINNESS WHO IS THE SUPERVISOR FOR COMCAST WORKING IN WESTON, WALTHAM AND WATERTOWN AREAS. I LEFT A VOICEMAIL FOR HIM TO CALL ME BACK. I RECEIVED A CALL BACK FROM JOHN MCGUINNESS WHO RELAYED TO ME THAT HE SENT A MESSAGE OUT TO ALL OF HIS EMPLOYEES INQUIRING ABOUT THE ACCIDENT IN QUESTION AND ONE OF HIS DRIVERS CALLED HIM AND TOLD HIM THAT HE WAS THE PERSON INVOLVED IN THE ACCIDENT. I MET WITH HIM WHO WAS IDENTIFIED AS CAMDEN DUQUETTE AND HE STATED THAT HE STOPPED AT THE STOP SIGN, PROCEEDED FORWARD AND DIDN'T SEE A TRUCK COMING ON HIS LEFT. HE STATED HE WAS ABLE TO AVOID THE FIRST CAR AND DIDN'T REALIZE HE STRUCK ANOTHER VEHICLE (STATED HE THOUGHT HE STRUCK THE CURB).THERE WAS DAMAGE ON HIS PASSENGER SIDE CONSISTENT WITH STRIKING A VEHICLE AND NOT THE CURB. AS A RESULT OF THE INVESTIGATION HE WAS ISSUED MA UNIFORM CITATION T1441118 FOR CH .90 S. 24 LEAVING SCENE OF AN ACCIDENT (PROPERTY DAMAGE) AND CH. 89 S. 9 FTC STOP SIGN.

The operator of MV1 stated she was parked SB in front of 175 Temple St. from approximately 1000 hrs to 1430 hrs, and she came out to a note left on her vehicle. The note stated "I saw someone back into your car, I got their plate, MA Reg TC58LC, Black Suburban". and there was minor damage to the drivers side doors. MA Reg TC58LC came back to a HUTTER, Carol of 67 Randlett Pk, Newton. I responded to that address and attempted to raise HUTTER with no answer at the door. I then called the phone number listed from a past incident with the Newton Police and HUTTER answered the phone. She stated she was at the Temple attempting to parallel park when she thought she may have hit another vehicle. She stated she got out to look at the vehicle and didn't see any damage, so she took a photo of the license plate and would try to report it once she got home. MA Reg TC58LC had several scratches on the bumper of the vehicle.

On 03/20/19 at 09:43 hours, I responded to the Avalon Apartments at Newton Highlands located at 99 Needham Street for a past hit and run that occurred at the east end garage exit on 03/19/19 at 14:10 hours. I spoke to Senior Community Manager Karen Schueler who showed me video surveillance footage from yesterday's accident. In the video, you can see a blue Subaru Forester attempting to exit the east end of the garage to the property. The operator of the Subaru is identified by Ms. Schueler as a resident of the building as Gertrude Weinstein. After Weinstein scans her garage pass to exit, she then over steers towards the right and strikes the overhead garage door opening device. She then continues to exit the garage scraping the entire passenger side of her car along the device that is attached to the wall. I viewed the garage door and there was significant damage as it became detached from the wall. The door had to be placed out of service. After I spoke to Ms. Weinstein who admitted to striking the side of the garage door but only thought there was damage to her vehicle. No citation issued as the underground garage to the building is private property and not a public way.

Richard Stuart states that he was operating M/V #2 W/B on Beacon St approaching Center St. Stuart states that vehicle #1 came up on his left side and sideswiped him. Stuart states that the operator was an elderly male. Stuart believes that the male did not realize that he struck is vehicle. Vehicle #1 comes back to Norman Foster out of Jamaica Plain. No injuries no tows. Traffic Bureau update (Officer Gaudet): On Friday, March 23, 2019 I attempted to make contact with the registered owner of MV1, Norman Foster (S17536873) with a negative result. A Hit and Run inquiry was mailed to the Foster. On Thursday, March 28, 2019, I spoke with Norman Foster in the Newton Police Traffic Bureau. Foster stated at the date and time of the accident he was stopped in traffic a few cars back from the red light. Foster stated he felt something "restraining" his vehicle, and then backed up a few feet. Foster stated he then left the area. Foster stated he saw his passenger side door mirror was collapsed and saw a black truck next to him. Foster stated the truck didn't attempt to stop him and turned off the street away from him. Foster stated he didn't think it was a problem and left the area. Foster added that he thought the black truck was moving left towards his lane when he felt something "restraining" his vehicle. Foster stated he didn't believe his vehicle was involved in an accident. Foster stated there is no damage to his vehicle. Foster was advised to contact this insurance company. Foster reported no injuries. Foster was updated as the operator of MV1.

On Monday March 25th, 2019 I responded to a hit and run motor vehicle accident at 115 Florence St near Louise Rd. Vehicle # 1 (Mass Reg #5TFK30 Honda Pilot operated by Sabryna Reyes) was traveling east on Florence St headed toward Route 9. According to Sabryna, Vehicle # 2 was taking a left hand turn onto Florence St from Louise Rd. Vehicle # 2 made contact with the left side of the vehicle of vehicle # 1. Vehicle # 2 drove away without staying on scene. Sabryna was unable to get a license plate of the vehicle driving away. There were no witnesses to the accident and no video cameras in the area. Sabryna described vehicle # 2 as a black honda CRV with white male passenger operator approximately in his 30s. Their were no injuries and Sabryna signed a patient refusal. Newton Fire responded because of the airbag deployment. Vehicle # 1 suffered minor damage to the left front side of the vehicle. Vehicle # 1 was towed by AAA Towing.

OPERATOR EXPLAINED TO ME THAT SHE WAS TRYING TO GET IN THE RIGHT LANE FOR THE WOODLAND PARKING GARAGE AND DID NOT SEE VEHICLE #1 BECAUSE HE WAS IN HER BLIND SPOT. MV1 was backing out of her parking spot in the parking lot at 916 Walnut St when she stopped to allow a pedestrian to cross in front of her vehicle. While she was waiting for the pedestrian to cross safely a vehicle backing out of the parking space across from hers backed into her vehicle and left the scene. Operator 1 was able to obtain a photo of the license plate. I then was able to contact operator 2 on the phone who stated she was at 916 Walnut St and "tapped" a vehicle when leaving and then left the scene. No injuries and both vehicle driven from the scene. MV1 sustained minor damage to the passenger side. Operator 2 states there is no damage to MV2. Operator 2 issued and mailed MA Uniform Citation T1442192 for leaving the scene property damage.

Operator of MV1 states she parked MV1 on Walker Street, while she was visiting a friend and when she came out to her vehicle she found damage to the drivers side door,left front corner panel and left front tire rim. Operator of MV1 states two people witnessed the hit and run who were both on scene. The first witness, Aaron Creecit, was making deliveries for UPS when he saw MV2, which was a motor cycle with a side car attached to it, take a left from Proctor Street onto Walker Street and struck MV1 with the side car portion of the motor cycle and left the scene. The second witness, Jeanette Even, who lives at 30 Walker Street witnessed the hit and run and stated she saw MV2 take a left from Proctor Street onto Walker Street and struck MV1 and left the scene. The first and second witness took down the registration plate (MA Reg: 2H7713) which came back to 27 Brooks Ave. I responded and found the motor cycle in the driveway covered by a blue tarp. I lifted the tarp and found damage on the right side portion of the side car, which would be consistent with the hit and run. I spoke with the operator of MV2, who states the motorcycle is new and she didn't realize she hit MV1. I issued the operator of MV2 in hand Massachusetts Uniform Citation #T1441458 for MGL Ch. 90 Sec. 24 (2) Leaving the scene of property damage (crash)

The owner of MV1 stated that he was working inside Mr. K's Discount Wine and Spirits when a witness came into the store and asked if he owned a white Toyota Camry parked outside and then explained that another car had backed into it and then left the scene. When he came out he observed a large dent in the passengers side rear bumper that was not there before. Officer Selig tracked down the owner of MA Registration 3EF576 at 20 Hale Street and the operator of MV2 admitted to being in the parking lot but denied striking MV1. It should be noted that while at Mr. Wendt's residence both Officer Selig and I observed MA reg 3EF576 parked in driveway of 20 Hale Street with damage to the left rear bumper consistent with how the witnesses stated MV2 struck MV1. Based on the 2 witness statements that express that the operator of the Nissan Pickup knew he struck another vehicle and still left the scene I issued the operator of MV2, Mr. Spencer Wendt, Massachusetts Uniform Citation T1443928, a criminal application to appear in Newton District Court for 90-24 Leaving the Scene of Property Damage. A copy of this report as a well as the criminal application were placed in the court prosecutors mailbox.

I observed the post to be leaning due to the impact. The witness was unable to get a plate number, but was able to tell me that it was a commercial truck with a California registration. He was intending on traveling straight across Comm Ave. The unknown silver BMW who was traveling next to the bicyclist turned right onto Comm Ave eastbound and struck the bicyclist with rear right part of the car. The BMW continued east on Comm Ave. The bicyclist was knocked from his bike and sustained minor cuts to his legs. His bike was not damaged. He refused medical attention and left the scene prior to amb arrival. No pictures were taken because he left before I could take them.

The operator of MV1 stated she was traveling Westbound in the right lane on Washington St. approaching the red light at the intersection of Lowell Ave. She stated MV2 was traveling Westbound on Washington St. in the left lane, and then came into her lane striking the left side of her vehicle. The operator of MV1 stated she told the operator of MV2 out of the window that she just side swiped her, and she responded that she did not. The operator of MV1 stated the light then turned green, at which time MV2 took a left onto Lowell Ave Southbound and never pulled over. I viewed the damage to MV1 which consisted of large moderate scratches down the length of both doors on the left side of the vehicle, enough for one to realize there had been a collision. Witness Jeff Bennett flagged down the operator of MV1 and provided the registration of MV2 as MA Reg 531PX6, a Black Mercedes SUV. The registered owner of MV2 matches the description provided as a blonde female with a pony tail, possibly in her 30's. I left a message with the operator of MV2, Colleen Butaney, who returned my call and stated she was traveling Westbound on Washington St. in the left lane approaching the red light at Lowell Ave. She stated she started to proceed into the right lane but saw MV1 and turned back into the left lane. She stated the operator of MV1 rolled down her window and stated that she just side swiped her car, to which she responded "no I didn't but I am happy to pull over". She stated at this time the light turned green and MV1 continued straight on Washington St. and didn't pull over. On Monday, July 15, 2019, while assigned to Traffic unit N525, I responded to the area of Beacon Street and Paulson Road, Newton, for a report of a hit and run motor vehicle accident involving a bicyclist. The weather at the time of the accident was clear and sunny. The road surface was dry. Beacon Street and Paulson Road are both public ways maintained by the City of Newton. I spoke with the injured bicyclist in front of 165 Paulson Road, Alexander Mendonez. Mendonez stated he was traveling Westbound on Beacon Street on his bicycle near Paulson Road. Mendonez stated he observed a late model gray sedan "inch to a stop" on Beacon Street (W) at Paulson Road. Mendonez stated he did not remember if the vehicle had it's right directional on at the time. Mendonez stated as he was traveling through the intersection with the vehicle on his left, the vehicle took a right turn onto Paulson in front of him. Mendonez stated he attempted to brake and veer to the right of the vehicle, but was unable to avoid the collision. Mendonez stated his left side made contact with the rear passenger door/rear fender area of the vehicle. Mendonez fell to the roadway and the vehicle left the area Northbound on Paulson Road. Mendonez was unable to see who was operating the vehicle. Newton Medics responded and treated Mendonez for injuries to his left knee/arm area. Mendonez signed a patient refusal with Newton Medics. I observed minor damage to the left handlebar area of Mendonez's bicycle (black Trek). Mendonez was wearing a white helmet at the time of the accident with a blue shirt and white and black shorts. Pictures were taken of the area and bicycle and submitted to the IT Bureau. Mendonez was able to provide a partial Massachusetts registration of "7BS32". I attempted run this plate with multiple combinations. I searched the area for a vehicle matching the description given by Mendonez with a negative result. On July 16, 2019, I spoke with a witness to the incident Mark O'Hearne. O'Hearne stated he was traveling Westbound on Beacon Street a few car lengths behind where the accident occurred. O'Hearne stated he observed a bicyclist on the right side of the road abruptly stop and fall to the roadway. O'Hearne stated he observed a vehicle in the path of the bicycle. O'Hearne stated the vehicle did not stop after the bicyclist fell and took a right onto Paulson Road from Beacon Street. O'Hearne stated he followed the vehicle involved in the accident to Commonwealth Avenue, and while doing so took a picture of the vehicle's license plate. O'Hearne stated he did not observe who was driving the vehicle. The Massachusetts registration provided to me by O'Hearne is 7BS322. This vehicle comes back to a 2010 Volkswagon Jetta registered to Peter Giorgi (S20952090) out of Paxton, Ma. I spoke with Peter via telephone. Peter acknowledged he is the registered owner of the vehicle, but stated his daughter was using the vehicle and was in the Newton area. I spoke with Lindsey Giorgi (S35711247) via telephone. Giorgi stated she was operating MA: 7BS322 in Newton yesterday, but does not recall being in an accident. Giorgi stated she is not familiar with the area and does not know the area where the accident occurred. Giorgi stated there is no damage to her vehicle and stated she does not believe she hit anyone. Giorgi emailed me 4 photos of her vehicle where I described the damage would be. I observed a small area of minor damage to the rear passenger side door area of this vehicle. After speaking with all parties involved, I am requesting a hearing in Newton District Court for Chapter 90, Section 24 (Leaving the Scene, Personal Injury). Giorgi was advised and mailed Massachusetts Uniform Citation T1269847. All photos obtained from O'Hearne and Giorgi were submitted to the IT Bureau.

Operator of vehicle 1 states she was traveling westbound on Washington St when the vehicle to her right began to enter her lane and then struck her passenger side pushing her onto the raised island. As a result vehicle 1 suffered a flat front driver side tire. Vehicle 2 did not stop and continued westbound on Washington St towards Wellesley. Operator of vehicle 1 was able to follow the other vehicle and got a license plate of MA reg#149DE7 and described the vehicle as a black sedan. AAA responded and fixed vehicle 1s flat tire and she was able to go on her way. I ran the license plate that was given for the other vehicle and it came back to a 2013 black Kia Rio sedan owned by a Dan Kuksin of 24 Bryon Rd apt 2 in Boston. I was unable to get a phone number for Kuksin. Dispatch requested Boston send a unit by to try and make contact and as of finishing this report I have not heard back. Traffic Bureau Update (Officer Gaudet): On Tuesday, July 6, 2019, I attempted to make contact with the registered owner of MV2, Daniel Kuksin (S61105670), with a negative result. A Hit and Run inquiry was mailed to the Kuksin. On 08/07/2019 the owner of MA reg#149DE7 came into headquarters to discuss what happened. With him was his father, Arkady Kuksin who was operating the vehicle at the time of the incident. Kuksin admitted to operating the vehicle in the area at the time of the incident but stated that someone had thrown a rock at his vehicle causing damage. He then stated that it was not thrown but kicked up from his tire. Myself and Officer Gaudet went outside with Kuskin and examined his vehicle and saw obvious damage that corresponded with the damage to vehicle 1. There were obvious signs of fresh paint transfer. I informed Kuksin that I would be updating my report and he would be receiving a summons in the mail for 90/24 leaving the scene property damage. i mailed Kuksin MA uniform citation T1444589.

On 08/06/19 at 12:34 hours, I responded to Industrial Place by The Lakeshore Learning Store at the request of Newton Police Officer Justin March who witnessed an accident in the parking lot of 300 Needham Street. Officer March was working a road construction detail at the time in the City of Newton. He states that at approximately 12:20 hours he observed MV1 exiting the parking lot of 300 Needham Street( a drive way to a building that the public has access to). There is an island in the middle that separates the entrance and exit of the lot as it goes out to Needham Street. As MV1 was exiting, he drove up on the island and pushed two large stone builders out of place. There was also damage to numerous different flowers planted in the ground. MV1 then exited the lot and went eastbound on Needham Street. Officer March then followed in his vehicle and kept beeping his horn to alert the driver to stop. The operator turned on to Industrial Place and pulled over. Ofc. March attempted to speak to the operator, Gelvin Perez-Ramirez but there was a language barrier. Next, Ofc. Calderon responded and assisted with Spanish translation. He asked the operator what occurred and he stated that he never saw the island. Due to the fact that the operator left the scene of the accident and never reported it, he was issued MA Uniform Citation # T1445351 for Ch. 90/24/C. MV1 sustained damage to the two exhaust pipes on the passenger side of the truck. There is also possible undercarriage damage. Ofc. M. Wade took photos of the scene.

On 08/13/19 at 14:53 hours, I responded to a hit and run motor vehicle accident located at 244 Needham Street. The operator of MV1 states she was parked in a parking spot to the right of the Splash business at 244 Needham Street. The parking spot is located on Charlemont Street. After parking, she was sitting in her motor vehicle when she heard a bump to her driver's side rear end from MV2 backing up from a parking spot across from her. She says the operator of MV2 turned and looked at her and kept proceeding (NB) on Charlemont towards Needham Street. She then exited her vehicle to try and get the operator's attention to no avail. She took a photo of MV2 which was a black Toyota Highlander bearing MA reg.# R85045. She described the operator as a white female in her forties with possibly dark curly hair. I observed minor paint damage and scratches to the driver's side rear quarter panel area. The operator is unsure if that damage is from the accident. The owner of MV2, Steven Masterson has a residential address of 40 Wild Acres Rd in North Attleboro, MA and a mailing address of 34 Central Street Foxborough, MA. A telephone search revealed a phone number of (269)857-7814 for him out of Aiken, SC and the Foxborough address but the number is not in service. UPDATE: I was provided a phone number for Masterson from N. Attleboro PD. On 08/16/19 at 12:45 hours, I spoke to Sheila Masterson who stated she was driving MV2 at the time of the reported accident. She stated that she was unaware that she struck MV1 and saw the other operator looking at her but thought nothing of it. Due to the accident being very minor or possibly no damage at all, no further action will be taken. Masterson was provided with the other operator's information.

Owner of Motor Vehicle #1 stated that he was exiting the gym at Planet Fitness and he noticed that someone was leaving a piece of paper on his front windshield. He was approached by the man who told him that he witnessed a Gray Dodge Ram bearing MA Reg 9JGD90 strike his Jeep Grand Cherokee that was parked and unoccupied causing moderate rear drivers side damage. MA Reg 9JGD90 came back to a 2018 Dodge Ram 1500 Gray in Color and registered to a Kenneth Doucette out of 41 Thaxter Street, Newton MA. I was able to locate several telephone numbers from our in house system however those numbers were no longer in service. I made several attempts to make contact with Mr. Doucette at his residents and had negative results. N491 Officer D. Healy also made an attempt to make contact with Kenneth Doucette later on in the evening and had negative results. I left a voicemail message to the witness and have yet to receive a return call for questioning. This will be further investigated on my next tour of Duty. **UPDATE Wednesday 09/04/19** At approximately 10:00 a.m. I went to 41 Thaxter Street to once again attempt to make contact with Kenneth Doucette and had negative results. I left another voicemail for the witness Claudio Silva and had negative results. I then spoke to Traffic Officer M. Gaudet to inform him about this incident and he stated that he will follow up with this investigation. Traffic Bureau update (Officer Gaudet): On September 4, 2019, I attempted to make contact with the witness to the crash, Claudio Silva, with a negative result. I made contact with the registered owner of MV2, Kenneth Doucette (S80920300). Doucette stated he was operating MA: 9JGD90 at the time of the accident. Doucette stated he pulled into a parking spot next to MV1 and stated he didn't think he "hit it hard". Doucette stated a short time later he left the area and when he got back to work he observed damage to his own vehicle. Doucette stated he had damage to the front passenger bumper area. Doucette stated he returned to the crash scene to see if the other vehicle had damage but it was gone. Doucette was advised and provided Massachusetts Uniform Citation T2016422 in hand for Chapter 90, Section 24 (Leaving the Scene of Property Damage, MV).

On 9/08/19 Kevin Coston came into NPD Headquarters to report a MV/Ped with Injury that had occurred on 8/23/19 at about 06:15 in the parking lot of Whole Foods (916 Walnut Street). The RP stated that he had left work (Whole Foods) at the back receiving door and was walking to his car, he bent over to take his knee pads off, while he was doing this he was struck by a delivery van that backed into him. The driver took out his headphones and said sorry before driving away. RP stated that he told the driver that he had been hit but the driver just drove away. RP went to hospital (Faulkner) on his own for lower back pain and has not been to work since. RP was able to take picture of the side of the delivery van. The van belonged to Shortstop Distribution Inc (508-655-5948). RP left a message that morning. He was texted by Gedeon (786-352-6695) who stated there was a language barrier and he didn't understand what had happened. RP advised Gedeon to talk to his lawyer or the police. Exact location of accident unknown. Diagram is a estimate. Report printed out and placed in traffic box for follow up. Traffic Bureau Update (Officer Gaudet): On Monday, September 9, 2019 I attempted to make contact with the operator if MV1, Gedeon Duarte, with a negative result. A Hit and Run motor vehicle inquiry was mailed to Duarte. I spoke with the injured party, Kevin Coston, via telephone on September 9, 2019. Coston stated he is an employee at the Whole Foods located at 916 Walnut Street, Newton. Coston stated on August 23, 2019 a black van backed into him as he was kneeling on the ground taking off his knee pads in the loading area of the store. Coston stated he approached the driver who remained in the vehicle to speak with him after he was hit. Coston described the driver as a heavy set Spanish male. Coston stated the operator of the vehicle rolled down his window, took his headphones out of his ear, said sorry, and left the area. Coston stated he contacted the Newton Police to report the accident but was told he needed to come in person to file the report. Coston stated he was unable to come to the station to file the report until September 8, 2019. On Friday, September 13, 2019, I spoke with Gedeon Duarte at the Newton Police Department. Duarte stated he spoke Portuguese and did not speak English. With the assistance of David Sargent from the Language Line (1-800-225-5254) translating, I was to speak with Mr. Duarte in the Traffic Bureau. Duarte stated he was making a delivery at Whole Foods and was waiting for another truck to leave so he could leave the area. Duarte stated a male party (Coston) came up to his driver door and was yelling him. Duarte stated that due to language barrier he was unable to understand what the person was saying to him, but stated the male party was yelling, "Fuck you! Fuck you!" Duarte stated he did not know what was going on and stated he left the area to allow the male party to calm down. Duarte stated he returned a minute later the male party did not want to speak with him. Duarte stated he returned a second time later in the morning and Coston was not there. Duarte stated he received a call from his employer stating Kevin Coston had called for him and he was provided with Coston's phone number. Duarte stated he texted Coston to find out what happened that morning. Duarte showed me a text message exchange from August 23, 2019 at 9:03 A.M. between himself and a party listed as "Kevin Whole". In the text messages, Duarte stated he is the driver of the van and that his supervisor called him. The other party responded and stated "Talk to the police and my lawyer". Duarte stated that he did not understand what happened and that he returned to whole foods. Duarte ended the text exchange with "927535425 my number of policy..." Duarte stated he had no idea he made contact with Coston and stated at the time of the alleged accident he did not hear/see/feel anything otherwise he would have stopped. Duarte's information has been updated in this report to reflect him as the operator/vehicle involved. Duarte also submitted pictures of the rear of his vehicle, a 2008 black Ford E350 (MA: 8NY171), from the day of the accident. Photos were submitted to the IT Bureau. Officer Wade went to the Whole Foods located at 916 Walnut Street, Newton in an attempt to view surveillance footage of the accident. Officer Wade stated the surveillance camera did not capture the incident and the van not viewed at all.

Upon reviewing the cameras I was able to see the operator of MV1 park his vehicle in a space. At approximately 1841 hours MV2, a gray or darker colored Ford F150, pulls across spaces and attempts to go next to MV1. MV2 stops abruptly puts it in reverse and leaves. It appeared as if MV1 was struck by MV2.. It should be noted the camera is in black and white, unable to get any clear images of the license plate of MV2. No injuries reported.

The owner of MV1 states that he parked his car out front of 20 Tanglewood Road between 1000 and 1130 hours and when he returned to his vehicle there was a note on the winshield from a neighbor stating they witnessed a Black Lincoln SUV (MA Reg: 1ATF47) back into his van. MV1 sustained moderate damage to the front bumper. A queerie of 1ATF47 yielded a Black Licoln SUV with an owner of Alla Subach out of Brookline. Brookline police were able to provide me with a contact number of 7813675616 which I called and was able to speak with Mrs. Subach. Mrs. Subach states that she was aware she backed into the car but was in a rush so she told her friend who lives on Tanglewood Road to tell the owner of MV1 when he returned. Unfortunately Mrs. Subach's friend missed the owner which gave the appeareance of a hit and run. The operator of MV#1 states that he was stopped behind MV#2 on Washington St at the Mass Pike Eastbound entrance when MV#2 began to back up. Operator #1 stated that he used his MV horn to warn MV#2, however MV#2 continued in reverse and struck MV#1. The 2 operators then spoke and decided to drive to a safer area when MV#2 left the area and could not be located. Operator #1 identifies MV#2 as Ma Reg. 3RNF61, a white utility van being operated by a W/M, 30-40 YOA, with a beard and numerous tattoos on his arms. The registered owner of MV#2 is identified as Patrick Rangel, who does not have a drivers license in Ma. Attempts to contact Patrick Rangel were unsuccessful. I then contacted the Worcester PD and they had no information on Patrick Rangel, but were going to leave my information at his residence. Traffic Bureau update (Officer Gaudet): On Monday, June 8, 2020 I attempted to make contact with the registered owner of MV2, Patrick Rangel (DOB: 04/26/1983) with a negative result. On 7/3/20, I met a party in the lobby of the NPD for a past hit and run report. The RP, Aleksander Duri ( MA Reg: 2LG632) stated he was parked in the Wegmans parking garage on 6/27/20. When Duri returned to his vehicle there was a note on it that said "I just saw a car hit your driver side back bumper. Teenage boy was driving, license plate 159XT5 Blue Subaru outback. If you have damage and need a witness you can call me [phone number in witness section]." MA Reg: 159XT5 comes back to a 2013 blue Subaru Outback registered to Emily Franklin-Strauss. In the census it lists three males who reside at the address in the same age group (DOB of 11/8/2001, 5/20/2004 and 7/2/1999). I attempted to call the phone number on file with negative results. There are cameras in the Wegmans garage however it did not capture the accident. Traffic Bureau update (Officer Gaudet): On Monday, July 6, 2020, I attempted to make contact with the registered owner of MV2, Emily Franklin-Strauss (S56184971), with a negative result. A Hit and Run inquiry was mailed to Ms. Franklin-Strauss. On Wednesday, July 15, 2020, I spoke with the operator of MV2, Samuel Strauss (S90135443), via telephone. Strauss stated he was operating MA: 159XT5 at the time of the crash in the parking garage. Strauss stated he was backing his vehicle up and heard a sound. Strauss stated he got out of his vehicle and looked for damage on the parked car he backed up into. Strauss stated he stayed on scene for 7-10 minutes and left after he observed no damage. Strauss stated a claim has been filed and insurance is now involved. Strauss stated he is an inexperienced driver and did not know what to do in a situation like this. Strauss was advised that if he is invovled in a crash in the future, he should contact the local police department in the city the the crash occurs in so the police can help faciliate an exchange of information. Strauss stated there was another passenger in the vehicle with him at the time of the crash named David Banteekhan. Strauss could not provde any other information for this party except that he lives in Newton and his Snapchat name is DDavid5935. I could not find any other information on this party. No injuries reported. Strauss is a student at Newton South High School. No futher action will be taken.

The operator of vehicle 1 stated he pulled over and parked his car on Chestnut Street, across from house number 479, he got out of he car and was retrieving packages that he needed to deliver to 479 Chestnut St. While he was doing so he was standing on the sidewalk at the rear of his vehicle, he saw vehicle 2 approach his car slow down and try to get around it. He watched the front passenger side bumper of vehicle 2 strike the rear drivers side bumper of his vehicle. He then signaled to the driver of vehicle 2 by waving his hands to pull over, he stated the driver stopped, looked at him, and then continued to drive away. This caused minor paint transfer damage and scratches to vehicle 1. Due to the witness providing me with vehicle 2's plate information I was able to get the address vehicle 2 was registered at, 12 Dunstan Street in Newton. On arrival I spoke with HUIQUI who speaks very little English, I then waited for her son to get home and translate. Through her son, ChenBing Lu, Huiqui stated she was driving her sons car down Chestnut Street when the vehicle in front of her stopped, she was not expecting this as the road is narrow and one lane on each side. She slowed down and stopped and was very close to vehicle 1, she attempted to get around the vehicle by passing it on the left side, when she tried to do so another vehicle was traveling in the southbound lane towards her, she hit her brakes and ended up hitting vehicle 1 in front of her. This caused vehicle 2 to suffer minor paint damage and the bumper to partially move out of place. She was unsure what do to and frightened, she then continued to drive home. Due to her honesty and cooperation Hui Qui Chen and the very minor damage to both vehicles I will not be charging her with Leaving the Scene. She was advised on what to do in the future if this it to happen again.

On Thursday July 16, 2020 at approximately 1714 hours I was dispatched to 118 Homer St for a past motor vehicle accident (MVA). Newton Dispatch advised the MVA took place at Commonwealth Ave at Washington St at approximately 1400 hours. I spoke with MV1 operator who stated she was stopped at the red light on Commonwealth Ave (west bound) at Washington St at approximately 1400 hours. Both streets are public ways. MV1 operator stated she was rear-ended by MV2. MV1 operator said she did not sustain any injuries at this time, nor did her MV sustain any damage. MV1 operator stated she and MV2 then pulled over on the other side of Commonwealth Ave and spoke with MV2 operator. MV1 operator said MV2 operator was an Asian male, approximately 45-50 years old, with glasses and dark hair. MV1 operator said she tried to exchange information with MV2 operator but that he did not address the issue and then left. MV1 operator said MV2 sustained minor hood damage due to MV1's hitch. MV1 operator said she was able to take a photo of MV2 registration, which she forwarded to my email. MV1 owner stated he was not going to notify his insurance due to his MV not sustaining damage. Regardless, I advised him the procedure if he decided differently. MV1 owner was satisfied with an accident report.

Witness states that he observed MV#2 backing up in the parking area at #277 Auburn St when its rear bumper struck the passengers side rear quarter on MV#1. MV#2 then left the area without providing any information. MV#1 was parked and unoccupied at the time of the crash, though we did locate the owner in the area. MV#2 is described by the witness as Ma. Traffic Bureau update (Officer Gaudet): I attempted to make contact with the registered owner of MV2, Peter Roche (S71322534), with a negative result. A Hit and Run inquiry was mailed to Mr. Roche. On Monday, August 17, 2020, I spoke with Mr. Roche. Roche stated his daughter, Kristin Roach (S17075126), was operating his vehicle and she mentioned to him that she bumped into a car. Mr. Roche's information has been added to this report to reflect him as the registered owner of MV2. I spoke with Kristin via telephone. Kristin stated she was parked in awkward spot in the parking lot of 277 Auburn Street. Kristin stated she reversed out of her parking spot and felt a little bump. Kristin stated she got out of her car and didn't see any damage to either vehicle. I asked Kristin if she made an attempt to locate the owner of the vehicle her vehicle crashed in to. Kristin's information has been added to this report to reflect her as the operator of MV2. I spoke with Officer G. Claflin who stated there was obvious damage to MV1 at the time that he documented this crash. After completing my investigation, Ms. Roche will be cited for Chapter 90, Section 24 (Leaving the Scene of Property Damage). Massachusetts Uniform Citation T0115913 will be mailed to Ms. Roche.

On Tuesday, September 15th 2020, at approximately 5:05pm, I, Officer Brooks, responded to the intersection of Commonwealth avenue and Chestnut street, for a hit and run that just occurred. Upon my arrival I spoke with the operator of MV1(MA REG 471XB9), who stated he was stopped at the intersection facing northbound on Chestnut street, when he was rear ended. The operator of MV1 stated he pulled over to speak with the operator of MV2(MA REG 3SPW21). The operator of MV2 provided a license that did not look like him, and when confronted stated "that's my fake". He then got into his vehicle and fled the scene northbound on Chestnut street. MV2 is registered to a black female, however the operator was described as a 5'9 skinny black male, with dreadlocks and facial hair, approximately 25 years old. Charges for the hit and run are pending identification of the driver. MV1 sustained minor damage to the rear bumper and was able to be driven from the scene. Units canvassed the area for MV2 with no success. Traffic Bureau update (Officer Gaudet): On September 17, 2020, I attempted to contact the registered owner of MV2, Saumara Polinice, with a negative result. On Sunday, March 14th 2021, at approximately 4:15pm, I, Officer Brooks, responded to the front desk of the police station for a report of a past hit and run. I spoke with the operator of MV1(MA EV957L), who stated she was rear ended on Adams street, in the area of Jones Court, at approximately 3:15pm. MV2(NY JBE2636) fled the scene after the accident. MV1 sustained damage to the passenger side rear end. MV2 was a rental from Hertz, and attempts to contact them to identify the renter were not successful. There were no injuries reported. On Monday, March 15, 2021, I contacted Hertz rental company via e-mail in an attempt to identify the party operating the rental vehicle that left the scene of this crash. Hertz Corporate Security and Safety Manager Mr. Robert Irwin was able to provide me with contact information for Mr. Michael Giannetti (S38856696). Mr. Giannetti's rental agreement lists him as being the rentee of the involved 2019 Chevrolet Cruze (NY: JBE2636). I spoke with Mr. Giannetti via telephone. Mr. Giannetti acknowledged being involved in the crash with MV1 (MA: EV957L). Mr. Giannetti stated he was traveling down Adams Street when MV1 backed out of a driveway in front of him. Mr. Giannetti stated he attempted to drive around MV1, but was unsuccessful. Mr. Giannetti stated MV1 backed into his front passenger fender area. Mr. Giannetti stated as a result of the crash his vehicle sustained a flat tire to the front passenger side. Mr. Giannetti stated he left the area and then circled back around for the other vehicle but could not find it. Mr. Giannetti stated because of the flat tire he continued to a nearby gas station to try and get the flat tire repaired. Mr. Giannetti stated he could not get the flat fixed at this time and arranged for alternate transportation. Mr. Giannetti stated he contacted Hertz today to make them aware of the damage. Mr Giannetti stated Hertz notified him that Newton PD had called and made an inquiry about his vehicle being involved in a crash. Mr. Giannetti stated he was going to contact Newton PD at some point today to let them know about the crash. I spoke with the operator of MV1, Ms. Xin Zhang. Ms. Zhang stated the operator of MV2 rear ended her on Adams Street and refused to pull over and exchange information. Ms. Zhang stated she followed MV2 from Adams Street to West Newton Square and lost sight of MV2 near the Newton Police HQ (1321 Washington Street). Ms. Zhang stated she was able to take a picture of the vehicle's license plate while she followed it. Ms. Zhang stated her vehicle sustained moderate damage as a result of the crash. After speaking with all involved parties, Mr. Giannetti will be cited and mailed Massachusetts Uniform Citation 933958AA for Chapter 90, Section 24 (C) (Leaving the Scene of Property Damage, MV). Adams Street is a public way maintained by the City of Newton. Mr. Giannetti's information has been added to this report to reflect him as the operator of MV2.

On Monday, June 28, 2021, while assigned to Traffic unit N525, I was entering my marked cruiser to leave the parking lot at the rear of 1321 Washington Street, Newton. The rear parking lot of the police station features a public right of access, but is restricted for authorized vehicle. There are signs posted at both entrances to the parking lot stating, "RESTRICTED AREA Newton Police Department Authorized Vehicles Only Beyond This Point. As I entered my cruiser, I observed a red 2020 Jeep Wrangler (CT: AX89516) parked directly across from my cruiser facing Eastbound. This vehicle was not parked in a marked parking spot and was the last vehicle in the parking lot from the Cherry Street entrance on the North side of the lot. I observed that the front bumper of this vehicle made contact with the rear bumper area of a parked 2018 Tesla Model 3 (EV3617 ). I exited my vehicle and walked over to the vehicles to investigate if a crash had occurred. I observed a black male party sitting in the front passenger seat of the Jeep. The driver seat was vacant. The Jeep had its driver door and passenger door windows rolled down. The vehicle was not running and there were no keys in the ignition. As I approached the passenger side door, the male passenger appeared to be asleep and I could detect a moderate odor of alcoholic beverage emanating from the passenger seat area. I woke up the passenger and inquired where the driver of the vehicle was. The passenger identified himself by his Connecticut ID as Masengo Kabongo (#178372788). Mr. Kabongo stated his cousin Marcel was the operator of the vehicle and they had pulled into their current parking spot so Marcel could run an errand. Mr. Kabongo stated he did not know where his cousin was, and he could not locate his phone to contact his cousin. I asked Mr. Kabongo if he was aware he was parked in the Newton Police Station parking lot and that the vehicle he was sitting in crashed into an employee's vehicle parked in front of them. Mr. Kabongo stated he was not aware. Mr. Kabongo appeared to be very confused with the situation and continued to state he did not know why they were there and where his cousin was. The registered owner of the Tesla arrived and assessed the damage to his vehicle. I observed minor damage to the rear bumper area to MV2. There was also minor damage to the front bumper of MV1. The owner of MV2 was able to review footage of the crash from his vehicles exterior surveillance system. While viewing this video with him, I observed MV1 enter the Newton Police Department parking lot from Cherry Street and pull right behind MV2. MV1 appeared to be occupied by two black males at this time. One in the passenger seat and one in the driver seat. MV1's front bumper area is then observed crashing into the rear bumper area of MV2. The Newton Police Department IT Bureau was able to observe the crash from a surveillance camera affixed to the Newton Police Department maintenance garage (facing Cherry Street). The video captures MV1 entering the parking lot and crashing into the rear of MV2. A black male with light colored shorts and a dark T-shirt is observed exiting the driver side door and walking away from the area up Cherry Street (S) to Washington Street. I explained to Mr. Kabongo that the crash was captured on our surveillance system and that his cousin appeared to be the operator. Mr. Kabongo stated his cousin was currently in Newton District Court being arranged for a previous incident (Report #21027283). I looked up recent bookings for NPD and I observed a party matching the name Mr. Kabongo provided. On Friday, June 25, 2021. Mr. Marcel Mengue-Ngoumou was arrested and cited by the Newton Police Department for OUI (Subsequent Offense), Negligent Operation, Marked Lanes, Open Container, and Unlicensed Operation. I contacted the Newton Police Department Court Prosecutor, Officer Hagopian, to see of Mr. Mengue-Ngoumou was still present in Newton District Court. Officer Hagopian stated he contacted the court and Mr. Mengue-Ngoumou was waiting to be arraigned. Myself and Officer Hagopian responded to Newton District Court to try and speak with Mr. Mengue-Ngoumou. Upon entering Session 1 in NDC, the lone individual sitting in the gallery was a party matching the description of the party from the surveillance footage. I spoke with Assistant District Attorney Nathan Stetson who was present in the court room. I apprised him of the current incident that Mr. Mengue-Ngoumou was involved in and told him I was going to speak with him. Mr. Mengue-Ngoumou at this time was sitting on the second to last bench on the left side of Session 1 as you walk into the courtroom. The exit to the courtroom was behind him. I approached Mr. Mengue-Ngoumou from the front of the courtroom and explained to him that I had just spoken to his cousin in the parking lot of the Newton Police Department. I explained to him the vehicle his cousin was sitting in had crashed into a parked vehicle belonging to a Newton Police Department employee. I explained to Mr. Mengue-Ngoumou that his cousin had identified him as the operator of the vehicle. I then asked Mr. Mengue-Ngoumou who was operating the vehicle when they were traveling to court today. Mr. Mengue-Ngoumou stated he was the operator. I asked Mr. Mengue-Ngoumou if he knew he had parked in the Newton Police Department parking lot. Mr. Mengue-Ngoumou stated he did not. I asked Mr. Mengue-Ngoumou if he knew he crashed into a parked vehicle in the parking lot. Mr. Mengue-Ngoumou stated he did not. I asked Mr. Mengue-Ngoumou if he knew he was not supposed to be operating a vehicle because of his incident from the other night and his license being suspended. Mr. Mengue-Ngoumou stated he did. I apprised ADA Stetson to my conversation with Mr. Mengue-Ngoumou. Mr. Mengue-Ngoumou was issued Massachusetts Uniform Citation 054528AB in hand for Chapter 90, Section 23(K) (Operating a MV after suspension, subsequent offense), and Chapter 90, Section 24 (Leaving the Scene of Property Damage). Mr. Mengue-Ngoumou knowingly crashed into MV2, parked his vehicle, took the keys from the ignition, and left the area with out making an effort to contact the owner of MV2. The 2020 Jeep Wrangler from the crash was removed from the Newton Police Department parking lot by Tody's towing. A towed MV form was completed and submitted. Washington Street and Cherry Street are both public ways maintained by the City of Newton.

On Tuesday 6/29/21 AT 6:45 PM Sean Ross Mcclinchy came into the station to report a Hit and Run. He stated that he was sitting in his car a green Ford Mustang (MV1 MA REG 6SR718) on Chapel street when a white Toyota Camry (MV 2 MA REG 9AP511) side swiped his car, they exchanged words and then MV 2 proceeded to leave the scene. MV 1 followed MV 2 and MV 2 eventually stoped in a parking lot in Watertown. The operator of MV 2 refused to give his information to the operator of MV 1 and drove away in his car for the second time. The operator of MV 1 was able to take down the license plate of MV 2. A few hours after the operator of MV 1 came in to report the Hit and Run I spoke on the phone with the operator of MV 2 and he stated that it was a tight squeeze on the street and he side swiped the MV 1. He also stated that he panicked and that is why he left the scene without providing his information. MV 1 was damaged on the drivers side with scratches on the door, the wheel well, and the mirror was broken. MV 2 had scratches on the drivers side also according to the driver of MV 1. Neither party was injured during this collision. I sent a Criminal Application in the mail to the operator of MV2.

Witness Simon Cross (617 417 4442) stated that he observed MV2 pulled out of the West St Tavern parking lot on West St and strike MV 1, which was parked legally (unoccupied) on West St at the corner of Watertown St. M2 struck MV1 on the drivers side front end causing significant damage. The operator of MV2 was described as an Asian female and was driving a Toyota Rav 4 (MA REG 88EP66). The operator of MV 2 did not stop to attempt to exchange information with the parked car she struck (1XSM26). The owner of MV 2 has an address out of Boston.The witness showed me two pictures of both involved vehicles which I could clearly see the registration plates. He did not send the pictures to me. We found the owner of MV1 and informed her of the accident and she was told she could park her vehicle at the corner of West St and Watertown St until she could make arraignments to have it towed. Owner of MV 1 was given MV2's information for insurance purposes. To be further investigated. MV#1 was parked and unoccupied at the rear of the Franklin School, #125 Derby St on 10/18/21. According to school staff, sometime around 12:30PM another MV that was parked in the rear lot attempted to back out of their parking spot and struck MV#1. School staff states the crash is on video and they are trying to determine the identity of the operator. The operator of MV#2 is believed to be a visiting nurse. Request this hit & run to be followed up by the Traffic Bureau. Traffic Bureau update (Officer Gaudet): On Tuesday, October 26, 2021 I made contact with the Franklin School to follow up with this crash. The staff there stated they have surmised the operator that left the scene with out exchanging information was a Covid tester that has been assisting with elementary schools in the city. The only information they had was that his name was Alan. The staff stated they were in the process of figuring out what school Alan was going to be at today and they would provide him with my contact information. A short time later, I received a phone call from a party named Alan Chua. Mr. Chua stated he was the operator involved in the crash on 10/22/21 at the Franklin Elementary School. Mr. Chua stated he was backing out of a spot in the parking lot behind the school when the rear of his vehicle crashed into MV1, which was parked and unoccupied in the lot. Mr. Chua stated he had an engagement he had to go to so he left the area and did not stop to exchange information or attempt to find the owner of MV1. Mr. Chua stated he is not sure if there is any damage to his vehicle as a result of the crash. Mr. Chua reported no injuries as a result of the crash. Mr. Chua was advised and will be mailed Massachusetts Uniform Citation 173173AB for Chapter 90, Section 24 (Leaving the Scene of Property Damage) and Newton City Ordinance Chapter 19, Section 75 (Failure to Use Care).

On 11/07/2021 while assigned to marked cruiser N493 at approximately 14:52 hours I was flagged down in the area of 67 Webster Street by a male party, who identified himself as Mr. Marvin Magdaleno Navas Garcia. Mr. Navas Garcia stated that he had just witnessed a Hit&Run MVA on Webster Street. Mr. Navas Garcia (Driver 3, MV3) stated that he was driving his 2008 Audi A8 MA Reg.#1DHC69 eastbound on Webster street when he observed a 2017 black Toyota Highlander MA Reg.#82TL55 (Driver 1, MV1) backing into the traffic in front of him from driveway of 67 Webster St. Mr. Navas Garcia said that he stopped to let the MV1 enter his traffic lane and while MV1 was pulling out into his lane, MV1 hit a parked 2021 Jeep Cherokee MA Reg.#2CVX57 (MV2). Mr. Navas Garcia stated that he used his horn to alert Driver1 of the damage Driver1 caused to the parked MV2, but Driver 1 ignored him and drove away. Mr. Navas Garcia believed that Driver 1 was aware of the damage and knowingly left the area. Mr. Navas Garcia stated that Driver1 was an elderly male. Right after the collision Mr. Navas Garcia pulled out his cell phone and recorded a short video capturing a license plate of MV1, which was MA Reg.#82TL55. I requested this license plate inquiry through dispatch, which came back active to Ms. Donna Martin out of West Roxbury. Dispatch was able to find 3 contact phone numbers for this party. The first number went straight to voicemail and Dispatch left a message for Ms. Martin. The second number was inactive. And the third number belonged to Ms. Martin ex-husband, who refused to speak to me and said that he will be calling the police himself to verify information regarding this Hit&Run Investigation. License plate inquiry of the MV2, which was hit by MV1, came back as active to Ms. Jamie Genser. Newton Dispatch called Ms. Genser, who stated that her daughter Lauren was driving her car today and she will let her know about the accident. The Traffic Bureau will follow up with all involved parties because one of the vehicles is registered outside of the city. Traffic Bureau update (Officer Gaudet): On Tuesday, November 16, 2021, I attemtped to make contact with the registered owner of MV2 (Ms. Donna Martin, S60114067) with a negative result. On Monday November, 15, 2021 at approximately 16:36hrs I, Officer Daly, responded to 303 Cabot Street for a past hit and run. Upon arrival, I spoke with the vehicle owner, Joanne Murphy. Murphy said she had her car parked in the neighbors driveway. Murphy said there were numerous large white vans parked at the house throughout the due to work that was being done. Murphy said she went to pick up the children from school at approximately 14:45hrs and returned to the house at approximately 15:00hrs. Murphy said she noticed damage to the rear driver side bumper near the wheel well. It should be noted there is a sizeable dent with white paint marks. Murphy did not witness another vehicle strike her vehicle. Murphy and her neighbors are unaware of the name of the company who is doing the work at the house. I advised Murphy to contact the landlord to see if they can locate the name of the company who is doing the work at the house. I canvassed the area for cameras yielding negative results. There were no injuries and Murphy's vehicle is able to drive without any issues. At 19:30hrs Murphy came into the Newton Police Station to provide me with the other driver's information. Murphy said she was contacted by Rostyslav Bulat, who said he was the driver who hit her vehicle. Bulat provided Murphy with all of his information. I called Bulat and asked him what had transpired. Bulat said he was not aware that he had struck Murphy's vehicle and was notified by his boss that Murphy's vehicle was struck as Bulat backed out of the driveway. Bulat said once he found out he struck the vehicle he got Murphy's information and provided her with all of his information. I advised Bulat that he has to be careful driving and if he hits a vehicle he must stop to provide his information. Bulat was apologetic and said he would be in contact with Murphy throughout the insurance process to ensure it gets done. It should be noted that Bulat has an active license from Ukraine. Bulat has lived in Massachusetts for approximately 2 months and has been in contact with the RMV to get a Massachusetts's license. Bulat said due to COVID the RMV has been delayed but Bulat has paperwork from the RMV showing his attempts to get an active Massachusetts's license.

On December 9, 2021, at approximately 1754hrs, while operating cruiser N495, I, Officer Dragone responded to the intersection of Beacon St and Grant Ave for a report of a motor vehicle accident involving a pedestrian. Beacon St and Grant ave are both public ways in the city of Newton. I spoke to a female party, later identified as Jennifer Diamond, who stated she was hit by a vehicle. Ms. Diamond was visibly shaken up but stated she was not injured. She stated that she was walking Eastbound in the crosswalk on Beacon St crossing the intersection of Grant Ave when she was lightly hit on the right side of her body by a motor vehicle, which caused her to fall to the ground. She stated the vehicle was taking a left onto Grant Ave from Beacon St. She stated the operator, later idenified as, Georgia Giannakopoulos got out of the vehicle to check on her. Ms. Diamond took a photo of the license plate (MA Registration 5SV474 ). Ms. Diamond states the operator then got into her vehicle and drove Northbound on Grant Ave. A witness, Andrew Greenberg, stated he saw a gray Honda CRV take a left onto Grant Ave from Beacon St and hit Ms. Diamond causing her and her dog to fall to the ground. While on the phone with dispatch, he gave the license plate of Massachusetts Registration: 5SV474 (registered to Georgia Giannakopoulos). He also stated, he saw the operator get out of the vehicle to check on Ms. Diamond and when traffic started to build up she became frantic and left, heading Northbound up Grant Ave. I then responded to the residence of Ms. Giannakopoulos. When asked what happened during the accident, Ms. Giannakopoulos stated she was in the car with her granddaughter and was in a rush because her granddaughter had to take a test. She stated she took a left onto Grant Ave from Beacon St when her granddaughter yelled and she hit Ms. Diamond who was in the crosswalk. She stated that she got out of the car to check on Ms. Diamond, who implied she was ok. Ms. Giannakopoulos stated she then went back into her vehicle to drive home and call the police. Ms. Diamond signed a patient refusal with Fallon EMS and was picked up by her parents. Georgia Giannakopoulos was issued in hand Massachusetts Uniform Citation# T1445617- Massachusetts General Law- Ch. 90 S. 24- Leaving the scene of a collision after personal injury. The operator of MV2 stated that he was driving eastbound on Comm ave when he lost control of the MV due to the icy conditions of the road. The operator of MV2 stated that he lost control and hit a snow bank which caused him to swerve into the westbound lane. Todys's arrived on scene and took possession of MV2. EMS arrived on scene and both parties refused medical attention.

Mv#1, observed by a witness, had just backed up and knocked over a City flashing beacon crosswalk sign pole in front of 15 Cypress St. The witness observed #1, a Ryder truck, drive forward, bearing NH reg 497 0874 and turn around. The witness stated she saw the operator stop across the street and stare at the downed pole for a few moments. The operator was then observed drive away onto Centre St. #1 operator was soon after identified as a delivery driver who had just made a delivery at 15 Cypress at a neighboring office. I made contact with the driver from on scene and he returned to the scene. On 6/1/22 I responded to 821 Washington St for a 2 car MV accident. Upon arrival I spoke with the operator of MV1 who stated she was driving on the far right lane (W/B) when MV2 hit her rear left passenger door causing moderate damage. The operator of MV2 stated that wanted to merge lanes and did not see MV1. He stated that he went from the left lane to the right lane hitting MV1 which caused minor damage to his right bumper. On 06/06/22 at 15:12 hours, I was at the Cabot School on Bridges Avenue doing a school crossing guard post when I was flagged down by a witness about a hit and run motor vehicle crash that occurred a few minutes prior. The crash took place in the school driveway/parking lot that runs between Bridges Avenue and Norwood Avenue. The driveway/parking lot is a one way roadway that enters through Bridges Avenue and exits out to Norwood Avenue. It allows staff to park their vehicles there and it is used for school pickup and drop off. The witness identified as Michelle Reddick stated that she was in her vehicle in the school pickup line to the above mentioned driveway of the school. Ms. Reddick observed a black colored Mercedes GLE450 bearing MA reg.# 2AWR85 come in through the one way driveway going the wrong way. The Mercedes then attempted to back up in to a parking spot reportedly three times with two other vehicles parked on each side. While doing so, the operator struck the rear end of M/V # 2. The operator of M/V # 1 was described as an Asian female. Ms. Reddick stated that other parents saw the accident but nothing was said to the operator. Reddick beeped her horn at the operator to get her attention but the Mercedes pulled away and left the scene without leaving their information. Reddick took a picture of the vehicle (Mercedes GLE450) and registration (MA 2AWR85) and showed it to me. M/V # 2 was a 2020 Nissan Rogue color gray bearing MA reg. # 598VN7. The owner, Elizabeth McFadyen, was made aware of the crash and provided the owner's information from the Mercedes. The vehicle sustained minor scratches to the left side of the rear bumper. The left side rear quarter panel/bumper area was no longer mounted flush with the rest of the body also. The owner of the Mercedes is an Asian female listed as Qiong Yang out of 480 Main Street Apt. # 113 Malden, MA. I was not able to locate a phone number for her and Malden Police Department had no contact info either. A department letterhead was sent to the address requesting the owner to contact me regarding the crash.
